Council- Chambers, Eugene,' Oregon W -( ."\ < -- "- November 26, 1934. ,......"1 . - - :~~) ~..,....; I .Minutes.of the adjourned. meeting of the Common Council held at the hour of' 7:30 o'clock-P.M., Nbvember' 20; 1934.- Council was called to order by Mayor Large, wi th all Councilmen p Ie sent excep t Dr. Simon~ A peti tion from merchants of .l:!,ugene requesting the Counciltoprohi bi t the parking of religious cars for advertising purposes on the business streets during the holiday season particularly was present!;3d by Mr. Inman, and referredt 0 the -Police and JUd~ciary CommitteeE and City Attorney. < Professor DeCou addressed the Council on the progress and pro~pects of Park improvements, and read a letter from the County Court and Water Board before the . Council, and a Resolution was presented suggesting that appropriation be made by the Council of not to exceed twenty-four inches per year of water for summer irregation of the Park areas i~nediately South of 8th Street between Willamette and Pearl Streets. On suggestion of Councilman Bond the words "twenty-four incheslt were changed to read "$50.00", after which Councilman Reid moved that the matter be referred to theopark and Fire and Water Committees to take up with the Water Board and report back at the next Cou~cil meeting. The motion was aeconded and carried. .'Councilman Harris, of the Park Board, recommended that the Park and Fire and Water Committees confer with the Water Board with reference to providing water for use on the South slope of Skinner's Butte, and on motion seconded and carried it was so ordered. The Committees to report back at t.he next Council meeting. The Finance Committee submitted the following recommendation: "Your Finance Commi ttee respec tfully rec ommends that the Counci 1 inst rue t the City Treasurer to retire the General Bonds now held by the General Bond I Sinking Fund, and aggregating-the sum of $132,600.00, as ShOWiJ.::'lby the statement attached to this recommendation. This will effect a very considera'ble reduction in the interest obligation of the City, and will also reduce General Bond debt to $961,740.00, which is the mos t favorable sta tement of General BOnd debt since 1925. We further recommend that the Treasurer be instructed to purchase from the General Bond Sinking Fund, with the funds available in his hands for the payment of the City's bonded debt for Intersections, the Series A-B and Series A-C Improvement Bonds now in said General Bond Sinking Fund, and that said Bonds be retired and the lien obligations of the City, to the equivalent amount, be satis- fied on the Lien Docket. J. Williams for the purchase of a tract of I' land at the co mer of 3rd and Lincoln, immediately South of the present ci ty shop, I of approximately 66 x 138 fee t; and a small strip 6 feet wide leading back North . I from the Southern Pacific Right-of-way, and a s~all tract 150 feet North of said ' I right-of-way, at a price of $1250.00, of which $5.00 was paid for the option I' agreement. It being the understanding that the vendors ~ill furnish title insur- ance for which they will pay half of the COJBt and the city half. Chairman Lamb I moved that the City purchase said tract, and that the Recorder be authorized to Ii draw a warrant on the General fund in payment fo r the same, to be delivered upon I receipt of the Deed and insurance title to the property.
