"b I' .. !I At the request of' Mr. Lamb the Ci t~T Engineer explained the possible opening of 23rd Avenue from Hilyard to Alder Street. It was explained by the City Engineer tha t thi s property had been oymed by the Eugere Bi ble College, but that the Ci ty now owns a strip 33 .feet wide, and the SchooldDistrict No.4 owns a strip 33 feet wide, and it would only necessitate securing deeds to a small amount of land to enable them to re-open the street. The matter was referred to Mr. Clubb to procure deeds to this property, if possible, for road purposes. I~ At this time Councilman .Reid appeared in Council. The Health Committee" by Chainnan Zumwalt, moved to condemn a building at 161 E. Street, an extension of 2nd Street, and a building at 1569 Willame,tte Street. The motion was seconded and carried and the same was referred to the City Attorney. Councilman Harris .presented a Ie tter from the State Relief' Commi ttee of' ' Oregon asking for the use of the Park Cottage on Monday and Tuesday ev.enings for about the next three or four months, in order that they might take advantage of the State Department of Education's system of Adult Education. It was moved and seconded'that this request be granted providing that the group agrees to keep the ,condi tion of ,the bui,lding and its furni tur.e the same as found. . . , , " The Police C,ommittee by Chairman Simon presented the foll,owing list of 43 appllca tions for ,beer licenses, and moved tha t, the: same be approved. Edward LeRoy Garne~ State Hotel Company e , In ~bsequent discussion, and upon the report of Chief of Police Bergman, after a te~ephone conversation with Mr. A. R. Tiffany, it was moved and seconded that Mr. Jiffany's application be approved, and it was carried. The remaining th~e were" held :for :further considera ti on, and the P,Olice Coromi ttee were granted the poweF to appr9ve or reject them. . . _ Chairman Simon reconmended that the following beer applications be rejected-: Floy~ E. Brown, Max O. Green, and Rich & Millard, and his recommendation was adop~ed by the Cpuncil. :Dr. Simon also' stated that they had receiyed several applications from esta<blishments located in the University zone .that had been created by Ordinanc.e No. ?388, and the Committee :felt that they had absolutely no authority to recom- mend_ or reject these applications: C. C. Campbell, M. J. Robinson, and Newton S. Smith. e At this time the following addressed the Council concerning the above subj~ct: John T. Evans, Mrs. Elder, Miss Brown, Bert Mustoe, Mrs. Pauline Walton, 1liss.Mabel Knowltpn, Mr. Jack, Boyd,_Mr. J. Rowland, Captain Thompson, C. Madison Landaker, and Mr. M. J. Robinson. The Recorder was called upon by the Mayor to read Ordinance No. 8288 concerning the zone. It was then moved by Councilman Carlson that the Ordinance stand as read. Motion was seconded and the ayes and nays were called. Councilmen voting aye, Simon, Zumwalt, Bond, Harris, and Carlson. Nay, Lamb, Hendershott, and Reid. The motion carried. I ~ .~ . -I / . I I . 1 ',.,,.,-- -. ~ 333 - Reports for the month of Deoember of the Eugene Public Library, City Engineer, [I Police Department, and Fire Department, and the November and December reports of II the POlice Matron, and 1934 annual Construction report of the City Engineer's .;,Y I Office, and the annual report of the Milk Inspec to'r, were read and placed on file.: .~~ I' II ,I I I; Chairman Hendershott presented a bill in the amount of $109.34 for repai rs on the Library building, to be paid out of an extra $500.00 included in the 1934 levy for 1935 expenses, and moved that this bill be allowed. Motion was seconded and the ayes and nays called, Councilmen voting aye 8, nay none, absent none. Six petitions were read concerning creating 11th Avenue West a through Street. It was moved, seconded and carried that they be referred t,o the Police and street Committees. A petition by the Eugene Realty Board, asking for a widening of 11th Avenue East to not less than 80 feet, was presented. Two petitions were presented by property owners asking the Council to show no encouragement in the ma tte r of widening East 11th. The matter was laid on the table. A petition from a group of merchants asking the City Council to install Ii lights on West Park Street was referred to the Fire and Water Committee. II II I. i! Ii II I' " , I A petition was read from a group of business men and customers asking that Park Street from Oak Street to the first alley East be inade a one hour parking zone. This was referred to the Police and Street Committees. A letter was read from John J. Scrivner asking that the accumulated interest be waived upon payment of the principal amount of liens on property at 1873 East 15th, due to failure to be notified that there was such a debt against the property. This matter was referred to the JUdiciary Committee. A letter was- read from Mr. Stanley asking that if he pay the total assessment against Lot 6, Block 21, College Hill Addition, if the accumulated interest due thereon could be waived. This matter was also referred' to the Judiciary Committee. An Ordinance' levying assessments for the dismantling of certain dangerous bUildings on Lot 4 and the South 10 feet of Lot 1, Block 3, of Skinner's Donaticn to Lane County, an addition to Eugene, Oregon, was read the third time and placed It I upon its final passage. The ayes and nays were ca lled, Councilmen vo ting aye 8, nay, none, absent none. The- Ordinance was declared passed and numbered 8401. II I ! , II ii II 'I ;1 Eight contracts to supply gasoline to the Ci ty were read, and it was moved' and seconded and carried that the Union Oil Company and the General Patroleum Oil Company contracts be accepted at a bid of 14~ top, which were the lowest bids presented. Bonds of Fred Wentworth, Ci ty Treasurer, and $50,000.00 with Kirchoff Agency, and Bond i,l. wi th George McLean Agency, were presen ted and accepted. Bryan, City Recorder, on motion seconded and carried were The Police Committee asked for a check upon the issuance of a taxi license to Vick's Taxi. The application of Mrs. Lela M. Davis for a Rooming House pennit at 70 East Broadway, approved by Chief Bergman, was on motion,granted. A letter from the Sanborn Map Company was read answering an inquiry from the City Engineer for a price on the map, which was given as $110.00. This is provided for in the budget, and on motion, seconded and carried the Recorder is authorized to give Mr. Clubb a requisition for same. The question as to the granting of a 1935 taxicab license to Delmer Dietzman was referred to the Police Committee. A letter was read from the City Attorney concerning a zone ordinance whioh had been proposed by the City Planning Commission, and after a discussion of the work being done in a survey by the City Engineer's Office, the matter was referred back'to the Planning Commission. The request of Jack A. Cleaves for the refund of $1.00 Taxi priver's license fee, was rejected by the Council. A letter was read from the City Attorney asking the Council to ratify the transfer on the Treasurer's Books of a sufficient amount from the Improvement Bond Sinking Fund to the Improvement Bond Interest Fund, to pay the interest on the warrants which are about tobe paid with the $78,650.00 bond issue. A bill from City Engineer Clubb for $10.00 for membership dUes to the !fational Conference on City Planning, from January 1, 1935 to December 31, 1935, was presented, and motion was madedthat same be allOwed Th . An Ordinance regulating the sale,. installation, and maintenance of plumbing in the City of Eugene, providing a penalty, declaring an emergency and repealing all ordinances in conflict herewith, was read the first time and refer~d to the Sewer Committee. _ This Ordinance was dravm up by the City Attorney at the request of Mr. Williamson, and th~ following addressed the Council on the subject: J. W. ~~ckenbush, C. P. Til~an, and Mr. Faulkner. Mr. Harnden addressed the Council on the subject of a change in program of levying fee on the milk distributors in the City of Eugene, and he read a petition which had been presented a short time ago asking for a flat fee of $25.00 charge to each distributor, with a $5.00 fee per truck. It was moved and seco~ded that Mr Harnden's recommendation be adopted, and the ayes and nays were called,Council- men voting aye, Reid, and Harris, Nay, -[:,amb, Simon, Zumwalt, and Bond. Council- men Hendershott and Carlson did not vote. The motion was deolared lost. It was then ordered that the Recorder gather information from other oities of the state and refer same to the Health^ Committee for report at the next meeting. Mr. Mitchell brought up the question of auotioneer's license, and the same was referr~d to the City Attorney. The Recorder was instructed to advertise for sealed bids for the audit of the 1934 City accounts, to be received at the Reoorder's Office not later than 7:30 o.clock P. M. January 28, 1935.
