Council was called to order by Mayor 1 Large, with all Councilmen present except Hendershott and Reid. Minutes of the regular meeting of August 12th and the adjourned meeting of , I August 29th, 1935 were read and approved. I I The Judiciary Committee asked for more time to study the local Barbers , , ; Union petition for an ordinance regulating their trade. This request w~s granted. I The Finance Committee, by Councilman Zumwalt, presented the following bills I I to the Council with a recommendation that they be allowed, and motion was made I and seconded that warrants be drawn for same. Wentworth, Treasurer 528.93 The Fire and Water Committee, by Chairman Bond recommended the pu:rchase of 250 feet of Peerless Fire Hose from the Eureka Fire Hose Division through R. A. Babb Hardware Company at $1.20 per foot; and 250 feet of ~arathon Hose from the B. F. Goodrich Rubber Company, through S. B. Finegan, at $1~20 per foot. Motion was made and seconded to accept Mr. Bond's recommendation and the ayes and nays were called. Councilmen voting aye 6, nay none, absent Hendershott and Reid. .' The Health Committee, by Chairman ZU(D.walt, suggested that as far as the city is concerned in its relationship to taking care of the park where the comfort station is located that this should be left entirely up to Lane County, and if they wanted to increase the caretaker's salary that would be up to them. Mr. Zumwalt reported that he had received a number of complaints of garbage dumping, and he was checking up on them as fast as they were made. The Recorder presented a letter from Mack Sherman asking for damages in the amount of $24.00 to his Ford V-8 that was hit by the fire truck going to the fire at the city barns on August 10, 1935. This was referred to the Judiciary Committee and City Attorney. At this time Councilman Hendershott appeared in Council. A letter was read concerning some dogs belonging to Mrs. Day at 640 East 17th Avenue, and the Recorder was instructed to notify the signers that if they would I sign a complaint the city would immediat~ly prosecute. A letter from Blair T. Alderman asking for special permission to erect a garage at 1833 Faarmount Boulevard, closer than, the required number of feet from the property or street line, due to a high bank, was read and upon motion seconded and carried Was granted. A letter from Harry H. Johnson on the milk situation was read and ordered held to be considered when the subject is again discussed. A letter from Mr. and Mrs. H. T. Wiltshire, offering the city $250.00 cash for Lot 4, Block 5, HO.llenbeck's Addition to Eugene, was referred to the 1 Finance Committee. Reports for the month of August from the City Engineer, Fire Department, Police Department, and Public Library were presented and ordered filed. Also a report from the Eugene Transient 'Bureau for the week of August 26th to 30th, was ordered filed. .' An Ordinance granting a franchise to the Walters-Bushong Lumber Company, to extend a blow pipe across High Street at the site of the company's plant"between Fourth Avenue East and Fifth Avenue East, in the City of Eugene, was read the first time and laid over, and the Recorder instructed to proceed with legal advertising, upon receipt~ of letter from Walters-Bushong Lbr. Co. to pay said costs. City Attorney Calkins was instructed to write the Oregon Electric Company a letter, asking that they do not use 5th Street for Parking their trains. At this time Councilman Reid appeared in Council. Request from the City Treasurer's Office for the use of Improvement Bond Sinking Funds to pay Series A.G. Bonds by the date of September 15, 1935, and until receipt from the sale of Refunding Improvement Bonds "G", was presented I and motion made and seconded to grant the request. The ayes and nays were called, Councilmen voting aye 8, nay none, absent none. The City Treasurer was authorized to call Series A. C. Bonds in the amount of $130,523.69 as of October 15, 1935. A letter was presented to the Council asking for the cancellation of the liens against Lot 1, Block "A" Mayhew's Addition to Eugene, a result of a trade consummated May 14, 1934. The Council ordered that this lien should be marked paid and the property taken in exchange should be valued to include this $232.60, plus ,interest. .~ I The Recorder p~esented a request for free office space for the local ~.P.A. It was moved, seconded. and carried that this space be ::11 granted in the Engineer's Office. I An Ordinance authorizing and directing the issuance and sale of Refunding "'"it -' ... Bonds to be designated "REFUNDING IMPROVEMENT BONDS HIl, for the purpose of ."~"J If' A redeeming, paying and retiring certain Donds issued pursuant to applications 11 to pay assessments in installments, which bonds are redeemable at the option of II the City of Eugene, and are designated Series,A. C., bearing interest at 5~ per II cent, in the principal sum of $153,023.69, and maturing October 15, 1936; and directing that said bonds be called for redemption, and declaring an emergency, Ii was read the first time and passed its second and third readings by title under II II suspension of the rule by the unanimous consent of the Council and was placed I' upon its final passage. The ayes and nays were called, Councilmen voting aye 8, II nay none, absent none. The Ordinance was declared passed and numbered 8443. Mr. Gordon Wells prayed the Council for an extension of two weeks on his I request for cancellation of interest on assessments on property owned by Harry i Gordon, and which subject had been referred to the Finance Committee, City II Engineer, and City Attorney. This time was granted. . Councilman Zumwalt presented the Soults property park project, and the City I Recorder set forth the conditions to date, and Mr. Soults addressed the Council, I pointing out that all he wanted was the amount he owed a mortgage company on the I property. 6f course, meaning that the City would have to assume all taees and I assessments. This was referred to the Finance Committee to report back au the I next Council meeting. 1 11 City Engineer Clubb presented a request from the Bohemian Club Cafe for I permission to erect an electric sign advertising Bohemian Club. On motion I seconded and carried this request was not grantea. , I City Engineer Clubb stated that they had spent considerable time preparing I I maps for the City of Eugene, and the value of the same would amount to at least I $2500.00 and that he desires sets of ro~lers in order to save wear and tear on I I the maps. He reported he could get the rollers for approximately $60.00. Motion I was made and seconded to refer this back to the City Engineer with power to act, I and the ayes and nays were called, Councilmen voting aye 8, nay none, absent none. I !I il Mayor Large reported that Mr. Chamberlain and Mr. Martin has asked the City II to sponsor a proposed flax plant here. The City Attorney pointed out that no II action was needed now, but when they were ready to file their papers for this I' ,i project, then would be the time for the Council to act. il 11 The Mayor appointed the following to constitute the Budget Committee: il " Ii Frank Miller II / :, C. Reynolds I I , Upon motion dul~ seconded and carried the appointments were confirmed by the . , , Council. , The Mayor presented the question of the feasibility of the City entering upon a foreclosure program. Councilman Hendershott pointed out that it might be well to wait until next Spring, but Councilman Lamb moved that a foreclosure program be entered upon immediately. The Motion was seconded and carried. Councilman Carlson voting nay. Councilman Bond asked that the sign ordinance be enforced, pointing out that the Sigwart Sign has not been property lighted. It was ordered that this be enforced. The Street Committee, by Chairman Lamb, brought up the subject of the purchase of the Daniels property for a city barn. Councilman Bond reported that the Bank refused to take less than $10,000.00 for it, but if the City wanted I just the building and would leave interest in the party wall on the East then they would sell the property fer $800.00. After considerable discussion this proposal was left with the Committee for another two weeks. Councilman Reid suggested that another drive be started on cars and trucks without mufflers, and the Chief of Police was ordered to check up on illegal noise by motor traffic.
