Council Chambers, Eugene, Oregon. Sep~ember 24, 1934.' ~ ....... / I ,'- ~t The City Council convened for its first meeting in the ~w Council Chambers r....t at the hour of 7:30 o'clock P. M., September 24, 1934. Counc~l was called to 1 order by Mayor Large wi th all Councilmen present except Reid, Simon and' Zumwalt. I Chairman Lamb of the Street Commdttee reported that they were paving the I alley South of the City Hall with asphalt as a permanent improvement. Chairman Bond of the Fire and Water Committee reported that the street light on the West side of Alder between Broadway and lOth Streets should be moved to the East side of the street to afford better lighting of the street. On motion it was so ordered. II Chairman Hendershott reported for the Finance Committee the purohase of II $3,000.00 General Obligation Bridge 4i% Bonds, due October 1, 1936, at 101.95 to . I yield 3.50%. Motion was mde, seconded and carried to confirm, the purohase. I Statement of bills for the Eugene Public Library for September was placed I on file. I A petition to the Council from property owners to have a lot at the corner II of 18th and ,Universi ty Streets cleared of weeds was laid on the table. tt I: A peti tiO't was presented from the Mado-Land Creamery asking the City to ; consider a $25.00~di_~tributor's license fee, with a $10.00 vehicle fee for each ,i truok. The Eugene Milk Distributo:r;s Assooiation petitioned the Couneil to reduce I: the distributors license fee from i30.00 to $20.00 per truck per year. These i petitions were referred to the Health Commdttee. ! i Due notice having been given of the proposed oonsideration of the petition I I: for vacation of the alleys in the block bounded by 10th and 11th and Charnelton ;i and Lincoln Streets, the matter came up for consideration at this time. No one II appeared before the Council, and a protest from the .E.\1gene Water Board to the I closing of these alleys was read. No further action was taken. II II The communicatiOn of L. R. Stockman, Consulting Engineer, inviting Eugene Officials to vi si t the Bake r City Sewage P.1,.ant while under construction was read. 'I Ii The Bond of Wl C. Hohnstein as principal of the Fidelity and Casualty II Company of New York, in the sum of $500.00, as garbage hauler for the year commenc- j ing October 1, 1934, was presented and on motion seconded and oarried was approved. I Reports of the City Attorney, ,Chairman of the Health Commdttee, Chief of I Police, and Fire Chief were read, indica ting tha t the building si tua ted at 176 I Washington Street is a dangerous building and should be condemned, after which :1 I the foll,owing resolution was read and on motion adpj,),ted. RESOLUTION WHEREAS, there has been presented to the Common Council of the Ci ty of Eugene, +-eports from the Chi af o:t; Police', the, City At torney, ~. the Chairman of the Health Committee, and the Fire Chief, eaoh and all of them denouncing the building on that oertain premises designated as 1'16 Washington Street, in Cheshires First Add! tion to .Eugene, as a dangerous building ,as defined in Ordinance lio. 8292, and recommended ! ! to the Common Council that the same be dismantled, and It WHEREAS, Complaints have been made regarding the said building 11 ( by a large number of residents living around and in the said neighbor- I I hood, I i i Therefore, ~. ~ BE IT RESOLVED BY THE COMMON COUNCIL OF THE CI,~ OF EUGENE: . .. That a public hearing is hereby oalled to be held in the office of the City Recorder in the City Hall in the City of Eugene at 7:30 l o'clock P. ])I., on Monday, October 8, 1934, at whioh time and plaoe J ..... George at 460 Sixth , , Avenue West, Eugene, Oregon, owner of the said property, ~otice .: of the time and place and purpose of the said hearing. , , AND, that at the said time and place, this Council shall deterPline by Resolution whether or not said building is, dangerous. IN AD.DITION THERETO, The City Recorder shall gi ve ten days notice of such, hearing in the Morning N~ws, a newspaper published in Eugene, Lane County, Oregon, ~ndby fosting notices thereof in I three public places in the said City of Eugene. /" + -O- j ;. .. \ An Ordinance ordering and calling a special election of the electors of the ( City of Eugene, Oregon, and ordering certain Charter amendments and proposals to I be submitted to the electors thereat for1 their approval or rejection, and pro- viding for polling places, and for the ap:,pointment of judges and clerks of' said election, and all ac~s necessary for the carrying on of said, election was read \ th~ first time and passed its second and third readings by ti tle under suspension of the rule, by the unanimous consent of the Council, and, was placed upon its \final passage. The ayes and nays were called. Councilmen voting aye 5. nay none. absent Reid, Simon and Zumwalt. The Ordinance was declared passed and numbered e~l. , ',_ e At this time Councilman Simon appeared ~n Council. An Ordinance changing the n~ of Midway Street in the City of' Eugene, to McMorran Drive was read'the first time, and passed 1ts second and third readings by' ti tle under suspension of the rule, by-the unanimous. consent of the Council, and was placed upon its final passage. The ayes and nays were called, Councilmen voting aye 6, nay none, a bsen t Reid and Zumwalt. The Ordinance was declared pa~sed and numbered 8392. . e- Councilman Reid, who had been detained,.. appeared in Council 'before its ad~ournment, and his attendance is noted. A report of expenses for the :periOd ending August 31st was presented, showing an:unexp~nded surplus for the prorated budget in the amount of $12,116.76. ,{ On motion the Council adjourned. < ~ . R.
