Reid. q1 or The minutes of December 28, 1936 were presented and there 'being no corrections ,appearing, they were ordered filed. ~ Mr. Victor Todd, WPA Engineer, made a second request for a donation of $100.00 1 for the local sewing project. The matter was referred to the Finance Committee. .!'.~ At this time Councilman Reid arrived. ~-I Wi th reference to- the request of F. B. Dunn for a refund of certain money paid / on city liens November 6, 1936, Councilman Harris recommended that the request be 2 not granted. The recommendation was approved. ~-~ I . -"" It was the recommendation of the Judiciary Committee that the request of Josephi e R. Campbell for cancellation of interest amounting to approximately $33.00 assessed t [Iagainst Lot 1, Block 6, Christian's 2nd Addition be not granted. The recommendation 3 II'was approved. I The Finance Committee, by Chairman Hendershott, reported the following bills to lithe council with a recommendation that they be allowed and motion was made, seconded iiand carried that warrants be drawn for the same. After the expiration of the term of office of the members first appointed, all persons shall be appointed for a term of three years. Motion was made, seconded and carried to confirm the foregoing appointments. Mayor Large named the following appointees and salaries of all officers elected or appointed for the ensuing year. It was pointed out that Dr. E. L. Gardner would succeed Dr. A. N. Johnson, who had submitted his formal resignation as health officer on January 7, 1937. Motion was made that the appointments named by Mayor Large be confirmed by the council and that all of said officers and appointees be placed on the regular payroll of the city at the salaries set opposite their names and that the Mayor and Recorder be authorized to issue war- rants in payment thereof: . Bray and Son, the latter also r.equesting a Retail Beer License. r Attorney Frank Reid, speaking on behalf of operators of Pin and Ball machines and other devices, asked that the city enact an ordinance punishing in- , dividuals who operate the games illegally. The City Attorney and Judiciary Com- 10 mittee were plac~d in charge to study the enactment of such an ordinance. The City Recorder read the agreement that had been signed between the City of Eugene, represented by the Mayor and Recorder, and the H. W. White Electric Com- pany in regard to the police radio transmitter. He also read the communication from the RCA Manufacturing Company, Seattle, Washington, addressed to Mr. White in which the company guarantees a coverage over B radius of three miles from the antenna installation will_ be attained. Letter from the Federal Communications Commission addressed to Mr. Willis D., Link was also read. It was pointed out that the Commission makes no particular specification concerning the type of apparatus to be installed except that the equipment is required to conform to good engineering practice. Other questions that had been previously raised were satisfactorily ex- plained by Mr. Chas. D. Farnham, employee of the White Electric Company. Since there were no further questions, the bid of the White Electric Company as accepted 11 by the city was therefore approved. For lots 7, 8~ 9, Block 26, College Hill Park Addition, Mr. J. J. McGinty has offered for the city's certificate full payment of principal and interest to June 20, 1936, the street assessment of $670.44 and the sewer assessment in the amount of $308.60 and requests the city to waive the penalty and interest from , June 20, 1936 to the present date. The matter was referred to the Judiciary Com- 12 mittee and City Attorney. ~ J""" 560 - .,':, The $451.48 cashier's check placed with the city treasurer by Mr. G. R. Blair as a deposit on the east 50 feet of lot 12 and the east 40 feet of lot 11, block 20, College Hill Park was ordered returned to Mr. Blair as the city is in ,"". no position to accept his offer. It was discovered that the property had been ~vC' foreclosed by Lane County for taxes and Lane County had, taken a deed to it. At the ~''''l.-!f time it was foreolosed the owner of the property was Louis V;. W.aldorf who later . applied to the County for redemption of the property and subsequently signed the 'I Special payment plan with the city, paying a cash payment of $66.97 and the balance l~ of liens and interest at the rate of $13.39 per month. I $400..00 has been offered by Dewit,t W. Dormer for lots 26 and 27, Block 27, , ,'Fairmount Heights Addition to the city. The possible sale of the property has been 14 placed in the hands of the Finance Committee for consideration. Communication from L.. J. The Recorder presented the bid of Sigwart Electric Company in the amount of $98.50 for installing new service, running new circuits, and installing one six circuit and one twelve circuit panel as outlined by Mr. W. W. Larwood, city electric I inspector. The bid had been previously approved by City Engineer Clubb. He also , I pOinted,out the necessity of rewiring. Nine bids were I submitted but none selected as the prices were identical, being 16i which is the present market price. The matter was held over until the next meeting. The various companies bidding were: Fletcher, Gilmore, Standard, Texas, Shell, Richfield, Signal, Association and Union. ' , 31 , 32 , 33 , Councilman Hendershott, chairman of the Finance Committee, had no recommenda- 34 tion in regard to the Hoselton offer. , The contract between the City of Eugene and the United Air Lines; and the City of Eugene and Harold E. Sander for operation of the city airport was presented. The United Air Line contract was read in full. Due to the fact that the newly- elected councilmen were not acquainted with the airport problems and no figures available to determine the total income of the airport together with its actual operation expense for the past year, it was decided that acceptance or rejection of the contract should be made only after a complete report was available on the questions raised. The City Recorder was instructed to secure all information pos- sible on the operation of the airport at Medford, Oregon. 3,5 ~ The street Committee_was not prepared to report on the grading and graveling , of Miami Lane and 'the widening of Willamette Street from 11th to 17th. Both items 36 were held for further consideration. " 37 Mayor Large stated that Judge E. O. Potter had been appointed to represent the ci ty of Eugene at the Stat,e Planning Commission and that the expenses incurred by Judge Potter amounted to $14.75. The issuance of a warrant in that sum was authorized after the ayes and nays were called and all councilmen present had voted their approv~l.
