M., December 14, 1936. Mayor Large called the meeting to order; all councilmen ~ were present except Messrs. Simon, Zumwalt and Carlson. The minutes of November 25, 1936 were presented and ordered filed as there were no corrections appearing~ Mr. Victor Todd, WPA Engineer, asked the council to authorize payment of $100.00 to the local WPA sewing project to purchase material in order to continue the work. He pointed out that Lane County has contributed a great deal more than thefr share all ready. Councilman Lamb asked City Attorney Calkins if such a re- quest could be considered as an emergency. Mr. Calkins stated he was not certain how it should be interpreted. The matter rested with the council. Councilman * Hendershott suggested that the city contribute $50.00, purchasing the material this year and having the same billed as of. January 2, so that the money could be deducted from the relief budget for 1937. CounCilman Bond objected~ He believed the council shoula deal only with its present budget. Councilman Reid moved that the request of Mr. Todd be not allowed. This was seconded and the ayes and nays \ were called; councilmen voting aye, Lamb and Hendershott; nay, Reid, Zumwalt, Bond 1 and Harris; absent, Simon and Carlson. The request was denied. At this time Councilman Zumwalt arrl~ed. Permission was sought from the council by Mrs. Kight, local resident, to erect a foundation for the tent in which she housed her family of six children. Handicapped because of finances she had failed to secure, a residence after weeks of intensive searching. The locality she has in mind is the west side, preferably west seventeenth. She made it clear to the council that should her request be , granted, she would abide by all regulations. The matter was referred to the Health 2 Committee and Building Inspector Mosher for consideration and with power to act.. I A petition signed by property owners on Willamette Street between the South line of Eleventh Avenue and the North line of Sevent~enth Avenuewaa presented re- questing that the paving be widened throughout the area so as to extend to the sidewalk line of each side of Willamette Street.' Mr. F. M. Hathaway presented the , petition to the council. Mayor Large referred the plan~to the Street Committee 3 and City hngineer Clubb and asked for a report at the next meeting. . Dr. Harris, chairman of the Judiciary Committee, recommended waiver of penalty and 10 per cent interest, with the provision that interest be paid at the \ rate,of 6 per cent, assessed against lot 2, block 2, Ira Hawley's Addition. Upon 4 motion made and seconded the recommendation was approved~ The Judiciary Committee denied the request of Mr. E. M. Upon motion made and seconded the recommendation of the Judiciary Com- 5 mittee was approved. Dr. Harris reported negatively on the request ,of Mr. E. S. Evenson, 1777 , Olive Street, for waiver of interest in the sum of $10.,33 on the west 100 feet of . 6 lot 9, block 1, Lizzie Luckey Additiop. Councilman Hendershott, chairman of the Finance, Committee, reported the fol- lowing bills to the council with a recommendation that they be allowed and motion was made, seconded, and carried that warrants be drawn for the same. The ap- praised value placed upon the property by the Appraisal Committee shows the value \ II of the property priced at $1000. The city has liens in the amount of $922.49 811 against the land and in ~dditlon would have to pay taxes which amount to $108.38. !i Councilman Hendershott, chairman of the Finance Committee, reported that Mr. Wilbur H. Hyland had accepted the city's counter-offer of $800.00 for the property , on which Mr. Hyland had formerly bid a price of $500.00. Upon motion made and 9 seconded the report was approved. Councilman Hendershott reported that he had,approved the expenses incurred by Mayor ~arge and City engineer Clubb in their attendance to the Northwest Aviation I Planning Council at Portland on December 4, 5, 1936. Mayor Large stated that the .... United Airline officials had assured him that the' city of Eugene would have some 10 I type of air service probably in the coming spring.. I I , Requested by Councilman Hendershott, Mr. Calkins reported on the t. G. Leavitt contract on which a down payment of $1000 had been made with payments of $1000 at the end of each succeeding six months thereafter, with the privilege of paying I $IOa of any multiple thereof at any time. It was further agreed that Mr. Leavitt I i was to furnish the city a deed to twenty-third street on which street the property I! abuts. He explained that the contract 1s being detained in the office of the city il recorder due to the fact that the deed has not beenrecelved and there seems to be II a great deal of difficulty in securing it. Mr. Calkins stated that the case is to I '- remain open and whenever mr. Leavitt comes in to complete the deal, that it is to 11 be brought to the attention of the council and they are to decide what action to ta e. . I A request for the opening of the alley from 13th to 15th was reported by ~ Councilman Lamb, chairman of the street committee. Mr. Lamb instructed the engineer ~ to look into the feasibility of such an opening. It was made clear by Mr. Clubb l;~l that the alley from 14th to 15th is now open, but not from 13th to 14th. Mr. E. Mayor Large suggested , the plan be dropped until interested parties bring in a peti tion consenting to, the 13 improvement. The Fire and Water Committee moved that a street light be installed at the east I end of Broadway, 100 feet south of Franklin Boulevard. It was seconded and duly 14 approved. Councilman Bond, acting chairman of the Police Committee, reported the receipt' of applications for original and renewal beer and wine licenses. Mr. Obak Wallace, proprietor of the Rainbow Restaurant, urged for definite action on his I application for a Package Store Class B License. It was moved and seconded that the recommendation of the Police Committee 15 be approved and it was so order.ed. Councilman Bond reported that the Police Gommittee had not had time to. study the' proposed bicycle ordinance from Grants Pass and asked for further time to con- sider it. Mayor Large reported that the matter was also being considered by tl:1e Police Department and the Judiciary Committee. Ordered to be filed was the letter \ addressed to the City Council from Roosevelt Junior High School expressing full 16 cooperating of a bicycle safety program~ Mayor Large requested the Recorder to submit to him a list of applicants for appointment to the fire and police departments under civil service, ste[ng that ther are five vacancies to be filled in the fire department and three in the police; , appointments to be made at the December 28th council meeting so that the appointees 17 could assume their new duties on January I, 1937. ' " At the request of Councilman Lamb explanation was made by the Recorder inre- . sponse to the councilman's inqUiry as to why there were five positions open in the f ire department. It was",Mr. "Lamb' s understa~d,ing that Ordinance $8469' govern ipg Civil Service provides for; the protection of,the personnel employed in both departme ts. It was pointed out that the voters of the city of Eugene on January 1, 1935 amended the charter of the city to provide for civil ~ervice for firemen; that charter"pro- vision contained a claus~ requesting the council to pass an ordinance putting such service into effect. 'rhe League of Oregon Cities being the interested parties pre- pared the ordinance, which was submitted to the council and placed in committ~e. Th committee reported to the council and the ordinance was read a number of times. On, April 13th the ordinance was up for passage and after its third and final read~ng it . was passed and the Mayor signed the ordinance "on April 20th therefore becoming' ef- fective on that day. The" Ordinance inducted permanently into service all indiyidual who had'been employed in ~he department for the immediate six months past prior to the adoption of the Ordinance.
