'I ,-.. AI '. The minutes of the regular meeting of the common council held at the hour loA.. ~....' of 7~30 o'clock P. M., September 13, 1937. The meeting was called to order by 1. Mayor Large. All members of the council were present. The minutes of the previous meeting, August 23, 1937, were presented and 2 ordered filed as there were no corrections appearing. Ii Councilman Fred Lamb, Chairman of the Judiciary Committee, reported that thE II proper franchise between the city of Eugene and Postal Telegraph Company would be " ready for presentation at the next council meeting and requested the City Attorney 'I to communicate with the proper authorities of the Western Union Telegraph Company II " informing them that unless a proper franchise is prepared, they will be subject to J" ,I the 5% tax provided by the state law. The recommendation of the Judiciary Com- 31: I! mittee was upheld. 11 Relative to the petition requesting the council to remove the woodyard now I Ii being maintained by Lane County at 17th and High Streets, it was the recommendatior . I ~ of the Judiciary Committee that this wood storage space be left as it is and this 4 " recommendation was duly approved. II I II i' The Judiciary Committee reporting on the Anne Whiteaker claim, stated that " ,I 1 'I a conference had been held in the office of the City Attorney with Judge Potter, I plaintiff's attorney. It was pointed out that Miss Whiteaker is willing to settle II for $200.00, but that the city could not see liabi~~ty to that extent, therefore 5, il no decision was made. / , :1 The $214.99 offer of Beatrice O. This recommendation was duly approved. , I I I, Councilman Hendershott, chairman of the Finance Corrmittee, recommended that $50.00 per month for a period of three months be paid Victor P. Todd, WPA Engineer " II for the local sewing project. Chairman Hanns of the Fire and Water Committee requested an additional two weeks' time in which t 0 stlJ.dy the request for the installation of a stre,et light at the southwest corner of the intersection of Jackson and West Second streets and 17, it was ~ ordered. ~t / I ,I Request of Ransom Miller for special permit to add twelve feet to the south II end of his store building at 15th and Ferry Streets was granted by the council. I All councilmen had been out to view the premises of Mr. Miller and found the 18 I granting of such a request agreeable. , /' I , At this time the Recorder presented communication from the Eugene Minister- I Ii ial Association petitioning the council to refuse to renew the licenses of all pin ball machines within the corporate limits of the city. Councilman Carlson asked I that the council take time at this meeting to tear arguments on both sides of the I question in order: to better able the councilmeri'~o pass judgment at the next meet- ing. Those heard in opposition to the licensing were Rev. Norman K. Tully, Major j Ford of the Salvation Army. ~hose speaking in. favor of the licensing were: Har-ry II C. Farley, president of the Culinary Alliance, Louis De Brugh, member of the Eugen Beverage Dispenser's Association, Obak Wallace, Elmer Roberts, Frank ~alton and 19\' Dale Grimes. Mayor Large stated that this question would be left for final de- cision at the next meeting. '~ I / Communication from the Eugene Water Board stating that the city of Eugene has paid in full for the years 1935 and 19q6 for water used on the plantings on 20 the south side of Skinner's Butte Memorial ~ark was ordered filed. ~ /' Reports for activities during the month of August, 1937, were received froID the following departments: Police, Fire, Engineer, Lane County Health and Public 211 Lipnary and ordered filed. Skating Rink License at 7th and Willamette Street to be operated by Earl H. Neal was granted by the council upon the recommendation of Chief of Police 22 Carl F. Dragoo and H. U. Cochran for a Retail Beer Class "B" License and Package Store' Clas "B" License was presented and upon motion made and seconded, duly approved. It was pointed out that the Rich's Cigar Store had operated formerly under the sole pro- prietorship of Dean E. Dragoo and pow wit~ the additional name it would be necessar to charge the usual investigation fee of $5.00 for each application and it was so /27 ordered. .. Resolution authorizing the Mayor and Recorder to enter into a contract on behalf of the city of Eugene with krvilla L. Judkins was upon motion made and duly ,/ 28 seconded, approved: RES 0 ~ UTI 0 N WHEREAS, THE City of Eugene has acquired the South 6.7 feet of Lots 3 and 5, and all of Lot 4, Block 4, Fairmount Amended Addition to Eugene, Lane County, Oregon, and WHEREAS, THE City of Eugene has caused the same to be ap- praised and determined its value, and ! WHEREAS, Arvilla L. Judkins has offered the City $1575.00 I for said property, which, according to the appraisement is all that the property is worth, NOW, THEREFORE, 0 BE IT RESOLVED BY the Common ~ouncil of the City of Eugene I that the Mayor and Recorder be and they are hereby directed to enter into the annexed contract on behalf of the City of Eugene, I and the $500.00 down payment and all subsequent payments shall be deposited with the City Treasurer of said City.
