Minutes of the ~egula~ meeting of the Common Council held at the hou~ of
7:30 o'cloclc P.M., Ma~ch 12,1934. Council was called to o~de~ by IvIayo~ La~ge,
with all Councilmen p~esent.
Minutes of the regula~ meeting of February 13th, and the a~jou~ned meeting
of Feb~ua~y 26, 1934 were ~ead and app~oved.
1~. Don Skene, Abst~acto~, p~esented the ~equest of A. S. Bonapa~te that the
City deed to him an old tract on the East side of the Wil1amette River below the
Ferry Street Bridge; fo~me~ly used by the City as a dump ground, to enable him
to complete his title in the negotiation of a Federal Loan. The mattel" was
refe~~ed to the Finance Committee with Power to act, and the Mayo~ and Recorde~
authorized to execute a deed if deemed advisable.

The Judiciary Committee reported adversely on the request of the Cashman
Realty Company for a ~eadjustment of the assessment against Lot 1, Block 2, Cherry
Grove Addition, and on motion the report of the Committee was adopted.
The Judiciary Committee, by Chairman Edwards, was granted further time to
consider the proposal of 1\11'. ~tockman as Consulting Engineer on Sewage Disposal.
The Finance Comilli ttee, by Chairman Hendershott, reported the following bills
to the Council with a recommendation that they be allowed, and motion was made,
seconded and carried that warrants be drawn for same. The ayes and nays were
called, Councilmen voting aye 8, nay, none, absent none:

Chairman Bond, of the Fire and Vrater Committee, reported adversely on the
claim of John Whealdon and Wife for damages by reason of the gas tank installed on
the property adjacent to theirs, and on motion the report was adopted.

The Fire and Water Committee was granted further time for consideration
of the installing of a street light at 22nd Avenue and Hilyard Street.
Chairman Zumwalt, of the Health Committee, recommended that the following
buildings should be condelnned: An old house at 1987 Garden Avenue, a house at
293 Honl'oe Street, a house at 92 Madison Street should either be boxed in or
condemned, the house at 192ft vVashington Street should be l'epail'ed 'by having the
windows boarded up; and the Committee was not l'eady to repol't on the building on
the Southwe~t COl'ner of 8th and Washington Stl'eets.
Mr. Zumwalt also repol'ted that the caretaker at the Rest Cottage found the
accumulation of filth and refuse accumulating so fast that it is causing him a
considerable amount of extra work, and Mr. Zumwalt suggested that he should be
allowed a small compensat ion, :perhaps $10.00 per month, for thi s addi ti onal work.
The Health Committee was instructed to confer with the County Court.

Chairman Simon, of the Police Committee, recommended that the following
applications for liquor licenses be approved: Howard E. Ackerman, J. H. Bray,
Percy W. Bucknum, J. L. Goss, J. F. Geret, H. S. Leeper, Charles M. Munson,
Earl A. Simmons, Fred steen, W. R. Wallace, Ozeta Williams, Newton ~. Smith,
Charles Van Orden, Suiker & Greive, Luther J. Peterson, Osburn Hotel, and Eugene
Hotel. Objections were made by Councilman Reid to the granting of the W. R.
Wallace application, and by Councilman Lamb to the granting of the J. H. Bray
application, and these were withdrawn from the Committee's recommendations, after
which the motion was made, seconded and carried to approve all the applications
except these two. Councilman Simon moved that the applications of W. R. Wallace
and J. H. Bray be approved. There was no second to this motion, whereupon Council-
man Lamb moved that the recemmendation be denied on the W. R. Wallace and J. H.
i Bray applications. The motion was seconded by Mr. Reid and carried.

The matter of payment for the operation of the u. S. Employment Office was
presented, and it appeared that anew set up at this time called for an expense
of ~250.00, of which the Federal Government was paying ~125.00, leaving ~125.00
to be paid by the County and City, with an additional amount of $30.00 thereto
for rent; or a total to the City and County of $155.00. The County Court desires
the City to assume 40 per cent of this cost, and it was suggested that the City
offer the room on the third floor to be vacated by the Engineering Department,
for use as an employment office at a rental of $30.00, and that the City pay the
blance of this 400':p:e..r cent after deduc ting this ren tal charge. Motion was made,
seconded and carried to act on this suggestion if agreeable to the County Court.

Motion was made, seconded and carried that the City accept the Options of
the-two tracts known as the Wilkins Tract and the Friendly and Bean Tract for the
Aviation Field, and the Finance Committee, Recorder and Mayor be authorized to
close the deal, including money payments and issuence of warrants, settlement of
taxes and acceptance of deeds as agreed upon. -
AtteBtion was called to a number of applications to the Public Utilities
Commission for permit to haul logs over the streets of Eugene, which had been
referred by the Public Utilities Commission to the City of Eugene for suggestions
and l'ecommendations. Chairman Lamb of the Street Committee recommended that the
City make no objection to any of these permits, except to stipulate that the
weight limits fixed by law be complied with, and also that haulers of logs do not
haul on Sixth Street East of Blail' Blvd., on Willamette Street between Sixth and
Thirteenth Avenues, and on Broadway between High and Cha1?nelton Streets. A
motion was made, seconded and carried to adopt this recommendation, and the
Recol'der instructed to advise the Public utilities Commission accordingly.

On motion of the Council, duly seconded and carl'ied, the applications were
approved.

A communication from the National Surety Corporation, addressed to Sigman-
Fell Insurance Agency, requested Certificate of Designation of Depositories
signed by some official of the Ci ty and a checlcing of collateral secu.ri-ties,
which matter was referred to the Finance Committee; and also suggested the
providing of a bond for the deputy in the Treasurer's office, and this matter
was referred to the City Attorney.

automobiles at a lower price than are now paid. The letter was placed on file.
A communication from Attorney Fred E. Smith, addressed to the Mayor and City
Council, advising the City of a claim of b~. Sam Manerud for alleged injuries
sustained on February 10, 1934 by reason of being struck by an automobile o'perated
by Chief Bergman, and the City Recorder was instructed to refer this claim to the
Insurance Company carrying the insurance on the car involved in this accident.

Reports for the month of February from the Police Department, City Engineer,
Police Matron and :H'ire Department were presented and filed.

The Council, on motion, approved an agreement entered into between Francis
Vlaggoner and the Finance Committee, allowing !\Tr. .Waggoner to pay City Assessments
on Lot 8, Block 9, Sladden's Addition by the payment of $75.00 down and $25.00
per month, payable on,the 15th day of each month cownencing April 15, 1934, until
the full amount of interest and principal is paid.

The case in Circuit Court of R. S. Shelley, Plaintiff, vs. Eugene Bible
University, et aI, with service of su~nons on the City of R~gene, is noted in these
minutes.
Notation is made of an order of the County Court vacating a portion of the
County Road No. 560 known as Hellen Street ,by Court order dated February 27, 1934.
An Ordinance creating a zone around the University of Oregon in which it shall
be unlawful to sell intoxicating liquors was read the first and second time and
laid over.
On motion the Council adjourned to meet on March 26, 1934 at 7:30 o'clock
P. M.
