II wi th all Councilmen present except Reid.
I The new owner of the Midget Cafe located on West 6th Avenue at Post Office
. Dri ve agpeared before the Council and asked for a beer li cense for her restaurant.
After some discussion about the matter it was, referred to the Police Committee to
i repor t back at t he next me e.ting .
Report of the Eugene Public Library for the month of August was read and
I filed. .
II Hr. Zumwalt, Chairman of the Health Committee, reported that the three houses
I'; at 140, 176, and 192 -i:{ashington Street were in a bad condition and should be :-
III condemned. Motion was made and seconded that these buildings be condemned.-
I, I:lotion carried and the matter was refe'rred to the Cit~t Attorney.
! At this time Mr. Reid appeared in Council.
I Mr. Zumwalt, also reported that the building at 1225 Agate Street was being
1 torn down and tha t the fee 0 f ~p5. 00 charged the part.y for tearing it dowtl had been
'I turne d over to the Ci t y Recorder.

I Mr. Zumwalt reported that he had had complaint about garbage being dumped
I at 24th and Olive Streets. This matter was le~t in L~. Zumwalt's hands to
II! determine if the property was inside the city limits, and to see what he could do
I to stop it.

Ii Councilman Simon, Chairman of the Police Committee, reported that the Police
II Committee had investigated the alleged noises and irregularities around some of
Ii the beer parlors, and that it was the opinion of the Committee that no addi.tional .
II ordinances would be needed. and tha.t the Police would take care of the si tua tion ,4 I
!I without an additional ol"dinance. .
Ii Councilman Reid re ported that Hi ss Capps had complained to him abou t tree
[! roots getting into the sewer and had asked that the Council do something with the
Ii situation, and suggested that glazed tile be installed. After some discussion
II this matter was referred to the Sewer Committee for investigaltion.
I An application for a transfer of a beer license on the O.K. Beer Parlor at
11 128 E. 11th Ave. was held up for further investigati on by the Police Commi ttee.
II Councilman Bond reported that the Commi ttee had purchased a car fOL- the Park
, Department at a price of $159.50, and that the same would be ready to deliver to
the Park Department at noon on the 28th. I\totion 1,vas made and seconded that the
bill for this purchase be allowed. The ayes and nays were called, Counclmen
voting aye 8, nay none, absent none. ;
Applications for rebonding delinQuent assessments were presented, and on
, motion duly seconded and carried were accepted. ~,

I A letter of complaint from H. S. Elliott regarding disposal of garbage outside
I of the city by Mr. W. Hohnstein and Mr. Johanson, '\t1fas read and the City Recorder
was instructed to notify the parties by letter regardil~ the disposal of garbage.
II An Ordinance authorizing and directing the issuance of General obligation
I' bonds of the City of Eugene, to be designated f1Eugene Funding Bondsfl, for the
I purpose of retiring lawfully iS~led outstanding warrants bearing dates prior to
. March 14, 1933, was read the first time and passed its second and third readings 1
II by ti tle under suspension of the rule, by the unanimous consent of the Council, and
I was.placed upon its final passage. The ayes and nays were called, Councilmen
1,1 votlng aye 8, nay none, absent none. The Ordinance was declared passed and
I numbered 8390.

RESOLUTION
1 BE IT RESOLVED by the Cornmon Council of the Ci ty of ;.~
- Eugene, Oregon, that there be submi t ted to the elee tors of the ':;~~
Ci ty for their a,pproval or rejection at any regular election .
or at a special election to be held in the city at a time to
be fixed by the Common Council, the annexed Charter Amendment,
entitled:
"An Act to amend the Charter of the City
of Eugene by adding a new chapter thereto,
adding to the present powers of the Council
4t the power to license, regulate and control
any lawfUl business, and the right to
exercise any and all police .l:'egulations."
And also a proposal authorizing the Common Council to issue
and sell general obligation bonds to be designated as lIEugene
Funding Bonds", for the purpose of retiring lawfully issued
outstanding warrants bearing date prior to March 14, 1933, in
the sum of $78,650.00.
The following are the form and numbers in which the question

The following Resolution was read and on motion duly seconded and carried the

RESOLUTION
1JffiEREAS , there has been presented to the Common
Council of the City of Eugene, reports from the Chief of
Police, the City Attorney and the Fire Chief, each and
all denouncing the building on that certain premises
designated as 16p6 Jefferson Street in Eugene, as a
dangerous building as defined in Ordinance No. 8292, and
recommending to the COl11mon Council that the same be
I dismantled, and
VmEREA~, complaints have been made regarding said
buildine by-a large number of residents living around and
near said building
Therefore
BE IT RESOLVED BY trEE cmmOH COUNCIL OF TEE
CI TY OF EUGENE:
That a public hearing is hereby called to be held
in the office of the City Recorder in the City hall in the
city of Eugene at 7:30 o'clock P. lie of Uonday, September'
-.' 10, 1934, at which time and place all persons interested
will be heard upon the question as to whether or not the
building located at 1636 Jefferson Street in ~ugene, is
a dangerous building under the pr ovi si ons of Ordinance
No. 8292, and as a part of said hearing, the Common Council
shall inspect said building and such inspection shall be
considered by it in determining whether or not such
building is dangerous.

Hayor Large spoke regarding four shacks still standing on Hr. LIcKy's property
I
I along the river front, which the transients had occupied last year, and which the
I' Council had requested torn down earlier in the year. The Council thought it :.
advisable to have these shacks torn down before they are occupied again this Fall
1 by transients, and instructed the Recorder to write to Mr. 1IcKy regarding them.
I
Mayor Large reported that the State Relief Committee had ruled that compen-
11 sation for the employees could not be paid out of the liquor license fees, and
that the City 'vvould have to pay for this compensation, but that the Committee had
I .ruled that that part of the City's rent amounting to ~22..50 pel' month for S.E.R.A.
offices could be paid out of the license funds, thus relieving the city of this
J charge.
I The Co@nittee appointed by l~yor Large to confer with 1~. Chambers and Mr.
I
I Gaylord regarding condemnation proceedings on the Gaylord Building reported that
II they would like further time, and the matter was left in their hands to report at
I the next meeting. .
i Councilman Bond reported that there were several electric signs that were not
j
I lighted every night. There was some discussion of the Council regarding these ,Ii'
I dark signs, and the Building Inspector was instructed to take some action to have
I
'I the sign Ordinance complied with.
