M., Mar~h 11,1935. Council was called to IDrder by Mayor Large, with all Councilmen present except Zumwalt, Reid, and Carlson. lUnutes of the regular meeting of February 11th, and the adjourned meeting of February 25th, 1935 were read and approved. Dr. DeCou, representing the Park Board and the Chamber of Comme'rce Park Comn~ttee, went to some length to set forth plans that have been made for taking care of the parking strip in the center of the streets of Agate and Villard. He then read a communication from the above Committees regarding same, asking for an annual expenditure on the part of the City for approximately $50.00 for water. Councilman Bond was asked the opinion of the Committee, and he reported that he was against this proposition due to the fact that there' was nothing in the budget for 'it and that he knew that it could not come out of the emergency fund. City Atto'rney Calkins, Councilman Lamb, and City Engineer Clubb pointed out the fact that at the time that Parking was provided for,' the petitions that were presented read tha t the resident s would take care of thos'e strips. At this time Councilmen Reid and Carlson' appeared in Council.' On the request of ebundilmen Bond and Lamb the Park matter was held over forconsiderat ion at the next Council meeting. . ' c.'-' :'.~ " U:; I Dr. . DeCou then brough,t up the subject of- taking care' of the proposed. Bu tte Park, and estimating that the water would amount to about $500.00 per year. Councilman Bond was very much opposed to this due to the fact that there is nothing in the budge t for it, and should not be taken out of the emergency fund. Council- / man ~amb expressed the view that there could ber some method worked out for taking care. of thi snow tha t a start has been made, and tha t some effort should be made on the part of the City to help. The Mayor informerl1 Councilman Bond tha this Committee must come in with a definite recommendation at the next regular meeting of the Council. At this time the Recorder read a letter from the President of the Business and Professional Women's Club inviting the members o,f the Ci'ty Council to their National Business Women's Week Banquet at the Eugene Hotel on March 19th, where the subject of "City Planningfl is to be discussed. Frank Reid, Attorney, representing Mr. MacDonald, pre~ented a petition and a form of Ordinance concerning the subject commonly' called "DARTon, and pointed out a fact that this game was operating in the cities of Portland and Salem, and tha~ a nice revenue was bei~ collected in those cities, and that Mr. MacDonald was willing to pay a fee of ~50.00 per month for the exclusive concession of the game in the Ci ty of Eugene. Gounc ilman Bond moved that this be granted, providing the City Atto~ney ruled that it was legal. This motion was seconded and carried. The Mayor instructed the Chief of Police to investigate the game and report to the Ci ty Attorney. I The proposed Zoning Ordinance was read the second time, Discussion was called for and Mr. Rees wanted to know if the Council has the authority to act and certainly feels that this subject at 'the present time should be let- along. Mr. Calkins informed the group that the State Legislature provided for such action on the part 0 f the Ci ty Councils. M:rs. M. Y. Warne r expressed an opinion opposing the Ordinance. Captain Woods pointed out the obvious error in the proposed map, in that it divided certain property on South Willamette Street, and he was assured that this was an error and would be corrected. M. Svarverud of the Realty Board supports this program, and asked that it be adopted. Mr. Rees asked that this be referred to the people for their vote, that it is the right of the taxpayer to decide who is to have control of his property. Mr. Furber asked that this be referred to the people. Five letters from Webster L. Kincaid were read opposing the ordinance. Professor Kelly stated that he would submit a proposed amendment before the next meeting. At this time the Ordinance was laid over for the third reading and final passage at the next meeting of the Council. The JUdiciary Committee, by Chairman Harris, asked for additional time on the Lien Docket assignment. The Finance Commi t tee presented the subj ec t c ol1cerning the purchasing of a new typewriter for the City Recorder's Office, and moved that the Recorder be ~u~horize~ to give ~ re~uiSition for the purchase of a ~rroughs maching, at the pr~ce of ~107.50, w~th ~lO.OO allowance on our old mach~ne. Motion was seconded and the ayes and nays called. Councilmen voting aye 7, nay none, absent Zumwalt. .' . ..... ~350 - -- .~- ~ . The Finance Committee, by Chairman Hendershott, reported the following bills to the Council with a recommendation that they be allowed. I The Fire and Water Committee, by Chairman Bond, moved that the two lights on-Park Street have larger bulbs put in the~, to adequately light Park Street. Motion was seconded and carried. The SUbject of City Hall heat was continued. Chairman Bond pointed out the probability of discontinuing the electric heaters in the Fire Department, and the purchasing of a ,wood stove for those quarters. If and when this change is made the purchase price of the stove is to come from the fuel account: The Health Committee,_by Councilman Harris, in the absence of 9hairman Zumwalt, asked for more time on additional licensing. The Police Committee, by Chairman Simon, recommended the approving of a liquor license to H. R. Taylor, 894 E. 13th Ave., and moved that this license ge approved. Motion was seconded and. carried. ' . Dr. Simon also presented the application of Lee Martin for liq~or license, and the same was ordered laid on the table. The application<of Richard C. Wynkoop for a liquor license at 47 West 8th Ave. was presented, and the Committee asked that this be held up for further inves tiga ti on. I Dr. Simon presented the application of R. W. Bell for a wine license for his grocery store at 34 E. lOth, and asked that the Committee be given further time with the power to act. (This application was later approved by the Committee) Rep~rts.for the ~bnt~ o~ Februa~y from the Poliqe -Department, Fire Depart- ment, Publ~c Llbrary, Clty ~nglneer, Milk Inspector, and the January and February reports of the Police Matron were ordered filed. . .....1 .' ~ 351 .' -- _.- I A communication to s. M. Calkins from Jesse G. Wells concerning his deeding some property to the Ci ty for the purpose of opening 23rd Avenue East from Alder to Hilyard was presented, and was referred to the Street Committee. .,,~ ~, "......... Councilman Hendershott announced that a re-distribution of insurance on city"....... property had been made, and the Reeorder presented a refund receipt of $10.50 from the Emery Insurance Agency on a Policy issued by them on city property. Councilman Hendershott then brought up the subject of rebonding delinquent assessments, and the Mayor put this in the hands of the Finance Committee to report on at the next regular meeting.
