Minutes of the regular meeting of the common council, held at the hour of 7:30 o'clock P. M., November 9, 1936. Mayor Large called the meeting to order with all councilmen present except Reid, Simon and Zumwalt. Minutes of the pre- v vious meeting were presented and ordered filed as read. ~4 ~J In conjunction with the regular meeting of the council, members of the Budget Committee together with citizens of the city of Eugene were present for discussion of the 1937 budget. The two budgetmen present were George H. McMorran and Matt Wilhelm. The meeting of the budget committee was turned over for taxpayers hear in . at this time by Chairman Mayor Large. Mr. F. J. ReAse pleaded for a reduction of taxes and strenuously objected to the budget's item or $450.00 "for feeding the bears in the city park.1t At the conclusion of his remarks, Councilman Lamb moved and Hendershott seconded to overrule the protest. George McMorran, member of the budget committee, prfsented the following resolution and moved its adoption: . RES 0 L UTI 0 N -. I BE IT RESOLVED by the Budget Committee of the City of Eugene that it shall go on record as endorsing and ap- proving the conduct of the city administration during Ii the past year. ! The Committee further expresses confidence in the con- I I tinued management of the city's finances, and particu- larily calls attention to the carefully prepared and I orderly proposed budget and recommendations furnished b~ the Recorder's office as being in harmony with an Ii economy intelligently applied, and which we believe II will secure for the city a maximum of benefits. It was seconded and so ordered. The final meeting of the Budget Committee, upon If motion made and seconded, vvas ad j ourned. Mayor Large expressed sincere apprecia- 1 : tion for the help rendered by the citizen members of the committee. I , I II. An Ordinance levying the annual tax levy for the city of Eugene for the city of Eugene for the fiscal year of 1937 was read the first time and passed its secon [I and third readings by title under suspension of the rule by the unanimous consent l1i of the council and was placed upon its final passage. The ayes and nays were cal}ed; councilmen voting aye, five; nay, none; absent, Reid, Simon and Zumwalt. 2 I The ordinance was declared passed and numbered 8492. At the request of Roy E. Morse, chairman of the Salvation Army drive, the ~ity Recorder presented a letter addressed to the Council, asking for the sum of $1200 to be used for relief of transients Bnd local cases. Dr. J. E. Richmond, treasurer of the organization, believed that such a contribution would be worth- while as it would relieve the Police Department, business men and residents of II the worry occasioned when hungry, homeless and jobless men are in the community with no provisions made for their temporary relief. It was pointed out that the ,\ city of Marshfield had levied $600.00 for such a cause. Mr. Morse stated that the I drive at the present time had yielded $1100.00 of its quota of $5000 and respect- ;i fully requested the council's assistance in this matter. Councilman Lamb suggeste 3 I that the Mayor place the entire problem in the hands of a committee to report at . Ii the next meeting. Mayor Large referred the matter to the Finance Committee. At this time Councilman Reid arrived. I City Recorder read the communication from Mrs. William Mills, asking for i waiver of seven years accumulated interest on pavement assessment, upon payment jl of the unpaid balance of principal amounting to ~338.22. Mrs. Mills also made 4 II a verbal plea. The matter was turned over to the Judiciary Committee and City Attorney for consideration. I Glenn Byrne, present at the meeting, asked for permission to install 10,000 II gallon tanks for diesel oil; City Engineer Clubb pointed out that installing II tanks of such proportion was not according to the specifications under the code, /11 but inasmuch as the location was within the right zorJe, he therefore recommended 5 ,I that a special permit be granted. On motion made and seconded, it was so ordered. I II I :1 ~vfr . Harry Young, who asked the council at the last meeting for a five-year 'I II lease on the municipal airport, stated that he had not yet been consulted by I members of the Airport Committee in regard to his re~uest. Chairman Hendershott I did not believe that he should be forced to look up an unknown man when he had an established business downtown and was available for consultation at all times. J II Councilman Lamb suggested that Mr. Young and the Chairman of the ~irport Committee come to some agreement as to the proposed lease. The matter was cut short of 61 discussion pending action of the Airport Committee. Letter, offering bid for bonds held by the city, from Ferris & Hardgrove, was presented with bids as follows: $5000 Klamath County Road Bonds, due 10/1/39, offer $108.40 15,000 Clackamas County Road Bonds, due 6/1/46, offer $112.50 10,,000 Mul tnomah County Road Bonds, due 9/15/46, offer :$113.70 5,000 Multnomah County RObd BondB, due 9/15/56, offer $114.50 8,000 City of Salem Sanitary SewBr, due 6/1/48, offer $112.10 10,000 Lane County School District #4, due 7/1/37, offer $107.80 City Recorder reported receipt from Blyth & Co., Inc. the following prices for bond I $10,000 L.ane County School District #4 4 3/4s, due 7/1/37, $102.00 25~000 Clackamas County Road 4ts,:due 6/1/46, $114.90 . 10,000 Mul tnomah County Road 4~s ., due 9/15/46, $116.375 On motion made by Councilman Hendershott. and seconded by Harris, the City Recorder I was instructed to advertise the bonds that t~e city wished to dispose of and to notify the various bonding companies so that bids would be received in the office ~ of the City Recorder by ~ednesday, November 25, 1936, with the city reserving the 8 right to reject or accept any or all bids; this motion was carried. Judiciary Committee, by ChairIT.an Harris, recommended that the request of ~I Dr. EdWi.n T.Hodge relative to city liens, be disallowed. The recommendation was 9 duly approved. I councilm.an Hendershott, chairman of the Finance Committee, reporte~ that he had not yet come to, a decision in regard to the B. F. Mack's offer of $300.00 I for the south 44i' of the North 100' of Lot 1, Block 7, Croner's Addition, Coun- cilman Bond believed the offer of $300.00 was sufficient. Hendershott moved and ~ Lamb seconded that the city have the property in question appraised and it was so . 10 ordered. The Finance Committee, by Chairman Hendershott, reported the following bills to the council with a recommendation that they be allowed, and motion was made, seconded and carried that warrants be drawn for the same. Quakenbush & Son- 34.20 Councilman Bond, chairman of the Fire and ~ater Committee, reported that he had received numerous complaints from neighbors in territory adjacent to ~alters- Bushong Mill with respect ,to the burnigg of sawdust on grounds in that vicinity. Mr. Thorn, one of the home owners in that vicinity, was present to express his views~ I He stated that the hauling and dumping of sawdust cceated a decided nuisance and 11' felt that it should be abated. Councilman Lamb suggested that Walters-Bushong be contacted and the City Recorder was asked to communicate with them, and suggest that they refrain from hauling more sawdust to that location. . / Fire and Water Committee by Chairman Bond, recommended the installation of a street light at the intersection of Railroad Boulevard and Cross Streets and the re- 13 commendation was duly approved. . I I) Instructions had been received from the office of the State Fire Marshal for I removal of the old iron stove now being used for warming the fire truck room, as it ;ii constituted a fire hazard. A price of $65.00 had been secured as an approxiYl1ate Ii for repairing the old furnace in the basement of the city hall. Councilman Bond, chairman of the Police Committee, reported that Joe Johnson had removed all the wood structure of the city jail except the steel cages and con- I~ crete foundation; and that the street department was assigned to the task of re- 15 moving the remainder. 1 - I Police Committee, by Acting Chairman Bond, refused to grant any requests for I yellow strips for restricting parking and this,was approved. He stated where yellow 16 strips had been painted they would be removed. I City Recorder presented communication, dated October 29, 1936, signed by Com- missioners of the Civil Service Commission, sustaining the action of the Council /. with respect to the dismissal of Roy Bussell from the Police Force on October 7, 193 . 17 : The communication was approved and ordered filed. I II Reports from the City Engineer, Eugene Public Library, Police and Fire Dept., 18 were received for the months of September and October and ordered filed. Upon motion made and seconded resolution was duly passed authorizing the ,/ Mayor and Recorder to enter into a contract of purehase and sale with Irvin D. 22 Custer for Lot 17, Block 5, Blair Street Lddition. RES 0 L UTI 0 ~ '. vVHEREA S , the Common Council of the City of Eugene has caused an appraisal to Qe made of Lot 17, Block 5, Blair Street Addition to Eugene, Lane County, Oregon, and fixed a valuation of $900.00 thereon, Therefore BE IT RESOLVED by the Common Council of the City of \ Eugene that the Mayor and Recorder be and they are hereby authorized and directed to enter into the here- to annexed contract of purchase and sale with Irvin D. Custer. At this time bids for constructing sewer on North Park Street between Wil- lamette and Oak Streets were opened. One bid, by Jesse J. Godlove, was submitted / in the sum of $262.50 and since the Engineer's estimate was $117.70 it was de- termined that the bid be rejected due to its excessiveness. The city recorder was 23 instructed to re-advertise bids on the project. - I The following letter, from 8am Mosher, Building Inspector, was referred to the Fire and 'lster Committee for action: "A reouest has been received from the Eugene Neon Sign Co., for a permit to erect two neon signs at 963 and 973 Wi1- lamette Street. Owing to the erectiin of the marquise in front of the Rex Theatre, it will be impossible to erect signs at these two places that will conform to the sign code. Mr. Beard and Mr. Goettling would recommend that permits be / granted at these locations for the erection of signs to COKe within seven feet of 24 the sidewalk and the stem to project not more than ten-inches from the building." Perdew deeding ~ertain property to the city of Eugene, absolutely and unqualifiedly, and in consideration of the payment to the City of E~gene by the said Raymond L. Perdew of the sum of $1.00, the City of Eugene does hereby direct the City Recopder and Mayor to enter into an agreement of lease and option with the said Raymond L. I I Letter from A. N. Johnson, Health Officer, addressed to E. ~. Zumwalt, Chair Iman of the Heal th Committee, was read. The letter concerned i tse If wi th the sani tar ~condition existing on 6th and Fillmore streets. It was pointed out that the city wa in no position to dictate in this matter and that it was up to the Health Officer to ~ontact the property owners Bnd point out what should be done to abate the nuisance. I If they refuse to abide by his instructions, then he is entitled to file complaints 29 against them. j Complaints against Alaska Junk and Machinery Company for using vacant lot 30 for storing junk was referred to the Chief of Police to see that it is cleaned up. '. j ~ Police Chief Eergman was also asked to make a check on those peddlers who (are using the sidewalks for displaying their wares; such practice being contrary to 31 the provis~ons of the city ordinance. , I ~I City Engineer Clubb was instructed to investi~ate an irregularity in the 321!sidewalk at 12th end Jefferson, the location being the northwest corner. I' An Ordinance providing for the segregation of assessment liens upon property, I land providing for the repeal of all ordinances and parts of Ordinances in conflict ~erewith passed to its second and third readings by title under suspension of the frule by unanimous consent of the council and was placed upon its final passage. The ayes and nays were called; councilmen voting aye six; nay, none; absent Simon and 331 Zumwalt. The ordinance was dech.:.red passed and numbered 8493. I I Councilman Lamb asked that the City Engineer prepare a detailed statement as tto the rebates due various parties residing at Franklin Boulevard for paving. City 34 I~ngineer Clubb will report at the subsequent meeting. . ij Mrs. Margaret E. Kizer Davidson's offer of $50.00 cash and $5.00 per month J iuntil the balance of $1266.69 is paid on Block 1, lots 1,2,3 and No. 10 feet of lot 35 4, Kizer's Addition, was rejected. . . I . ~I.'
