Minutes of the adjourned meeting of the Common Council held at the hour of ' ~-
7:30 o'clock P.M., October 22,1934. Council was called to order by Mayor Large, . .

with all Councilmen present except Mr. Reid.
Mr. McFadden from the McDonald Theater requested from the Council permission
to conduct a bicycle race from Springfield to Eugene on Saturday, Novem'ber 10th,
in connection with the Joe Brown show at the McDonald Theater. The matter was
referred to the Police Committee with Power to act.
The Judiciary Committee reported on the protest of the property OValers
against the granting of a permit to the Walters-Bushong Lumber Company, that no
use of the streets or sidewalks by the Walters-Bushong L'WIlber Company that inter-
fered wi th the proper use of the streets by the public should be penni tted,but
6: that they are entitled to permits that comply with the requirements of the
building code.
The monthly report for General Fund operation was presented, which showed a
surplus of $13,195.75 for the nine months operation.
The Judiciary and Finance 60mmittees recommended that the City pay to the
City of Klamath Falls, the $120.00 claimed by it, on account of coupons paid by
Klamath Falls, but belonging to the City of Eugene. Motion was made and seconded
to accept the recommendation, and the ayes and nays were called, Councilmen voting
aye 7, nay none, absent Reid.
The action of the Park Committee in purchasing from the Boyd Sign Company,
three metal signs at a total cost of $5.00 was approved 'by the Council.
The Police Committee reported that they would not care to make any recommend-
ation approving the carrying of whi te canes by blind people for protection at
I street crossings.
A communication from the Ci ty Board 'of Health, advised the Council that the
Board is willing tha t the residents of the transient area below the Ferry Street
bridge should be allowed to reman there for the winter months, wi th the under-
standing that the buildings should be torn down before spring.
The Board also transmitted a record of matters acted on by the Health
Committee since last March.
The statement of bill s for the .E.'ugene Public Li brary for the month of Oc tober
is filed.
An offer of F. S. Beagle to pay the City $500.00 for Lot 1 of Foster's
Addition on an installment plan of payment was referred to the Judiciary and
Finance Committees.
Bids were received for installing two toilets and partl tions in the Rest
Cottage. The bid of Jesse J. Godlove for $lOa.OO and Williamson and Company for
. $115.00 were the only bids, and on motion duly seconded and carried the bid of
Mr. Godlove was accepted.
At this time Councilman Reid appeared in Council.
The application of Edgar A. Dugan was presented to the Council with inform-
ation that residents in the neighborhood objected to the installing of a
commercial wood:sawing plant at 1201 Willamette Street, and on motion his appli-
cation was rejected.
I Motion was made and seconded to allow F. L. Chambers the sum of $18.75, being
one-half of three-fourths month rental from July 1st to 21st, 1934 for the Yates
Hotel. It being the understanding of the Council that the County will pay the
other half. The ayes and nays were called, Counci~men voting aye 8, nay none,
ab sen t none.
I A communication from N. R. Gaylord was read, forbidding the Councilor anyone
else to trespass on his property at 526 Willamette Street, in .E.Ugene. The bid of
Rober~ Johnsto~,~d Edward Larson. was o~ened for the demoli tion of the Gaylord
build~ng. The~r b~d was for the sum of 125.00 and was accompanied by First
National Bank Cashier's Check for $6.25, payable to the order of the City Treas.
The bid being the only one received, was referred to the Building Inspector and
Street Commissioner for a careful check as to the fairness of the bid.

relief employment project, which would provide for the clearing of the obstruction

Ii Mr. Cro sby Owens of the Pra tt-Owens Insurance Company presented a plan for the
II registration of bicycles as a protection against theft, and offered to take care
! of all of the details of bicycle registration except the finger printing, upon
!I condi tion that their firm name appear on the bicycle tags attached to the register-
II ed bicycle. This matter was referred to the Police Commi ttee for consideration.

Ii A co~n1cation from' the Water Board advised the Council that the Board had
II cancelled ~94,OOO.00 of Interim Power and Light Bonds now held i,n its Sink,ing
.1 funds. These being the 5 per cent .Power and Light Bonds dated September 1, 1930,
Ii' callable after September 1, 1933- and due September l, 1937.

II Motion was made, seconded and carried that the Council adjourn ,to meet on
