I ~:j- .~~~ .I'-,\,~ Minutes of the adjour.ned meeting of the Cownon Council held at the hour - of 7:30 o'clock p. M., June 25, 1934. Council was called to order by JilTayor Large, with all Councilmen p~sent except Mr. Reid. Mr. Hugh Rosson and C. S.D}.llon appeared before the Council and asked that the Council grant them concessions for the closing of streets and the suspension of license fees for the' Pageant, and on motion the matter was referred to the Street Committee with power to act. Later the appointment of this committee was. rescinded, and on motion and consent of the Council the Mayor appointed a permanent pageant committee consisting of Councilmen Lamb, Simon and Bond, Chairmen respect- ively of the Street, Police and Fire and Water Committees, to act as a permanent Council Committee on matters concerning the pageant. 1 Miss Kneeland and Mrs. Joseph H. Jackson complained of the condition of grass .' j and rubbish on a city lot at 22nd and Fairmount Boulevard, The Street Commissioner I was directed to clear up or burn off the grass on this lot. At this time Councilman Reid appears in Council. Mr. I. T. Loomis who desires to build a wooden annex to the present wooden building on the used car lot at the Northea,st corner of Eighth and Pearl Street, contrary to the Building Code, was referred to the Board of Appeals. Mr. Shrode, comfort station caretake~, complained of the lighting in the Park, and also related conditions there which he asserted demanded better police patrol. I An audience appeared before the Council on the subject of establishment of I Ii the Transient Relief Headquarters in the CCC Camp West of Skinner's Bu tte Park. I Mrs. Edmunson, representing the Business and Professional Women, Mrs. Horton from i the Women's Federal Clubs, Mrs. Maxham, Mrs. Pursley, Mr~ Sprague, Playground II Ins~ructor! ?ommunication~ ~rom t~e Parent Teacher's Associati?n, and. t~e American I, Leglon Aux1.11.ary; and petlt~ons slgned by a large number of prlvate c1.t1.zens, i, opposed the plan. Dr. Winchell called a tten tion to the possi ble closing of the I swimming pool on account of the spread of infantile paralysis, and suggested that I congregation of large groups of children should be avoided and that it would be a I matter of health protection to segregate them into small groups. at different I available playgrounds in the city. A communication was read from C. W. Reynolds, I Director cf Transient Acti.ities in the State of Oregon for the Federal Emergency Relief Administration, indicating that tfle present shelter would be closed some- where between the 28th of June and the 1st of July, and the transient service discontinued unless the City of Eugene provides a suitable location. Councilman Lamb moved that if the Government was willing the City authorize the removal of the transient relief burea~ to the CCC buildings at Kiwanis Park. Motion was seconded and the ayes and nays called. Councilmen voting aye: Lamb, Simon, and Edwards. ~. I Nay: Hendershott, Reid, ZUONvalt, Bond, and Harris. The motion was declared lost. -;=? II Further discussion of the matter ensued and some new lights were thrown upon the II question, after which Councilman Bond moved a reconsideration of the original II moti on. The motion was seconded and the ayes and nays were called, Councilmen voting, aye: Lamb, Simon, Bond, Edwards and Harris. Nay: Hendershott, Reid and Zumwalt. The motion was declared carried. I The Judiciary Committee, by Chairman, Edwards, reported adversely on the I request of the Pacific Savings and Loan Association for :r-ebate on property, 'being la part of Lot 1, Block 2, Cherry Grove Addition to Eugene, and on motion the I report was adopted. Chairman Hendershott of the Finance Committee reported the purchase from Ferris & Hardgrove, out of the General Bond Sinking Funds, of $6,000.00 Clackamas County 4~% Road Bonds. $3,000.00 due March 1, 1940 and $3,000.00 due March 1, 1941, to yield 4.25 per cent, for a total consideration of $6,161.36 and accrued inte~st of $88.67. And also the purchase from Baker, Fordyce and Harpham Company of $5,000 Eugene Improvement 5'~ Bonds, due October 1, 1936 at 99t per cent, purchased out of city fUnds for the payment of city intersection liens. "~ The Finance Committee also reported that the offer of Herman Knutsen to buy property at the Northeast corner of 17th and Pearl Streets had been withdrawn, as I it appeared that the front of this lot was largely in the amazon ditch. Reports of the I~blic Library, Councy Health Officer, illld Police Matron were N 0 . ' read and filed. ..;./I, 'A card from Mrs. Blanche Jackson expressing the appreciation of herself and daughter to the City for sympathy in the loss of her husband, Officer J. J. Jackson was read. The Business and Professional Women's Club asked that the Council approve appliQation to the S.E.R.A. for labor to be furnished in the construction, of a fire place and terracing on the North side of Skinner's Butte; and also application to the S.E.R.A. for a permanent caretaker during the summer months to look after the property of the Women's Club, for the comfort and convenience of the people, and on motion duly seconded and carried these requests were granted. e' A committee consisting of Councilmen Hendershott and Bond, and Recorder Bryson was appointed to investigate the possibility or desirability of purchasing the Misfeldt property in Skinner's Butte Park. Chairman Bond of the Fire and Water Committee recommended that the City purchase for the Fire Department eight 6" and four 4lf valves, and on moti on seconded and carried the Recorder was instructed to make said purchases. Councilman Bond also reported that with the approval of the Police Committee they had purchased a Plymouth 2-door sedan at a price of $702.00, from the Brown Ivlotor Company; that they had received credit by turning in the wrecked Chevrolet for $275.00, and the balance of the purchase price was $427.00, and moved that the Rec~rder issue a warrant in favor of the Brown Motor Company for the difference of $427.00j Motion was seconded and the ayes and nays were called. Councilmen voting aye 8, nay none, absent none. Chail'man Zumwalt of the Health Committee, l'ecommended to the Council that they take steps to condemn the building at 526 Willamette Street. On motion I seconded and carried the Council directed that ste:ps be taken t.o condemn this building. Councilman Zumwalt was also directed to take up with Mrs. McMurphey the ma t ter of condemning the old woode.n b,uilding on the Sou th side of 8th Ave. We st between Charnelton and Lincoln Streets. Dr. Simon of the Police Committee recommended to the Council the approval of applications for beer license of teon C. Bowman, 128 East 11th Ave., and H. B. Yount, ,845 Willoolette Street, stating that these were continuations of business which had been formerly licensed and which had changed hands. Mo ti on was made, sedpnded and carried that the Council recornmend the granting of these licenses. A petition signed by Laura J. Reynolds and others asking the Council to ( provide a suitable smoke control ordinance, was read and no action taken. . c On motion duly seconded and carried the ~yor and Recorder were authorized to ~xecute on behalf. of the city the contract and agreement with the Eugene Fruit ,e' Gl'o~el"s Association for the purpose of connecting the cannery with the city sewer. The Council directed Ci ty Engineer Clubb to l'enew the ap'plication of the City to the State Highway Commission for the resul'facing of West Sixth Avenue, whtbh was fonnerly approved along with the widening and resul'facing project of East -Broadwa.y and Franklin S tree t , but which was abandoned for lact of funds at that time. Councilman Bond called attention to the run-down condition of the little cottage at the airport, and the Recorder was ~nstructed to write Ml'. DeVaney to giv~ attention to this matter and clean up the premises. on Th!9- fOllowing Resolution wa,sl'EJs.d, and/motion duly seconded and carried was adopted: .. " , RESOLUTION I '. , - ~ - . Resolved that the City of Eugene, Oregon, accept and enter into a lease of room three in the City Hall building situated on the West side of Willamette Street between Eleventh and Twelfth Streets, with the United States of America, upon the form and terms stated therein, dated June 14, 1934, and that the Mayor and Recorder are "authorized to execute the same on behalf qf said City of Eugene. -- 0 On motion the Council adjourned. . = 0 .
