Ivl. , October 30, 1935. Council was called to order by Mayor Large, with all Councilmen present except Zumwalt and Car.lson. The Judiciary Committee, by Chairman Harris, asked that the Airport, si tuat- ion be looked into more thoroughly before any action is taken, and that the Cownittee be empowered to set up conditions for a new lease and to advertise for bids for the same; and then bring in ~ecommendations as to who should have the lease. Motion was made, seconded and carried to,allow the Judiciary Committee this power. The Fire and Water Committee, by Chairman Bond, pointed out the fact that the Fire Department budget was between :~500 and ~~600 overdrawn, due to the fire .' hydrants, and now they needed a stove and three batteries. Councilman Simon sLJ.ggested that the'y use the stove from the Police Department, and on motion the Committee was authorized to purchase the necessary batteries. The Police Committee, by Chairman Simon, recommended the appointment of Mr. R.. O. Bussell as patrolman to take the placo of Ray Nevers, who has been substi- tuting during C. D. Quinn's leave of absence. Motion was made and seconded to accept Councilman Simon's recor@1endation and place R. O. Bussell on the payroll as of November 1, 1935, at the rate of ~~112. 50 per month; warrant to be drawn for the payment of salary at the same time as the regular payroll. The ayes and nays were called, Councilmen voting aye 6, nay none, absent Zumwalt and Carlson. I At this time Councilman Carlson appeared in Council. Councilman Simon moved that the Council memorialize the state Legislature to repeal the present law ?llowing the operation of Pin and Ball machines and Darto' games and other games of this nature. Motion was seconded and carried. I The Police Comrni ttee further asked that an Ordinance be drawn licensing the theatres on Bank Nite. This matter was referred to the Judiciary Committee and City Attorney. An Ordinance granting a franchise to the Walters-Bushong Lumber Company to extend a blow pipe across High Street at the site of the Company's plant, between Fourth Avenue East and Fifth Avenue East, in the City of Eugene, was read the third time and placed upon its final passage. The ayes and nays were called, Councilmen voting aye 7, nay none, absent Zumwalt. The Ordinance was declared passed and numbered 8447. An Ordinance granting to the Northwest Cities Gas Company, its successors and assigns, a franchise for the construction and operation of a gas manufacturing plant and/or a gas distribution system in the City of Eugene for a term of thirty years, was read the second time and laid over. The communication from the Eugene Water Board, concerning the light and- water discount, sharing the Treasurer's expenses, and $200.00 per month rent, was . presented to the Council and was ordered held. The Judiciary Committee asked that the matter of the assessment on the property at 122~ Olive Street, and Robert c. Hall's property at 1441 Ferry Street be held over. The electrical inspection bill in the amount of $104.41 for the month of September from the Eugene Viater Board was ordered held for further consideration. Resolutions on the Water Bonds now held by the City were presented. The first resolution calling for ~~61 ,489.44, or the original amount less the amount in the sinking fund, and the other one for $93,340.45, or the full amount. Stanley Stevenson addressed the Council concerJ:1ing this situation and stated that this should be presented to the people on the $93,340.45, and he also took the opportunity to endorse very strongly the Resolution that was to be presented, I asking the people to d~termine~ whethe~:'or~bot the Eugene Water Board should pay 5% of their gross income to the City. The Resolution was then read on the 5% . proposition and Ciliuncilman Simon moved that it be .referred to the people fot their decision. The motion was duly seconded, but was lost on vote. It was then moved that all these Resolutions be held for further consideration. An Ordinance levying the Annual Tax Levy for the City of Eugene, for the fiscal year of 1936 was read the first time and passed its second and third readings by title under suspension of the rule by the unanimous consent of the Council, and was placed upon its final passage. The ayes and nays were called, Councilmen voting aye 7, nay none, absent Zumwalt. The Ordinance was declared . passed and numbered 8446. Williams 257.00 Mr. Horn of the Drive-In-Market was .asked to explain the situation there, and he stated that he could not control motorists making a U-turn at that point, and after considerable discussion it was determined that this be held for further consideration. It was also suggested that a sign be placed there prohibiting V-turns.. I Councilman Simon moved that the Standard Service Station at the corner of 13th and High Streets be reQuired to set their temporary pumps back the regulation II number of feet. The motion was seconded and so ordered. I' w. D. Link addressed the Council concerning the transfer of a beer license I I from Mr. Ham to a party taking over the place. The Police Committee reported II adversely on this, but Mr. Link asked the Council to determine the situation as 1\ to whether or not it would be granted, and motion was made and seconded to allow II the transfer. The ayes and nays were called, Councilmen voting aye, Lamb, I Hendershott, Reid, and Carlson. Nay, Simon, Bond and Harris. Absent Zumwalt. I The motion carried. Councilman Lamb presented the papers for signing for the transfer of the Daniels property at 5th and Olive sts. to the City for maintenance shops. City II Attorney Calkins ruled that the papers were in proper order and ready for the City's signatures. It was moved and seconded that the Mayor and Recorder be I authorized to sign the contract. The ayes and nays were called, Councilmen voting aye 6, nay, Carlson, absent Zumwal t. Councilman Bond brought up the subject of the Fire Department making calls I outside the City limits, and moved that a flat charge of $25.00 be made for each call, and a further charge of $15.00 per hour; and that therefore, the amount of I $70..00 be billed to the Potter Mfg. Co. for their fire on October 27th. The I motion was seconded and unanimously carried. Councilman Lamb presented the problem of putting up the decorations for different events such as Armistice Day, etc. He felt that the organizations .. wanting the decorations put up should pay for having them put up, and motion was made, seconded and carried that any decorations were not to be put up until the Recorder haa confirmation that the ones wanting the decorations would pay.
