Council was called to o~de~ by Mayo~ La~ge, with all Councilmen p~esent except I,.1~. Reid. Minutes of the ~egula~ meeting of A'p~il 9th and the adjou~ned meeting of April 23rd we~e ~ead and app~oved. An offer of W. E. Pool to'pay the City $50.00 in consideration that it ~elease all liens against a parcel of real estate, beginning 50 feet No~th of the Southwest corner of Lot 16, Block 2, Sladden's Addition, running East 80 feet and North to S. P. Railroad, thence Northwesterly along ~ight of way to the West line of Lot 16, and South to beginning. The Applicant stated that he had bargained for this prope~ty afte~ three consecutive statements from the City T~easurer that 110 munici- pal liens were against this 'property. The matter was referred to the Finance Committee with power to act. "~... .. ..;.:.... The Finance Committee made the following recommendations and ~eports: Recommended that the T~easurer's assistant be placed under $5,000.00 bond, providing the Water Board shares the cost of premium in the same proportion as other Treasurer's bond premiums. On motion seconded and carried it was so ordered. Recommended the p~oposal of Lillie B. Alford that the City accept with the County the $580.00 Home Loan proceeds in full of all City liens and the County taxes; be rejected. On motion the recommendation was adopted. Reported 1936 to ap~ply & Co.; at 99. ayes and nays the purchase of $5,000.00 Eugene Improvement Bonds due February 15, on payment of City intersection installments, from Atkinson-Jones Motion was made and seconded that the purchase be approved, and the were called, Councilmen voting aye, 7, nay, none, absent Reid. I At this time Councilman Reid appears in Council. , Reported the completion of the deal with 1ws. Studley by receipt of Tax DelinQuency certificate on the eight and one-half acre tract on South ~illamette Street in exchange for Deed from the City for the lot recently aCQuired by condem- nation against L. H. Mulkey. lIotion was made, seconded and carried that the action of the Committee be approved, and the action of ' the IvIayo~ and Recorder in executing the deed, be ratified and confirmed. ' Recommended that the City sell back to Wm. 'E. Smith a lot on Jefferson Street, for the full amount assessed against it with interest to this date. Total consider- ation ~~483.30. This lot was foreclosed by the Ci ty and a Deed should be authorized to convey to 111'. Smith. 1Iotion was made and seco11ded to accept payment of $483.30 in full of all liens, and that the Mayor and Recorder be-and are authorized to execute and deliver a Deed to Mr. Smith for this Lot, and that the T~easurer satisf' all liens in full. .~-. , ' On recommendation of the Street Committee, by Chairman Lamb, the matter of parking on East Broadway was not changed. The possibility of widening Franklin Street ne-ar the Broadway crossing of the railroad track was referred to the City Enginee~ to take up with the State Highway Commission. I Chairman Bond of the Fire and water Committee recommended that petitions for all street lights be tabled as a matter of economy until the need for these lights seems greater than it does at present. The ~ecommendation was adopted. On Mr. Bond's recommendation the Fire Department v~s autho~ized to purchase an outfit for charging batteries ata cost of ~22.50. Chairman Zumwalt, of the Health Committee, recommended the condemnation of bUildings at 1601 Orchard Street and at 245 Madison Street, and on motion it was so ordered, and the matter referred to the City Attorney to proceed with condemnat- ion. .' 1\11'. Zumwalt also reported that the bills for heating the rest cottage seemed excessive, and that investiGation was being made of the cost of install,ine elect,ric heat, and unless more favorable terms were made by the Central Heating Plant it might be deemed advisable to change to electric heat. Chairman Simon, of the Police Commi ttee, reported for the Commi ttee that beer applications be approved for the following: L. G. Lasater, Esther Heron, C. M. Lolcama, Ca~l J. liiller, and Rich and Millard. I Councilman Ha~~is stated that vandals had dest~oyed the pump in Hend~icks Pa~k, C; and he ~ecommended that the City investigate the cost of installing a wate~ pipe 1 f~om the city ~ese~voi~ to supply wate~, ~athe~ than to ~eplace the pump, and this ,matte~ was left in the hands of D~. Ha~ris to investigate and ~epo~t. The Finance Committee, by Chai~man Hende~shott, ~epo~ted the following bills . to the Council with a ~ecommendation that they be "allowed, and motion was made, I seconded and carried that wa~rants be d~awn fo~ same. Holt, tlanac;er, person- ally a'ppea~ed before the Council in discussion of the matter; and it was, on motion, ordered continued for two weeks and the City Recorder was directed to find lout what the practice was in Salem with reference to their cannery refuse. D. ~ancroft Improvement Bonds matu~ing Februa~y 15, 1937, at pa~, in payment of city liens, unde~ the provisions of the City Ordinance No. 8348. S. Elliott and J. B. Johansen as garbage haulers were ,presented and the same on motion were accepted. .~ An Ordinance amending Section 18-C of Ordinance No. 8347, entitlE,ld "An Ordinance to be known as the Electrical Code for the City of Eugene, Oregon; pro- viding for licenses; defining approved electrical materials and appliances, prohi bi tinD the sale 01" use of unapproved appliance s and materials, providing a penalty for violation hereof, repealing Ordinance No. 8293 and all Ordinances or parts of Ordinances in conflict herewith", was read the first time and passed its second and third read~ngs by title under suspension of the rule by the unanimous consent of the Council, and was placed upon its final passage. The Ordinance was declared passed and numbered 8389. pontracts were submi tted providing for a payment by the Uni ted States National Bank and the First National Bank to the City of Eugene of interest on daily balances at the rate of t of 1% per annum during the period of June 9, 1933 to January 31, 1934, and continuing at the same rate subse~uent to February 1, 1934 until termi- nated. I.Iotion was made, seconded and carried that the contracts be accepted and approved by the City and executed by ,the Mayor and Recorder in duplicate. r~ 00 ........ , ~~ Mark Hathaway, Commander of the American Legion, re~uested that the' City extend to the Legion all concessions for an indoor circus to be held June 4th to 9th inclusive, without a license fee~ The funds to go for charity and relief work. Hotion was made, seconded and carried that the re~uest be granted. A list of scheduled rates of charges for State Industrial Accident Commission for various S.E.R.A. projects was read. The re~ue st that the Ci ty :provide the co st of accident compensa ti on for the carrying on of the work of the enforcement of the N.R.A. Code was on motion laid on the table. I A mo~ion was made and seconded that the City cooperate with the County in the :payment of one-half rent of the S.E.R.A. head~uarters in the Re8ister ~uilding on East Broadway, by the understanding that the City's half of the rent for the Month of liay will be ~12.50 and thereafter ~22.50 per month. The ayes and nays were called, Councilmen voting aye 8, nay none, absent none. A motion was made and seconded that the City appropriate and expend the sum of ~~285.40 to cover State Industrial Acciclent Compensation in the sum of ~185.40 and supplies in the sum of ~~lOO.OO in connection with the survey of existing conditions for City J)lailning and recordinG of locations of underground service throughou.t the city. 11'11e ayes and 113.:{S were called, Councilmen voting aye 8, nay none absent none. The following Resolution was read and a motion made, seconded and carried to adop t the same: RESOLUTION VffiEREAS, the City Pla~ning Commission of the City of Eugene has caused to be .. present ed to the Comnon Council of the Ci t.jT of Etlgene, a certain zoning ordinance providiTI~g for the zoning of the city into various districts, in some of Which it shall be lawfu.l, and other of which it shall be unlawful to carryon certain .,. businesses, and such ord.inance S(Q) presented constituted a tentative report thereon by the Planning Commi ssion. BE IT THEREFORE RESOLVED, that the tentative report and ordinance presented I be referred back to the Planning Commission with directions to hold public hearings thereon at the office of the Cit:r Hecorder in the City Hall in Eugene, Lane County, Oref,on, at 7:30 o'clock P.I.I. of the following days, to-wit: May 22nd and nay 29th, 1934, and that the City Plmlnir~ Comnission after having held said hearings, shall report bac]<: its final draft of the ordinance, constituting its final report thereon, at vvh ic h time the Counci 1 shall take the ma t te l' up for considerat ion and hold a hearing the re011. . -0- ~ ~ 282 '. ~ - - .... - ~-- .-- --- ~ ~ - - -- - - - ,-- On motion seconded and carried, ilayor Large appointed Councilmen Hendershott, Reid, and B01~ to go into the question of Eugene's participating in the Paeeant to (~ be held in Medford June 3rd to 9th. f:! Report was made of a nuisance to the neiGhborhood caused by shouting and singing in the tent church on l:Jest 8th Avenue between Charnelton and Lincoln Street. The matter was referred to the Police Committee for attention. I On motion the Council adjourned to meet 1\1ay 28, 1934 at 7:30 o'clock P.M. R. S.
