All councilmen were present except Mr. A. A. Reid. t";; {"d The minutes of the meeting of July 12, 1937 were presented and as there 2 were no corrections, they were ordered filed. The Shell Oil Company asked the council to grant fipecial permit for erec- tion of a 7300 gallon diesel oil tank on their plant property located at 245 Jack- son Street. City Engineer stated that the location was satisfactory. Upon motion /3 made and seconded special permit was ordered granted. Councilman Lamb, chairman of the Judiciary Committee, asked for further time in the settlement of the claim of Mrs. Etta A. Finnerty for injuries sustained by her as a result of a sidewalk fall. This was approved by unanimous consent of /4 tne council. Relative to the employment of extra policemen for the pageant, Councilman . ~ Lamb reported that steps nad been taken to fulfill the emer-gency. This was also confirmed by Councilman Bond who added that five additiona1 special officers had /5 been secured during the week of the pageant at a' cost to the city of $80.50. I At the request of the Judiciary Committee, a repo::,t on the Frank L. Barber request for release of assessment on the east 92 feet of Lot 4, Block 26, First Ad- /61 dition Chula Vista Park, was held in abeyance for another two weeks. I The Judiciary Committee, by Councilman Lamb, recommended approval of the i application of E. M. Rosenberg to conduct a second-hand store at 742 Willamette I ;71 Street. This met with unanimous approval of the council. The offer of Mr. and Mrs. Lawrence Truesdale of $800.00 for the East 48 I feet of Lot 8, Block 4, Original Plat of Eugene at the rate of $25.00 down and the balance at $25.00 per month plus 6% interest on deferred p'9.yments was accepted by i the council at the recommendation of the Finance Committee, Arthur Hendershott, I 8 I chairman. / i I The $1200.00 offer of Douglas W. Orme for the East 50 feet of Lots 1 and , I Block 8, College Hill Park Addition, was denied by the council and a counter-off~r I I of $2500.00 extended. It was reported that the Appraisal Committee had valued the I j property at $2700.00. Upon motion made and seconded, the recommendation of the 9 Finance Committee was unanimously approved. / I I The bid of $500.00'for Lot 2, Block 6, R. F. Scott's Addition as submitt d II by Frances E. Baker, was denied by the council and a counter-offer of $807.81, whi is the city's interest in the property, extended. The appraised value was set at Ii $800.00. This recommendation of the Finance Committee was upon motion made and ,10 :1 seconded, approved. I Mr. Hanns, chairman of the Fire and Water Committee, asked for special 1 permission to purchase two additional fire hydrants. He stated that the budgeted I hydrant account was exhausted and the need for hydrants in cases of emergency must be met. He suggested use of funds from the fire hose account. The Committee was II granted authority to purchase two hydrants with funds to be obtained from the fire Ii . 11111 hose account. Councilman Farrington, chairman of the Health Corrmittee, reported it was Ii II the recommendation of the Health Committee that a Sanitary Inspector be employed at a cost to the city of $300.00 for the balance of the year 1937. At this point I a letter signed by members of the Health Committee, to-wit: A. C. Farrington, C. C Page and Fred C. Carlson (signed on recommendation of the Health Board) was intro- duced, endorsing such a program. it was moved and seconded that the recommendatio of the Health Committee be adopted. The question was oper.ed for discussion. Mr. Lamb as well as Mr. Bond openly expressed the opinion that: the matter should come before the forthcoming budget committee since no allowanCE: at the present time had been made for such provision. Mr. E. A. Barette, loc.al cltizen, opposed the ad- ditional service, pointing out that the council had seen f'it to operate economical y in the past and could see no reason for the additional burden. He stated that other municipalities had been compelled to withstand expenses far greater than I expectations as a result of a sanitary inspection service. Mr. F. G. Reese, anoth r I member of the ci tizen group, sustained the opinion expresfied by Mr. Barette. He advised the council to take steps to decrease taxes rather than increase them. As 11211 there was no further discussion, Mayor Large called for votes on the proposed em- ployment of a Sanitary Inspector for Eugene and Lane County and the councilmen voted as follows: Aye, Page, and Farrington; Nay, Lamb, Hendershott, Hanns, Bond, and Carlson; Absent, Reid. 131' At this time Councilman Reid arrived. Councilman P. J. Hanns pointed out that Mr. Robert W. SChiska, who owns property adjacent to the Park, is willing to purchase hydrants and install them if no further charges will accrue. The Recorder was requested to secure information as to the service charges I for fire protection for the next meeting. mhe matter was held in abeyance until ;16 that time. Complaints as to the so-called establishments of woodyards at 18th and Jefferson; 16th and 17th on Mill; 6th between Olive and Charnelton, were referred /17 to the Health Committee for investigation. .' At the recommendation of Councilman Hendershott, Miss Wiltha Trofzner was granted a period of 90 days in which to remove the barns, adjacent to property belonging to Mr. Johnson at 267 West 12th, which were ordered condemned by the council at the meeting of July 12, 1937. The recent death of Miss Trofzner's ;18 father necessitated this extension of time. With reference to fire department services without the bound~ries of the city limits, Councilman Hanns, chairman of the Fire and Water Committee, stated that he would have a definite report on charges for such runs at the next meeting /19 I of the council. I Upon motion made and seconded, Reverend A. J. Harms was granted special permission for erection of a garage at 2121 Harris Street, which in its construc- tion will be closer to the sidewalk than the ordinance now provides by reason of ,20 the garage having to be cut back into the sloping ground. I I Petition protesting construction of a warehouse and the operation of a fleet of trucks in a residential district, namely that part bounded by Grand Street on the east Railr.oad Avenue on the south and North Polk Street on the west and extending northerly to the City limits, was presented. Upon motion made and se- conded, the Building Inspector was instructed to refrain from granting a permit for construction of such a warehouse until a report has been received from the (21 Planning Commission and it was so ordered. I The request of Mrs. E. C. Hall for waiver of 10% penalty and 10% interest, and in lieu thereof offers to pay 6% interest on property foreclosed by the city, known as Lots 9, 12, and 13, Block 1, College Hill Park Addition, was denied by /22 the council, upon motion made and seconded. The Recorder reported that the Oregon-Electric Company h~d submitted a notice accepting the terms and provisions of the franchise enacted by the city of /23 Eugene. Councilman Lamb stated that the Postal-Telegraph Company had been notified of the expiration of their franchise and up until the present time no action had .. been taken by them to renew their contract. The Recorder was ins true ted to g!3t details for the next council meeting as to the arrangement between the City and /24 Western Union and the Postal-Telegraph Company. I I The Recorder presented a communication from the Lewis Lumber Company, Pengr , Oregon, expressing their thanks to the Eugene Fire Department for the able assis- tance rendered them during their recent fire and asked that a billing be made for the run. Upon motion made and duly seconded, the Recorder was instructed to bill all services on outside calls at the rate of $25.00 for the run and $15.00 for each hour the equipment is in service beyond the first hour. Councilman Hanns was asked to report to the Recorder all accounts that are delinquent so that steps can be /25 taken for collection. Report of the Eugene Publ ic Libnary for. the month of June, 1937 was pre- 26 sented and ordered filed. I An ordinance providing for the regulation of circuses, menageries, carnival , tent shows and other outdoor amusements and entertainments conducted for profit within the City of Eugeneh providing requirements for license and permit therefor~ providing a penalty for t e violation tnereof, repealing all ordinances and parts of ordinances in conflict herewith and declaring an emergency, was read the first, time and passed to its second and third readings by unanimous consent of the coun- cil by title under suspension of the rule and was placed for final passage. The ordinance was declared passed and numbered 8519. Mr. Calkins pointed ot.t that under the pro- I vision of this ordinance the Recorder would determine the amount to be charged ~..:l circuses traveling by trucks, but in no event is the fee to be less than $100.00. ,." , .' ~ Upon motion made and seconded the Cole Brother-Clyde Beatty Circus was ~''''-l' ~ given special permission'to perform in the city of Eugene on ~unday, August 29, II (\jj; 1937. The Recorder stated that prior to the meeting, to-wit, July 23, all the ~ 28) councilmen had been contacted and the majority of them had expressed their approva o'f a Sunday showing.
