City Engineer Clubb stated that there were six or eight 8-inch sewers dumping ~I into one 16-inch sewer which made it impossible to contain all the water. M., April 26, 1937, City Hall. Mayor Large called the to order. All councilmen were present except Messrs. Carlson and Hanns. I .: Req~est of the Lane County Court, by Judge Fred Fisk, to nullify the in- terest charges on assessments on sewer between Oak and Pearl ~treets, Mulligan's Donation and Skinner's Donation, Public ~quares, was denied,by the Judiciary Com- mittee and upon motion made, seconded and duly carried, therecoMnendation of the Committee was approved. I :1 ~ I Councilman Hendershott, chairman of the Finance CJIDmittee, recommended rejection of the $1000 offer of the Church of Jesus Christ Jf Latter Day Saints for Lots 3, 4 and 5, Block 1, Dorris ~ddition and made a co'~nter-offer of $1500.00 for the consideration of the Church Committee. The recomme~dation of the Finance Committee upon ffiotion ~ade, seconded and carried was duly a~cepted. The ~inance Committee rejected, the ~462.50 o~fer 8f R. F. Jepsen for Lot 2, Block 1, Gilmore Addition and extended a counter-offer of ~600.00 for the consideration of Mr. Jepsen. Upon motion made and seconded the council unanimously agreed to accept the recommendation of the Committee. . . It was the recomrr:endation of the Finance Committee that the city of Eugene deed the South 7~ feet of the ~est 100 feRt of Lot 8, Block 25, College hill Park Addition at the rate of 14.05 per front foot to Parson and Company. The Mayor and Recorder were instructed to execute the necessary deed. Upon motion made, seconded and carried this recoIT@endation was duly approved. of the School Board, !Latter The Recorder reported that it was the opinion of hustin Dodd, chairman ~chool Board Finance Committee, that if the heat bill for the office of the Eoard in the City Hall was in excess of the rental now being paid by the then he felt the necessity for an increase. Upon motion made and seconde-d the Fire and Water Committee was given power to act to purchase the necessary furniture. , 'Sil At this time councilman Farrington, chairman of the Health Committee, regis ,~ tered a formal complaint to the effect that a dump groun~ was being established~' at the corner of 18th and High Streets in the city. It was agreed that the police should investigate and with the aid of the Street Department immediately clear up the property of the debris. ( 16 ,)7 It was reported that an unsanitary condition existed at 37 Eas~ 11th Street. Councilman Page, chairman of the Park Committee, reported that trucks were still using the roadways of the park. It was pointed out that signs had not been placed preventing trucks from using the roads. Signs were ordered to be installed and Charles Sullivan, Superintendent of Parks, as an officer of the city was to ,18 stop the trucks traveling on the roads and m~ke arrests if necessary. It was reported that the center strips of Agate and Villar~ Streets had not been weeded. Mayor Large asked that further time be granted in the hope that pro- jects under WPA would terminate so that help would be available., /,,19 The Sewer Committee reported that they had no recommendationto make in re- gard to Charles Cutler request for sewer connection with the city. This action I 20 on the part of the Committee was approved. The Sewer Committee was granted an appropriation of $200.00 from th' / 21 emergency fund for sewer construction at 17th and Willamette Streets. In regard to the Fairmount drainage situation, the Sewer Committee reported that there was not sufficient funds in the Sewer Department account for tiling and it was not advisable to construct an open ditch and that there was a balance of $148.45 in the Trunk Sewer Account that might be used for this type of work. The ( 22 Commi ttee was granted further time for consideration of the problem. Reouest of State Health Officer Stricker to install a vacuUm breaker on the flush ~alve on the new toilet combination in the men's rest room at the Rest Cottage was held for further consideration. /23 I (24 "'-.! The Police Committee recommended the employment of Edward Kuni, as city dog catcher for a period of two weeks at the rate of $4.00 per day. The recommendation of the Committee was duly approved. The Police Committee recommended transfer of Retail Beer Class liB" Lieense from R. C. Wynekoop to Earl,A. Simmons (The Lutch Mill) and Retail Beer Class HB" License from P. L. Durkee to Fred J. Adlard (Tip Top LunCh). Hequests for Package btore Class "BII License ~o David Asnervig lDavels Bakery and Delicatessen Shop) and Merle chort (Jiffy Lunch) are being held by the Committee for ,consideration.; Councilman Bond suggested that no more recommendations for licenses with the pos- sible exception of the above two be granted by the council hereafter. This re- commendation upon motion made and seconded was carried by unanimous vote of the 25 council. ; 26 Councilman Bond reported that the police radio was being tested and that stations in California and Portland had picked up the local calls. Mr. Bond re- quested perlliission to employ a carpenter to set up that part of the room occupied by the radio so that it would not be open to the general public. The police com- mittee was granted this permission. Payment of $1000 to H. W. ~hite Electric Company was held until the next meeting at which time the Inspector of Board of Federal Communications will have /27 made an inspection and a license will be obtained to o~erate the station. Chairman Bond of the Police Committee stated that he had been requested to make Olive between 10th and 11th and 11th between Olive and the alley restricted /28 to parking. The problem was held for two weeks. Petition for 15-minute parking in front of the Miner Building was being 129, held by the Police Committee for study. Petition requesting two-hour parking on North, Eas~, South and West Park Streets was referred to the Police Committee. /30 ;31 The Council sustained the action of the Board of Appeals in denying the, re~uest of ~m. A. Monge for permission to build an addition to nis nouse, 590 Tyler Street, ~o be used as an apartment. Request of M. P.
