M., October 26, 1935. Council was called to order by Mayor Large with all . councilmen present except Simon, Zumwalt and Carlson. Minutes of the regular meeting were presented and ordered filed as read. ~] Mr. Harry Young, addressing the council, outlined a proposed lease between ;J the city of Eugene and the Eugene Municipal Airport on a five years basis as follows: $20.00 per month for the first three months plus 2% of the gross income of the field receipts; $25.00 per month for the.next twelve months, plus 3% of the gross intake of the field; and $35.00 per month for the remaining three and lone-half years pl~s a fixed percentage taken from the first 18 months basis of ) operation with anooption for additional 5 years on the basis of $50.00 per month V I plus a fixed percentage of the basis of operations. This matter was referred to 1 the Airport Committee to bring in a report at the next meeting. I Mr. B. F. Councilman Harris, chairman of the Judic{ari Committee, reported adversely to the request of Fred Porter which was for wa{ver of interest of $16.20 on pro- perty described as "The west 10.67 feet of the north 106.67 feet of Lot 1, Block .111 5, Campbell's First Addition. It was moved and "seconded that the recommendation 4 I of the Judiciary Committee be adopted and it was so ordered. II. City Recorder at the request of Councilman Hendershott, chairman of the Finance Committee, reported that an appraisal of $800.00 had been placed on Lot 2, . Block 6, R. F. Scott's Addition. It was moved by Mr. Hendershott that the $300 I. ~ offer of Mrs. Kathryn B. Barney for said lot be denied. It was seconded and so 51 ordered. X Counc i Iman Lamb chai rman of the Street Commi ttee,. recommended that truck /11 traffic be routed from Broadway on High to 5th and then to 5th over to the 6 i Pac ific Highway and this was approved by the counc il. il Police Committee, by acting chairman Bond recommended the re-granting of a taxi-cab license to Robert Burns with permission to paint off a strip on the curb ~ on the west side of ~illnmette Street between 7th and 8th as a permanent stand 7 I and this action was unanimously approved by the council. 1 An Ordinance levying assessments for paving the alley running north and II south between Potter and University Streets from l~th to 20th Streets in the city I of Eugene, O~egon was read the second time and passed to its third reading by I title under suspension of the rule by unanimous consent of the council. The ayes X and nays were called, councilmen voting aye, Lamb, Hendershott, Reid, Bond and vii Harris; nay, none; absent, Simon, Zumwalt and Carlson. Hodge was presented together wi th check for $27.35, representing the I original unpaid principal of the lien, lp,ss the credit of $22.56 due Mrs. Hodge with the request that it be acc€pted in full payment of the sewer lien and in X accepting the amount in full payment, cancel the balance of $22.56 shown due Mrs. v'11 Hodge and cancel all accrued interest on the sewer lien. I Offer of Irvin D. Custer for lot 17, Block 5, Blair Street Addition in the ~ ./1 amount of $900.00, $100.00 down and payments of ten dollars a month was accepted ~ upon motion duly made and seconded. The City Attorney was instructed to prepare W 12 the papers. / A bid of $250.00 was offered by G. R. Blair for the east 60 feet of lot 12, Block 20; east 50 feet of south 40 feet of Lot 11, Block 20 all in College Hill 13 Park Addition and placed in the hands of the Finance Committee for consideration. An Ordinance providing for the segregation of assessment liens upon property, .- /1 and providing for the repeal of all ordinances and parts of ordinances in conflict 14 herewith was read the first time and laid over~ Mayor Large reported that he, together with the Recorder and chairman of the Finance Committee, had considered an offer from Blyth & Co., Inc. for the sale of $5000 Sherman County, Oregon Road 5s due '(/1/39, the offer being 109 plus accrue d ' . A interest to November 1, 1936. It was deemed to the best interest of the city to make the sale and upon motion made and seconded, the action of the officers of the 15 city was unanimously approved. A request was placed in the office of the city recorder by Mr. H. H. Dickey, ~ 1365 Cross Street, for the installation of a street light at the intersection of Cross and Blair Streets. The problem was placed in the hands of the Fire & Water 16 Committee. Rep9rts for the months of August and September were presented from the office of the Advisory Matron showing the activities of that department for the respective 17 months. Mayor Large reported that he had received a great number of complaints on the existence of the city jail building. Acting chairman Bond moved that the building I be razed and this wes seconded and all present voting aye. The Police Committee I I was instructed to make the arrangements for th~ disposition of the building and I unless suitable offers are made for the iron cages and equipment that they be 18 I stored in the Street Department's barn. ~ Mayor Large presented the name of Clarence V. Simon as a member of the Park 19 Commission. It was moved and seconded that the Mayor's recommendation be approved. A" Mayor Large presented letter from Greeley and Hanson, Sewage Disposal Enginee s 20 in which they inquired what the city's plans were for a sewage disposal plant~ Councilman Reid stated that the situation on Sixth Street west of Polk was of a serious nature by reason of the fact that no city sewer service was available and I residents had to resort to the use of septic tanks. City Engineer Clubb suggested that the territories known as ~est Moreland and ~est Sixth Street Addition be I incorporated in the city of Eugene so that a sewer project could be planned ror tha territory in order that the costs of such a project could be planned for that ter- I ritory in order that the costs of such a project could be properly apportioned among the property owners. The entire subject was referred to the city health I officer, Dr. A. N. ~ohnson., An ordinance adopting the plans and specifications of the city engineer for . the construction of a sewer, a's follows: Beginning at the main city sewer lying in the alley between Willamette Street and Oak Street in the city of Eugene, bet- ween ~eventh Avenue and Eighth Avenue, thence to the property herein described, being an eight inch sewer serving the property herein all in the city of Eugene, Oregon; and declaring an emergency, was read the first time and passed to its second and third readings by title under suspension of the rules by unanimous con- sent of the council. The ayes and nays were called, councilmen voting ayer Lamb, Hendershott, Reid, Bond and Harris; nay, none; absent, Simon, Zumwalt and 21 Carl son., The ordinance was declared passed end numbered 8491..
