Council was called to order by Mayor Large, with all Councilmen present. Dr. Helms called attention to the Council of refuse and papers scattered over the streets, and suggested that the city shculd provide receptacles at street corners and the people should be educated to use them. The condition of the streets at this time was partially explained bi the fact that the street Department has been engaged in assisting with the airport work, leaving it short handed for regular duty. e' Judd Stauffer, Commander of the Uni ted S pani sh lillaI'Ve terans, asked and was granted permission for a street parade in connection with the annual Convention to be held in 1ugene on July 22nd to 25th. Chairman Edwards of the Judiciary Committee requested that the Edblom claim be continued for further consideration. I Mr. Zumwalt, Chairman of the Health Committee, reported that the City had ,practically arrived at an agreeable disposition with N~. Rubenstein of the condition of the buildings at the Southwest corner of 8th and Washington Streets. Also that they had investigated conditions of the eating houses throughout the city, and were able to report in most instances that conditions were very good, and they had advised others to clean up. And that some owners of shacks and barns around the ci t,1f had agreed to tear them down. Chairman Reid of the Sewer Committee reported that the Eugene Fnlit Growers Association had become insistant that the city permit them to connect with the main sewer, and the Recorder was instructed to write to Dr. Stricker for his opinion concerning the durn:ping of grindings in the ci ty sewer. The Police Committee .reported favorably on the application of Ruth Randall for a retail beer license at ,56 8th Ave. West, and the receommendation was on motion approved by the Council. Applications for the position of Janitor from 25 applicants were presented and continued for consideration of the Mayor and Council. Councilman Bond suggested the possibility of using the City Firemen to keep up the janitor service of the city hall, and this matter was taken into consideration along with the mat tel' of em:ployt;lent of a jani tor. An agreement of the County Court that they will pay half of a monthly salary of ~15.00 for the caretaker at the comfort station was presented, and motion made seconded and carried that LIr. N. 1:1. Shrode be allowed a salary of $15.00 a month commencing LIay 1, 1934, and to be paid on the regular pay roll when other s'alaries are paid, and that the Recorder bill the County Court for ~7.50 of same each month. The ayes and nays were called, Councilmen voting aye 8, nay none, absent none. ..' A communication from Helen M. Cherry, suggesting that the Cottage in Sl\:inner's Butte Par]\: be named nVlilkins Cottager! was presented, and the matter was referred to the Park Board. The request of the Signal Service Station for Widening the driveway four feet at the Southwest corner of ~est Broadway and Charnelton Street was referred to the Street Committee. The petition for a street light on the corner opposite 119 North Adams Street was referred to the li'ire and -~{ater Committee. A cOffilTIUnication from W. W. Calkins suggesting a compromise between the County and the City of their respective liens for taxes and street assessments against Lot 8, 310ck 1, Shelton's 2nd Addition, to enable them to accept the amount which can be borrowed from the Home Owners' Loan Corporation was referred to the Finance Committee. I A Resolution thanking the Council for passing the restricted zone Ordinance around the University was communicated by the Fairmount Presbyterian Church. Some discussion was also had as to the protection of traffic on account of the new construction of the street on Broadway East of the Railroad track, and also on account of the na~rowing of F~anklin St~eet at this point to a 20 foot st~eet. I The following Resolution was, on motion, adopted by the Council: RESOLUTION WHEREAS, David C. Boyd died on April 20th, 1934, and WHEREAS, at the time of his death he was and had been . for many years a trusted and faithful employee of t~e City of Eugene, and was held in high regard and ~espect by all who knew him, NOW, THEREFORE, be it ~esolved by the Uayor and Common Counci 1 of the Ci ty of Euf,ene, - that _ vvhile we accept the decree of a Su:preme Power, ye t do we deplore the loss of a valued employee, a citizen of outstanding worth, a courteous and kindly,gentleman. , I I I I Ij I I I I That we extend to his family our sincere sympathy in their bereavement, and that this resolution be spread upon the minutes of this meeting and a copy fo~warded to the family of deceased.
