I Minutes of the regular meeting of the Common Council held at the hour of 7~30 o'clock P.M., February 10, 1936. Council was called to order by Mayor Large, with all Councilmen present except Reid and Zumwalt. Minutes of the adjourned meeting of January 27th and the special meeting of January 28, 1936 were read and approved. Mayor Large opened the meeting with a statement concerning the alleged vice condition existing in the City, and wished to take this opportunity to express his confidence in the Chief and the Police force, but he wanted it understood that if any allegation of misconduct were presented and proven the Common Council would certainly take immediate steps to clear the same. At this time he called for any complaints from those present concerning this condition. After a brief time he again called for any complaints, and again no one appearing he then called for statements from the audience concerning any other subject they wished to present. . Gordon Wells addressed the Council -in,behalf of the management of the Miner Building. He requested that a zone be market off in front of the entrance of the Miner Building with a police sign, providing for no parking of cars there. Mr. Wells pointed out the necessity of keeping this entrance open for emergency cases as a means of entrance and exit to the building. Councilman Simon stated that he had told Mr. Kelly that if he would notify Mr. LeVan that the yellow line needed repainting, he was very certain that Mr. LeVan would see to it at the earliest possible time. Mr. Wells then addressed the Counci.l stating that the Terminal Taxi Company had appeared at the Recorder's Office as soon as possible after the first of the year, which was, he thought, either the 2nd or 4th of January, and had paid for their license to do business as a Taxi Company, and he further requested, that due to the fact that the Recorder's Offiee had not collected the fee from the other taxi company that said license should not be granted, stating that it was unfair competition. The Mayor instructed, the Recorder to notify the other Taxi company that unless their license was paid it would have to be cancelled. The Recorder stated that when the Terminal Taxi Company had paid their license he assured them that he would notify the other company'to appear and pay their license, but as,is customary they always give from 10 days to two weeks time. A list of delinquencies in all general licenses had been prepared and turned over ,to the Police Department for their notification, and the Police Department was taking care of this, and the parties concerned had several days time for the payment of their license. Mr. Wells stated that six weeks, it seemed to htm, was too long a time but that closed the subject. (The Records in the Records Office show that the Terminal Taxi Company paid their annual license on February 4, 1936, and therefore less than two weeks time had elapsed since payment). ' 1; :,6. I Mr. Wells then addressed the Council asking for a decision concerning the payment of his client's garbage hauling bili in-the amount of $82.00.~'CounCilman Harris, Chairman of the Judiciary Committee, recommended that the bill be not paid. It was moved and seconded that the recommendation of the Judiciary Committee be adopted, and it was so ordered. Mr~ Wells then stated that papers would be filed for a suit. :- Mr. Jack Hurley addressed the Council concerning the dumping of trash and garbage on property adjacent to his place of residence. He pointed out that this had been going on for a long, long time, and complaints had been registered, the -Police had checked, the Council had checked, and still nothing had been done, and he wanted to know what had to be done to get results. At this time Councilman Reid appeared in Council. Mr. Calkins addressed the Council pointing out that ~pon the complaint having been I] filed he had immediately contacted Mr. Hardy, Mr. Chamber's Attorney, and he had been assured that this condition would be completely remedied immediately. The i Recorder pointed out that no action had been taken, but that a warrant would be I issued and arrest made. I I II II II I) 11 \ \ The Mayor stated that he wished to ask the Chairman of the Police Committee a few questions concerning the vice conditions. First, had there been any complaints or reports filed concerning this~ Councilman Simon answered yes, but not recently. There was one reported about a month ago by Councilman Carlson, but it was just a rumor and nothing was done about it. The Mayor asked, if in his opinion the Chief, and Police force were doing their duty. To this question Councilman Simon answered yes. I The Finance Committee presented a bill from the U. S. Motionwas seconded and the ayes and nays were called, Councilmen voting aye 7, nay none, absent Z~walt. The Finance Committee, by Chairman Hendershott, presented a list of tax statements concerning city properties that the city needed to pay to protect the city's equity, and moved that they be paid and a warrant drawn for the same. Motion was seconded and the ayes and nays were called, Councilmen voting aye 7, nay none, absent Zumwalt. The Finance Committee presented the following bills to the Council witha recommendation that they be allowed and motion was made and seconded that warrants be drawn for the same. It was moved, seconded and carried that this new location be accepted. Councilman Simon asked for two weeks more time for the consideration of the application of ~ee~e & Brown. The Recorder then read the letter from ~he Oregon Liquor Control Commission concerning the Broadway Cash Store, and the Combination Wine Licenses. e: ~ ~ 4:42 .. r W< .'.i- ij A letter from Mrs. Polly Wilson concerning an accident on the sidewalk at Oak & Park Streets, was presented and referred to the City Attorney. A letter from the Northwest ~ities Gas Company was presented and referred to the ,Judiciary Commi ttee and City Attorney. I II Ii II Written offer from Mr. Sanders was presented concerning a proposed lease for the Airport~ and the Judiciary Committee recommended that-it be adopted. Motion was made, seconded and carried to accept their recommendation. This lease ,to be dated February 1, 1936 and run to January 1, 1937. Reports for the month of January from the City Engineer, the Eugene Public Library, and the Fire Department, and the November and December 1935 monthly reports from the Police Matron were, neEid and ordered filed. , An Ordinance permitting ~nd authorizing ~he erection and construction of memorial monuments and/or buildings, pioneer memorials or pioneer museums pur- suant to an Act of the Special Session of the 1935 Legislature, being Senate Bill No. 60, was read the th~rd time, and Mrl Oal Young addressed the Council pointing out that all they w,ished was space for their buildings and to beautify their grounds, and Counci1man Carlson stated that icf anyone wanted to beautify that butte they should be allowed to do so. Mr. Calkins pointed out that this would not shut out the City's interest, that it just gave the Pioneer Committee per- mission to erect a museum. The Ordinance was placed upon its final passage and the ayes and nays ealled, Councilmen voting aye 7, nay none, absent Zumwalt. The Ordinance was declared passed and nl~bered 8466. The Recorder presented a request of the Manerud-Huntington Fuel Company for permission to use the ground where the old Jerry Boggs barn was at 3rd and Lincoln Street, upon their agreement to clean up the premises. This was referred to the Street Committee. The Recorder was instructed 'to advertise for bids on sand and gravel for the year 1936. Bids to be opened February 24, 1936. . The Recorder presented the problem of the disposition of the Gaylord property from the basement of the City Hall, and this wqs referred to the Judiciary Committee and City Attorney. Application from Mr. & Mrs. Gus Anderson, for a Hotel at 623 Willamette' Street was presented and approved. , An Ordinance de~laring the intention of the Common Council of the City of Eugene to make a reassessment of the cost of repairing a concrete sidewalk on the East side of Washington between Cheshire Street and the end of Plat, in the City of Eugene, as the same abuts upon the property hereinafter described, and fixing a time and place for holding a meeting of the Common Council at which all protests against such reassessment shall be heard, and directing the giving of notices, was read the first time and held over. I The Mayor introduced the subject of a Sewage Disposal Plant, and asked Mr. Clubb to explain the situation. Mr. Clubb pointed out that a Consultant Engineer had been through and was willing to present plans to the Common C,ouncil if they were interested. Councilman Reid stated that he thought this was very necessary, stating that we would have to do this ~ithin five years anyway and as long as money was available through the Government we should take advantage of it. Mr. Carlson brought up the subject of the bond issue, and Mayor Large stated that they would be revenue bonds, and not general obligation bonds, but would have to Rave be approved by a vote of the people. Mr. Lamb moved that this,gentleman, Mr. Hill, Consultant Engineer, be invited to explain the system to the Common Council, and the Recorder be instnucted to write to Mr. C. C. Hockley as to whether or not the amount of money necessary for the construction of this plant could still be had for that purpose. Motion was seconded and carried. Councilman Bond presented the Question of billboards on Lot 77, Foster's Addition between Van Buren and Grand Streets,. and asked that this contract with the sign company be cancelled and this property leased to owners of the Lumber Co. who are willing to pay the same amount of money and agreed to keep this in lawn. Motion was made, seconded and carried to make this change, and the Recorder directed to write Foster and Kleiser of this cbndition. . P.M.
