I Minutes of the regular meeting of the Common Council held at the hour of' 7:30 o'clock P. 11., June II, 1934. Council was called to order by Mayor La.rge, with all Councilmen present except Mr. Reid and Dr. Harris. Minutes of the regular meeting of May 14th and the adjourned meeting of May 28th were read and -approved. Miss Reynolds reported that soot from the stack at the Eugene Farmer's Creamery at 6.th and Oli ve Stree ts was a serious nuisance to the occupancy of their residence property. The matter was referred to the Health Coa~ittee. F. M. Cashman presented a communication from the Pacific Savings and Loan Association relative to an old assessment against property which is the South 40 feet of the North 80 feet of Lot 1, Block 2, Cherry Grove Addition, with a request that the interest be rebated. The matter was referred to the Judiciary Committee and City Attorney. Mr. Cashman suggested that "S10wu signs be placed on the Pacific Highway near the Anchorage on account of so many children and young people crossing the highway at the swimming pool. He was advised by the Police Committee that markers would be established at this P9int. The Finance Committee, by Chairman Hendershott, reported the following bills to the Council with a recommendation that they be allowed, and motion was made seconded and carried that warrants be drawn for same. I Chairman Zumwalt of the Health Co~nittee recolnmended that the buildings at 110 North Washington and 663 East 13th streets be condemned. On motion dulY seconded and carried the recommendation was adopted. ~ . . ~ 28'7 -- - :. I Chairman Simon of the Police Committee recommended that Charles Bascom be employed as a Police Officer and placed on the payroll of the City at the reguihar patrolman's salary, and that his salary be paid at the same time that others are paid. Motion was made and seconded to confirm the appointment, and the vo~e being in doubt, the ayes and nays were called, Councibnen voting aye: Simon, Bond and Edwards. Nay: Lamb, Hendershott, and Zumwalt. The vote being tied, Mayor Large stated that in view, of the age limit fixed for the employment of the police officers heretofore he was obliged to vote against the appointment, and the motion was declared lost. A motion was then made, seconded and carried that no new man be employed on the police force of the City who is over the age of 45 years at the time of his appointment, with the exception that this rule will not apply to the office of Chief of Police. t'...? :RP :~ ~~.."" At this time Councilman Reid appeared in Council. Reports of the City Engineer, Police Depabtment, and Fire Department were read and filed. .' The Recorder reported applications as follows for rebonding delinquent assessments. Internal Revenue office for per mi ssi on to inc lose the hallway adjacent to t heir pre sent office in the City Hall by sealing the end of the hall and opening a door through into their present office, with the understanding that the same should be done at their own expense, and no additional rental charge should be made. Motion was made, seconded and carried to grant this request. The following Resolution was presented, and on motion adopted: RESOLUTION RESOLVED that the Ci ty of Eugene, through its Mayor and Common Council, does hereby extend to Langlwy Young, Ralph Young, Charle's Young, and Virgil Hughes its recogni ti on of their prof!lpt and heroic action in endeavoring to save the lives of the two Police Officers from the Mill Race on Saturday night, June 2nd, 1934. . The following Resolution was fresented by the Police Committee, and on motion duly seconded and carried was adopted. RESOLUTION ~Y.HEREAS, City Police Officer, Jesse J. Jackson, on June 3, 1934 lost his life through an unfortunate accident during the course of performing official duty, and WHEREAS, he was known and recoglllzed as an officer of out- standing character and ability, and enjoyed the respect and friendship of all his acquaintances, I NOW, THEREFORE, be it resolved by the City of 1'ugene, through its Mayor and Council, that we deplore the unfortunate circumstances which occasioned the death of this splendid officer and citizen, and that we extend to his wife and child and other members of his family our heartfelt sympathy in' this hour of their deep sorrow. I . a A motion was made and seconded that the allowance of ~22.50 per month for rental of office quarters of S.E.R.A. be placed on the regular payroll, and that warrant for this amount be drawn and issued to the Southern Oregon Publishing Company each month at the time regular salaries are drawn. The ayes and nays were called, and Councilmen voting aye 7, Nay none, absent Harris. 1~. Her~an Knutsen submitted an offer to the City to pay the principal assessment of $73.37 for sewer against a lot on the Northeast corner of 17th and Pearl Streets, 50 x 156.34, if the City would rebate the interest. The matter was referred to the Finance COfnmittee to report ba(l'k to the Council. On motion duly seconded and carried the City purchased from W. F. Semlow one modernistic piece 4xl2 feet fringed, and four 4t x 7 feet national colors, and two 26T1 x 10' American streamers, for the sum of $20.00. The following Resolution was read and on motion adopted: . RESOLUTION < This matter coming on to be heard before the Common Council of the City of Eugene, pursuant to notice, on Jume 11, 1934, at 7:30 . o'clock P. M. of said day, in the office of the City Recorder in the City Hall in the City of Eugene, Lane County, Oregon, and it appearing to the Council that complaints have been made by residents living near the property herein described, and reports have been made by the Chief of Police, the City Attorney, the Chairman of the Health Committee I and the Chief of the Fire Department, declaring said buildings dangerous, and the COrnmon Council having personally inspected said buildings and having heard all protests, remonstrances and objections, at this time makes its finding that the buildings at 1601 Orchard street in Eu@9ne, Oregon, are, and are hereby declared to be, dangerous buildings, under the provisions of Ordinance No. 8292, in this: That the walls and timbers are leaning and there is danger of them falling on children I I II ,I and other persons. That the buildings are filled with rubbish and are unsanitary and a menace to the health of the neighborhood and constitute an attractive nuisance for children to play in; that because of the close proximi ty of the a"handoned buildings to the buildings in the surrounding neighborhood, they constitute a fire hazard. That said buildings constitute a trap for the unwary and are in a bad state of '.' unrepair. The Common Council therefore orders and directs that said buildings be removed and the nuisance abated, and the City Recorder is hereby ordered and directed to give five days notice of the findings of the Council to William Sweet and Timothy Sweeb, the owners of said buildings, requiring them to remove said buildings and abate the nuisance, or to render it safe within twenty five days from the expiration of the five days notice, and if they fail so to do, that the Common Council I shall thereupon order said buil~ings removed. . ~ :. ~ 289 ~-~----~-----------~--_...- --- ~- ---_._---~-~ ~.- - -- - - - - - - ~ .~ -------------- - ,-,------ ------.----- I Suggestion was made that the condition of the road and walk along the Mill Race East of the Anchorage is dangerous to the traveling public, and that some wall or barricade should be erected at this point.
