H The minutes of the adjourned meeting of the Common Council held at the hour of ':Ii 7:30 o'clock P. M., September 27,1937. The meeting was called to order by May~' ,- I Large. All members of the council were present. !' The minutes of the previous meeting were presented and ordered filed as there 2 were no corrections appearing. The Judiciary Commrttee was asked to consider the bill presented the council f by Mr. Marvin T. Warlick, Manager of the Eugene Hospital and Clinic, for services, 't j rendered one Ernest H. Craig to the extent of $15.75. Mr. Warlick explained that 3 this patient had come to the hospital for treatments from the city jail. I Upon motion mad~, seconded, and duly carried, the Fire Department was granted ~; permission to purchase 400 feet of 3/4" 4-ply booster tank hose at a cost slightly 4 in excess of $100.00 and two salvage covers at $39.75. Mr. Hanns, chairman of the Fire and Water Committee, asked that statements be mailed to the following parties located in the rural districts of the, city for whom services had been rendered by the Bugene Fire Department in answer to their summons: McGuire Estate 'No. ~nd ~adison Street No charge Chula Vista Dairy Doburg Road $175.00 L. Tierney's request for repeal of city ordinances Nos. 478 and 51 I relating to "General Police Regulations - Playing in City Parks" and "Prohibiting the riding of bicycles or tricycles in the public parks", was referred to the 6 Judiciary Committee for study. I The matter of a temporary appointment to the Eugene Police force, was left in J the hands of the Police Committee. It was pointed out that Clair Larson, traffic officer, is seriously ill in the hospital and may not be able to report for duty 7 for some time. \'1 ~ Councilman Hendershott, chairman of the Finance Committee, recommended ac- ceptance of the $130.00 cash offer made by Frank T. McMullen for Lot 2, Block 8, / Hollenbeck's Addition, with the city to furnish deed and pay all back taxes, but to not guarantee title in any way. Upon motion made and seconded, the recommenda- 8 tion of the Committee was duly approved. The request of John F. and Lillie B. Alford to redeem Lot 8, Block 1, ~helton I I Addition for $842.23, with a down payment of $84.22 and the balance at the rate of $10.00 per month for the first three months and $15.00 per month thereafter, /g was upon the recommendation of the Finance Committee, approved by the council. \ - Councilman Hendershott, chairman of the Finance Committee, recommended denial of the $200.00 offer of K. K. Folgedalen for Lot 7, Block 33, Gross Addition rlO and extended a counter-offer of $819.14. Upon motion made and seconded, this re- commended was accepted. At the recommendation of the Finance Committee, the $125.00 offer of K. K. Robinson for property described as "The South 46~2 feet of beginning at a point 156.8 feet North of ,the Southwest corner of Lot 4, Dlock 3, Fairmount Addition, and running thence North along the West line of said Lot to the Northwest.comer "thereof, thence South easterly along the North line of said lot to the Northeast corner thereof, thence South along the East line of said lot to a point due east of the place of beginning, thence west to the place of beginning.", city to (11 not furnish, insured title, was upon motion made and seconded, accepted by the I council. 112 I Request of J. The Finance Commi't.tee was granted special permission to consult with Mrs. John R. Marsh regarding Lots 5,6, 7, and the north one-half' of Lot 8, Block 14, / Fairmount .Amended Addition to work out a division of this property in three, separat tracts instead of the contract that had been originally askEid for by Mrs. Marsh and 11 with which nothing had been done. f ,f.f Hearing of rejections and' remonstrances on ordinance vacating the following v',::--; described, area, to-wit: "That portion of Van Buren Street in the City of Eugene "\, bounded on the South by the North line of Clark Street; on the North by the South line of Cheshire Street; on the East by the West line of Block 11, Riverwood Ad- dition, and on the west by the East line of Block 12 in RivE:rwood Addition to Eugene, Lane County, Oregon", was called for at this time and none heard. The ordinance had its first reading and passed to its second and third ree.dings by title under suspension of the rule by unanimous consent of the council, and was placed upon its j final passage. The ayes and nays were called, counc ilmen ve,ting aye, Lamb, Hender- " shot,t, Reid, Page, Hanns, Farrington, Bond and Carlson; nay l none; absent, none. 18 The ordinance was declared passed and numbered 8522. An ordinance providing for the appointment of a committee to have the manage - ment and control of a respiratory machine known as an "iron lung", for emergency use, had its second and third readings by title under suspension of the rule by tinani- , mou~ ~onsent of the council, and was placed upon its final passage. Communication from the Board of Appeals ,was presented. The request of the / McDonald Candy Company asking for a permit to erect a building at 454 Willamette \ Street with deviations from the Zoning Ordinance and the Building Code was approved 22 by the Board of Appeals and sustained by the council. / Request of V. Thayer for permission to erect a _garage at 809 Third Avenue West, waiving the required distances from property and street lines was denied by r 23' the Board of Appeals and 'this action was sustained by the council. Relative to licensing of pin-ball machines, Mayor Large asked Councilman Bond, Chairman of the Police Committee, what they wished to do regarding the situation. It was Mr. Bond's opinion that owing to the indefinite situation that pin-ball licenses shQu~d b.8 granted for the last quarter on the same basis as they were issued for the three previous quarters. He felt that the Supreme Court would have a decision probably before the first of next year. Citizens were present to air their views. Among them were Harry Johnson, president of the Unit~d Workers' League, who atr~nuously objected to a continuation of the licensing. One Mr. Blackford favored the licensing and believed that as long as the Supreme Court had not ruled them out, he thought that the prope~ thing would be to license them. Petitions from the Sunday School Cabinet of the Pairmount Presbyterian Church and' C. Madison Landaker, Represent,ative of the Younger Laity of the City of Eugene, were read, opposing the renewal bf pin-ball licenses on the grounds that they were I wrong morally and such machines diverted capital into wrong channels and so prevent d I its Rse for more constructive and pfofitable investments~ Upon motion of Councilma Bond and seconded by Mr. Lamb, it was agreed to continue licensing of pin-ball 24 machines for the third quarter of the year 1937. !1 Mayor Large reported the receipt of several letters recommending a Mr. Cook j for Juvenile Officer and asked Mr. Bond if he was ready to report on the matter. I was requested by Mr. Bond that the matter be deferred until the next meeting and so I 25 it was ordered. ! , L At this time Ruth Kneeland spoke regarding the improvement of the alley betwe n I Mill and Ferry and 12th and 13th running north and south. Mr. Carlson, chairman of the Street Committee, reported that there was nothing that the city could do regard, ing it; that it never had been improved and if the city should do anything wlth thi " alley, they would have requests from residents from all parts of the city to deal !!. with. Mr. S. M. Calkins, City Attorney, explained that it was impossible to Improv ~ this alley and assess it, as the city had no right to make any further bonded debt. ff J26 It was suggested that Miss Kneeland confer with City Engineer Clubb and work out some scheme whereby the residents in and about that area could take care of the sam .
