Minutes of the adjourned meeting of the Common Council held at the hour of .~ 7:30 o'clock P. M. September 26, 1935. Council was called to order by Councilman Lamb, President of the Counc1i:l, in the absence of Mayor Large, and all Councilmen were present except Zumwalt and Carlson. A delegation from the Washington Parent Teacher's Association addressed the Council on the subject of providing a safety lane crossing at 7th and Willamette Streets. This was referred to the Police Committee for action. Sealed bid for the sale of $130,500.00 Refunding Improvement Bonds "H", from Camp & Co., Inc. , Hemphill, Fenton & Campbell, Inc., Conrad, Bruce & Co., Atkinson, Jones & Co., E. M. Adams & Company, Ferris & Hardgrove, and Blyth & Co., Inc. was opened and read, and the Finance Committee retired to consider said .. bid. They returned with the recommendation that the bid be accepted. Motion was made and seconded to accept the Finance Committee's recommendation, and the ayes and nays were called, Councilmen voting aye 6, nay none, absent Zumwalt and Carlson. C. Jamison :.;'~""'l for a permit to erect a canopy at 1211 Alder Street extending from the building I ;~~:' to the curb 1 ine, be not granted; and that the request of the General Grocery Co. <..,~ to erect a garage 20' x 40 t at the rear of their property at 449 Charnel ton street, ~ pe granted, providing they would use the post and girder type of frame work. ~ Th Upon motion duly seconded and carried the recommendations were accepted by the Council. Reports for the months of July and August from the Police Matron, and report for the month of August from the Library were read and ordered filed. A petition for street lights at 24th and Alder and 25th and Kincaid Streets was read and referred to the Fire and Water Committee. An Ordinance granting to the Northwest Cities Gas Company, its successors and assigns, a Franchise for the construction and operation of a gas manufacturing plant and/or a gas distribution system in the City of Eugene for a term of thirty years was read the first time and the Recorder instructed to communicate and get ;.' authority from the Northwest Cities Gas Company to advertise their proposed I franchise. Sayles 88.51 Reports from the Chief of Police, Chairman of the Health Committee, and City Attorney on the condemnation of the building at 245 Madison Street, were read and the following Resolution was read and motion made, seconded and carried to adopt same. - RESOLUTION WHEREAS, there has been presented to the Common Council of the City of Eugene, reports from the City Attorney, the Chief of Police and the Chairman of the Health Committee, each and all of them denouncing the building on that certain premises designated as 245 Madison Street, in Mayhew's Addition to Eugene, Oregon, as a . I dangerous building as defined in Ordinance No. 8292, and recommending to the I Common Council that said building be dismantled, and I WHEREAS, complai.nts have been made regarding said building, 'by a large number or residents living around and in t he neighborhood, claiming th~t the premises are frequented by disreputable characters, and is a breeding place for disease, thus endangering the health of the neighborhood THEREFORE, - BE IT RESOLVED BY THE COMMON COUNCIL of the City of Eugene that a public I - I hearing is hereby called to be held in the Council Chambers in the City Hall in II the City of Eugene at 7:30 o'clock P.M. on Monday, October 14, 1935, at which time and place all persons interested will be heard upon the question as to whether or not the said building located at 245 Madison Street, Eugene, Oregon, is dangerous under the provisions of Ordinance No. 8292, and as a part of said hearing . McBee, deceased, notice of the time and place and purpose of said hearing, and that at the said time and place the Council shall determine by a Resolution whether or not said building is dangerous. I In addition thereto, the City Recorder shall give ten days notice of such hearing by publishing the same in the Eugene Morning News and by posting the same in three public places in the City of Eugene. . --0-- Councilman Bond presented a request from the Snappy Service restaurant asking that the City leave the street lights on until 2:00 m'clock A. M. in that block. This request was not granted. Councilman Bond reported on the proposition of the plant and shops for the Street Department. The United States National Bank leaves their price at $8,000.00. They will take $4,500.00 in cash, will accept $1,500.00 in property, and will give approximately one year to pay the balance of $2,.000.00. The Recorder pointed out to the Council that Councilman Carlson had talked to a member of the Water Board and the impression gained was that if the Water Board had plenty of space in their plant and maintenance shop that it was possible for the 9ity and Water Board to come to an agreement on the Uoint use of the same. Councilman Bond moved and the motion seconded that a committee be appointed to contact the Water Board on the subject. I Councilman Simon reported that he had received many complaints on the. conditions existing at the wrestling matches, and after discussion among the Councilmen it was decided that they would have to have more definite complaints, and they would have to investigate more closely themselves.
