M. May 10, 19~7, City Hall. Mayor Large called the meeting to I order. All councilmen were present. V1 ~.o .~ 2 The minutes of the, previous meeting were presented and as there were no cor ., rection~, they were ordered filed as presented. . Professor Edgar E. DeCou requested,aBsistancefrom the council in the prope care and weeding of the center strips on Agate and Villard Streets and to place whatever funds that are necessary for this work at the disposal of the Park Board. Charles ~ullivan, Superintendent of Parks, announced that it would take two weeks time to do the work at an approximate cost of $230.00. . Mr. S. A. Conner, 1172 West 10th Avenue, asked if it were within the power lor the councIl to prevent construction of a church being contemplated by the Latter Day Saints in the 1100 block on West 10th. He pointed out that the erection of such la site would not be in good keeping with the residences in that vicinity. He ex- plained that the church committee had purchased the property from Ben F. Dorris, Ilegal owner, and had subsequently come to the city with the request for waiver of jthe 10% penalty and interest, upon payment of principal with interest at 6% to redee the property, to which proposal the city had agreed. City Engineer Clubb stated Itoat there were no restrictions preventing the erection of churches and/or public buildings in the residential districts of the city. Therefo~e, it is obvious that f4 Ithe Church is perfectly within its rights to continue with its proposed project. I : At this time the request of John Chezem to construct a house on Lot 5, IBlock 6, Eugene Original ~ddition, was reported on by the Judiciary Committee, re- presented by Chairman Lamb, with IIno recommendation." The City Recorder presented petitions favoring and opposing the proposed building. Mr. U. Flournoy, property Owner in that vicinity, voiced vigorous protests on the grounds that Mr. Chezem's practice of music and singing at all hours of the day would create a distinct nuisan e to the adjoining property owners. Upon motion made and seconded, the question was put to a vote. Councilmen voting aye, Hendershott and Page~--nay, Lamb, Reid, Bond, Farrington and Carlson; absent, none. Councilman Hanns was dismissed from voting by reason of the fact that he was not sufficiently acquainted with the issue in ,5 question~ As a result of the voting, Mr. Chezem's request was hereby not granted. /3 Councilman Hendershott, chairman of the Finance Committee, recommended re- jection of offer made by John Hakanson in the amount of $70.00 for Lot 3, or 4, Bloc 21, City Outlo'ok First Addition. Upon motion made and second.ed, the recommendation 6 of the committee was unanimously approved. I Councilman Hendershott, chairman of the Finance Committee, recommended re- jection of off~r made by L. D. Erickson in the amount of $85.00 for the east 25 feet of the north 110 feet of Lot 13, Block 11, Driverton Addition. Upon motion mad 7 and seconded, the recommendation of the Committee was duly accepted. / Mrs. Louis Bean's request to 'Pay $10.00 per month to apply on both principa. and interest on the unpaid ,balance of $725.48 on part of Lots 5 and 8, Block 2, MUlligan's Addition East, was upon motion made and seconded, granted by the council. I I Councilman cHendershott, chairman of the Finance Committee, reported the ,frollowing bills to the council with the recommendation that they be allowed and moti n i1was made and seconded that warrants be drawn. Mr. Calkins explained that' now Mrs. Pennington was in a position to pay the city the total amount then due, $3S~8.05 plus accrued in- Iltereat to date which would bring that to $420.19 upon waiver of the $24.00 rental.. , 1011 Mayor Large referred the matter to the Finance Committee with power to act. This recommendation on the part /1411 of the Health Committee was upon motion made and seconded, ciuly accepted. 'II Councilman Bond, chairman of the Police Committee, reported that the dog iofficer had completed his two wee~s services for the city and that dog licenses II collected during that period of time amounted to $110.25, which represents the !,licensing of 56 dogs. It was the recommendation of the Police Committee that his 11 services be continued on an indefinite basis. Upon motion made and seconded the 115111 recommendation of the Committee was duly approved. Hearing for objections or remonstrances on proposed Oregon.Electric Franctis was had at' this time. No objections were filed. Resolution directing the Mayor and Recorder to execute and deliver a deed to J. W. McCracken and wife upon payment of $275.00 for the east 22i feet of Lot 3, Block 8, Teshner's Addition, was upon motion made, seconded and duly carried, (26 adopted: /27 RESOLUTION WHEREAS, The City of Eugene Is the owner of the East 22i feet of Lot 3, Block 8, Teshner's Addition to Eugene, Lane County, Oregon, and WHEREAS, The City of Eugene has caused the same to be appraised and determined its value, and WHEREAS, J. Councilman Page reported that the deer fences in Hendrick's Park have been broken down and two deers escaped. . He felt that the only remedy for non-reoccunenc of a similar. escapade is to make the fence deer-tight as well as dog-proof. "hile he is away he will attend the Western Regional Meeting of the United States Conference of mayors to be held at Los Angeles. On his return he will attend the celebration of the Golden Gate Bridge at San Francisco.
