Council Chambers, Eugene, Oregon January 13, 1936. GENERAL BOND INTEREST FUND ~'~ --~ Minutes of the regular meeting of the Common Council held at the hour of ~~ 7:30 o'clock P. M., January 13, 1936. Council was called to order by Mayor Large, ~ with all Councilmen present except Reid and Carlson. Mr. Gordon Wells addressed the Council concerning a bill due Bray Bros. for hauling garbage from the rest cottage. He stated that the bill was for $81.,00 and covered the period from 1929 to 1935. He pointed out that Mr. Bray had billed the City, but they hae refused to pay the same, and unless steps were taken to pay the same, he would be forced to Brlng action. This was referred to the Judiciary Committee and City Attorney, and they were instructed to bring in a report at the next meeting. At this time Councilman Carlson appeared in Council. Mr. Bartow addressed the Council concerning the condition existing to all property adjacent to the amazon. He expressed the opinion that something should be done. That it should be deepened in order to make it possible for it to carry away all the surface water. The Mayor pointed out that it would do no good to deepen the amazon inside the city limits unless Lane County would do likewise on that part of the ditch outside of the city. Mr. Bartow thought this would Qe an ideal project for relief workers, and would like to see something done. He felt that the County and the City should work together on it. At this time the Mayor requested the Recorder to read the minutes of the adjourned meeting of December 23, 1935. No objections or corrections appearing, the Mayor ordere~ the minutes filed as read. Councilman Reid appeared in Council during the reading of the minutes. The Finance Committee, by Chairman HendersgQtt, presented the following bills to the Council with a recommendation that they be allowed. Councilman Bond moved' that this request be granted providing there are no assessments against the same. Motion was seconded and carried. ,", I- ~ " Councilman Zumwalt reported that the Street Committee would like permission to tear down or have torn down an old barn situated on the property that was recently purchased for the Street Department barns. Councilman Lamb moved that the Street Committee be given the power to remove this, and the motion was seconded and carried. Coun~ilman Simon, Chairman of the Police Committee presented the following applications for renewal of beer licenses, and recommended that they all be approved. Mann Councilman Simon reported that the Committee had held hearings on the four applications that had ncr.tbeen approved at the previous meeting, and wished to report as follows:, That the application of Johnson and Johnson, and the applicat- ion of Miller & Sylvester be not granted.. And that the application of Hinshaw, Findley & Oldham. be granted; and that the application of Charles M. Munson be granted with the provision that he satisfactorily change his location within " a period of 60 days. It was moved, seconded and carried that these recommendations be approved by the Council. A letter was read concerning the installation of Radio Transmitters from Le~ls Radio and Electric Service, and the same was referred to the Police Committee. A letter from L. J. Plowman concerning the" waiving of interest ahd assessments due on his property in Mathews Park Addition, was read and referred to the Engineer and City Attorney. A letter from the Zoning Board of Appeals was presented, in which they recommend that the request of B. J. Clark for permission to construct a service building 8' x e' on his property at 1695 East 13th Ave. be granted; and the request of Pete Johnson, by Wells & Wells, asking for a reclassification of certain l~ts at the corner of 6th Ave. West and Fillmore Streets, be referred to the Planning Commission. On motion duly seconded ahd carried these necommendations w&re approved by the Council. I ,~ Protests on the proposed increase on the price of milk from Lewis Baer was pr.esented. Reports'for the month of December, 1935, from the City Engineer, the Fire Department, and the Police Department, were read and ordered filed.' ' The annual reports for 1935 from the Fire Department and the Police Department we~e read and ordered filed. The following bids for ~he lease of the Airport were opened and read~ T. L. Burbee, Portland, Oregon and Harold E. Sander of Eugene, Oregon. These bids were referred to the Judiciary Committee. The following bids for gasoline for the City of Eugene for 1936, were opened at^this time: Standard Oil Compamy of Calif., 13.29, Union Oil Company, 13.35, General Petroleum Corp., 13.35, Shell Oil Company, 13.35, and Associated Oil Company, 13.35. Motion was made, seconded and carried to accept the lowest bid, and the Mayor and Recorder were instructed to enter into a contract with the Standard Oil Company of Calif. for the gasoline'needs of the City of Eugene for 1936. On motion made, seconded and carried this permission was granted, and the Recorder was instructed to write a letter to Mr. McKy asking that this be done immediately or as soon as possible, working with the City Engineer. An Ordinance licensing, taxing and regulating theatres, vaudevilles, moving picture shows, and other shows and entertainments' and exhibitions within the city of Eugene, was read the second time, and passed its third reading by title under suspension of the rule by the unanimous consent of the Council, and was placed upon its final passage. The ayes and nays were called, Councilmen voting aye 7, nay Carlson, absent none. The Ordinance was declared passed and numbered 8460. An Ordinance to regulate the keeping and maintenance of animals, fowls and insects in the City of Eugene; providing for a license, and repealing all Ordinances in conflict herewith, and declaring an emergency, was read the second time and Councilman Harris moved that it be changed to $1.00 up to and including four hives, and lOst for each additional hive, and this motion was lost. The same was then amended as follows~ $1.00 annual license fee up to and inc~uding 1 dozen fowls or birds and $1.00 for the first 10 hives of bees and lot for each additional hive. It was then read the third time" including the amendments, and placed upon its final passage. The ayes and nays were called, Councilmen voting aye 8, nay none, absent none. A Resolution was presented concerning the Eugene Gleemen,and on motion duly seconded and carried, was unanimously adopted. RESOLUTION WHEREAS, The Eugene Gleemen are now singing their tenth J~bilee Concert Sesson, and I WHEREES, under the continued able and talented leadership of John Stark Evans, the Gleemen will sing their tenth annual winter concert at McArthur Court in Eugene, February 4th, 1936, and WHEREAS, the Honorable Mayor, and this, the City Council of Eugene recognize the pure civic spirit and nature of the Gleemen, that the Gleemen constitute an artistic and effective means of telling the world of the cultural advantages of living in Eugene, and ' WHEREAS, the officers of the Gleemen; Dr. Charles E. Hunt, President; Wayne Akers, Vice-president; George H. Miller, Secretary; Percy Brown, Treasurer; Accompanist, Cora Moore Frey; the several charter members; other especially active members; and the personnel of the Gleemen, business and professional men of the city, have long and freely given of their time, energies and musical abilities, . THEREFORE, BE IT RESOLVED; that the Honorable Mayor and this the City Council of Eugene cause the attention of all citizens to be focussed upon the high value of the Gleemen as a community asset; that the continued support of the people be tendered to this worthy endeavor, the true value of which cannot be measured in mere dollars; that the Clerk of this Council enter this resolution upon the minute books and tender copies hereof ~o the Gleemen and the press for publication, in public acknowledgement of thanks and as slight tribute to the Gleemen and their director as Singing Ambassadors of Good Will. --0.... An Ordinance permitting and authorizing the erection and construction of memorial monuments and/or buildings, pioneer memorials or pioneer museums pursuant to an Act'of' the Specaal Session of ~he 1935 Legislature, being Senate Bill No. 60, was read the first time and held for further consideration. A commun~cation from the United States Department of Agriculture Weather Bureau concerning the maintenance of their quarters at the airport, was presented and referred to the Judiciary Committee and City Attorney. I A Resolution concerning the entering into a contract lease between the United Air Lines Transport Corporation and the City of Eugene, was presented and referred to the Judiciary Committee and City Attorney. It was pointed out at this time that the $10.00 per month that was offered for the quarters was very inadequate", and it was also pointed out by Mr. Sanders that the Weathe~ Bureau paid rent in other places and he could see no reason why they shouldr:not pay here. Councilman Carlson recommended that this be gone into quite thoroughly. . An Ordinance adopting for the City of Eugene, in addition to all other methods of foreclosure of delinquent municipal liens, the provisions of Chapter 20, Oregon Laws, Special Session 1935, constituting an amendment of Section 56-201 , ~- ~ ""'-432 it Oregon Code 1930; was read the first time and passed its second and third readings by title under suspension of the rule by the unanimous consent of the Council and was placed upon its final passage. The ayes and nays were called, Councilmen , voting aye 8, nay none, absent none. The Ordinance was declared passed and ::?Jl numbered 8462. -"':..1'./fI'\ \'ll; A communication from the County Court granting the City of Eugene the privilege "oft"llcensing dogs, was presented and after considerable discussion it was detepmined that this should be held for further consideration. I Councilman Hendershott moved that the City Recorder be instructed to write a letter td the Ohief of Police of the City of Sacramento, C~lifornia thanking him for the many courtesies extended to Councilman S. C. Bond on his visit to that City. Motion was seconded and carried. Councilman Zumwalt moved that the City Recorder be instnucted to advertise for bids fOF the management of the municipal dumping ground. Motion was seconded and carried. Councilman Bond reported that Mr. Fred Portep 'of'I320 West 6th had receipts from the City Treasurer marked "paid in full" on assessments, and now it developes that thene unpaid assessments on his property. He is perfectly willing to pay the principal, but thinks that In view of the fact tpat he was here and ready to pay his account in full, he should not have to pay'the"'interest. The City Attorney pointed out that the City Treasurer or the Common Council h~d no power to relieve any individual of the payment ther~of. The f'ollowing appointments of Committees, Boards, Commissions, and Examiners, were made by Mayor Large. A motion was made, seconded and carried that the Council confirm these appointments~ . I Mr. Morrison addressed the Council concerning a condition of the sidewalk in front of his place on Ferry Street, pointing out that the sidewalk was constructed before any of the streets were paved, and at a later time when they did pave the street his walk was lower than the street, and in wet weather it fills up with I water. He felt that he should not be held for the entire, amount for bringing the walk up to the level of the street, but he would pay 50 per cent of it if the city would take care of the other 50 per cent. - This was held for further consideration. Mr. Elmer Roberts asked if there was any question about the Pin and Ball machine licenses for the coming year. He pointed out that the Recorder had not accepted their fees. No comment being made, the Recorder announced that all fees tendered hereafter would be accepted. ,* Councilman Lamb reported that Mr. Daniels had offered to sell to the City the gas pump and tank for $75.00, but the Committee w~uld like to have additional time to loo'k into the situation. Councilman Carlson pointed out that it would be a good buy for $75.00, and the Street Committee were given permission to act as they saw fIt.
