Council met in regular monthly session at 7:30 o'clock P. M. and was .r,
called to order by Mayor Large, with all Councilmen present except Councilmen
Simon, Reid and Zumwalt.
t~. Tracy Stocker and Mr. Seymour again presented the request of
Seymour's Cafe to extend a neon sign beyond the curb line on Willamette Street.
Councilmen Bond and Lamb voiced their opinion that it would be a dangerous
precedent, and Mr. Bond moved the req,uest be referred to the Board of Appeals.
Motion was seconded and carried.
Western Box Company excepted to the ruling of the Building Inspector
that in construction of their building at West 1st Street and City Limits
.- concrete pilasters are req,uired at 12 foot intervals, and this was referred to
the Board of Appeals. The Box Company also re~uested fire hydrant protection
and this was referred to the Fire and Water Committee.
On request of Councilman Bond the Fire Department was authorized to
spend $10.00 for decorations for Pageant float.

The Park Board by Councilman Harris, asked the Council to authorize the
extension of water pipe to the outdoor fireplace now under construction, and
the provision of a light and switch at this point. It was so orde red.
On recommendation of the Police Committee by Mr. Bond, the employment of
extra police patrol durine the Pageant was on motion granted. At the suggestion
of Mr. Bond, the Council also voted to request local car owners to leave their
cars at home on the days of the Pageant parades, giving better parking facilities
for visitors.
On favorable report of the Police Committee, the Council voted its approva
I of the application of Earl Gibson for a Beer lic~nse.
The Finance Committee by Chairman Hendershott reported and ~oved to allow
bills of Southern Pacific Company $42.17for tunnel .i,nspection at Franklin street
sewer, and Rensselaer Valve Company for gate valves, ~213.37, motion was seconded
and ayes and nays called, voting aye 6, including 1~. Reid who appeared at this
time, nay none, absent Simon and Zumwalt.
The Recorder reported 1~. Knutsen unable to complete purchase of Lot 3,
Block 6, Driverton Addition.
Public Library report for July filed.
Notice of Pacific Coast Building Conference read and filed.
Complaint of the Cashman Realty Office that noisy operation of an ice
machine disturbs inmates of the Rosaria Hotel was read. The Building Inspector
was directed to take up with the Eugene Packing Company and see if the machinery
.- can be repaired to prevent the nuisance.
Reports of the City Attorney, Chairman of Health Committee, Chief of
Police, Fire Chief and Building Inspector were read indicating that the building
situated at 526 Willamette Street is unsanitary, a fire hazard, dilapidated and
dangerous. The following resolution was read and on motion adopted:

VJhe re as, there has bean ~resented to the Common Council of the City of
Eugene, reports from the Chief of Police, the City Attorney, the Chairman of the
Health Co@nittee, the Chief of the Fire Department, and the Building Inspector
of the City of Eugene, each and all denouncing the buildincs on that certain
I premises designated as 526 Willamette Street in Eugene, as dangerous buildings
as defined in Ordinance No. 8292, and recommending to the Common Council that
the same be dismantled, and
Whereas, complaints have been made regarding said buildings by a large
number of residents living around and near said buildings,

i-C) That a public hearing is hereby called to be held in the office of the

I City Recorder in the City Hall in the City of Eugene at 7:30 o'clock P. M. on
Monday, August 13th, 1934, at which time and place all persons interested will
be heard upon the ~uestion as to whether or not the buildings located at 526
I Willamette Street in Eugene, Oregon, are dangerous under the provisions of
Ordinance No. 8292, and as a part of said hearing the Common Council itself shall
inspect said building and such inspection shall be considered by it in determining
whether or not said buildings are dangerous. .
I Be it further Resolved that the City Recorder be and he is hereby directed
I to forthwith mail to N. R. Gaylord and Laura M. Gaylord, at 494 lOth Avenue West,

I owne~s of said p~ope~ty, notice of the time and piace and purpose of said hearing,
and to mail to F. L. Chambers, mortgagee, notice of the time, place and purpose
I of said hea~ing, and that at said time and piace this Council shall dete~mineby
II Resolution whether or not said buildings are dangerous. In addi tion thereto, the
1\, Ci ty Recordel~ shall gi ve ten days notice of such hearing in the Morning News, a
newspaper published in Eugene, Lane County, Oregon, and by posting notices thereof
in three public places in said City of Eugene. I

I Councilman Hendershott re~uested the Recorder write Salem Officials ,for
copies of any ordinances regulating communist movements.
Mayor Large reported that the State Highway is giving favorable consideratio
to the resurfacing of Broadway and Sixth Avenue. ,

Motion was made and carried authorizing Finance Committee and Recorder to
refurnish the new Council room.
The matter of ~idening the Millrace at the Anchorage was left in the hands
of the Mayor and Engineer.
The following Resoluticn offered and on motion adopted:

Vlhe re as , Catherine Zumwalt, who was the wife of City Councilman, Edgar W.

Zumwal t , died on the twelfth day of July, 1934, and
I :;'lhereas, Mrs. Zumwalt was for many years a resident of this comrr~nity,

and was loved and respected by those who knew her, as a woman of outstanding
citizenship and Christian character,
Now, Therefore, be it RESOLVED, that we mourn the loss of a good citizen, .
and that we extend to the bereaved husband and other surviving memeers of her
family the profound sumpathy of the Mayor and Councilmen and Officials of the I
City 'of Eugene in this hour of their great bereavement.
