Mayor Large called the meeting to order; 1 all councilmen were present except Mr. Fred Carlson. The minutes of the previous meeting, November 22, 1937, were presented and 2 ordered filed. i Mr. G. D. MacLaren, Manager of Eugene Hardware Company, renewed his reques 1 I for a special loading and unloading zone for his place of business at the corner of Park and Oak Streets. Upon motion made and seconded, the council unanimously /' granted the request and the Superintendent of Streets was instructed to mark ofr 3 said zone on Park Street, the width of the double doors. Colonel James H. Tierney extended his sincere apologies to the Mayor and Common Council for remarks made by him at a recent meeting of the Elks Club. The 4 apology was accepted. t Louis F. Gieseke, 1408 Lawrence Street, asked that his six months special permit to operate his grocery store at his residence be extended for another six months with the understanding that at the end of the six months period of time he...... would either dispose of his business or move it to a proper business zone. Upon_ - motion made and seconded, the permission was granted. Cou~cilman Borid voted in'~he negative" explaining that he had received numerous complai~ts objecting to the es- 5 tablishment of a grocery store at his residence. / The Finance Committee presented a communication and attached statement fro Percy IT. Brown, auditor, wbo has been working on the city jooks. Councilman Hen- dershott pointed out that there is a balance of $136.00 in the audit account for 1937 and they wish to apply this amount to the audit and t'1at Mr. Brown would then continue as per ag~eement to work on the books on a monthly basis during the year 1938 and would have to make up the difference in the budget of 1939 to complete payment of the audit for the year 1937. After considerable discussion, it was I 6 agreed that the above outlined procedure be followed.and it was so ordered. ( Second offer of N. E. Glass to pay ~600.00, $50.00 cash and the balance at $8.00 per month for "part of Lot 5, Block 30, Fairmount Addition known as the Elliott-Morek property on Fairmount Boulevard", was denied and the recommendation 7 to stand on the $1000.00 counter-offer previously made, was approved. / Upon recomffiendation of the Finance Committee, the council approved the segregation of a certificate covering Lots 5 and 6, Block 26, First Addition to 8 Chula Vista Park, foreclosed in the name of C. F. Hyde. I Resolution authorizing the Mayor and Recorder to execute a deed to Jessie L. Marsh for Lots 5 and 6 and the North Half of Lot 7, Block 14, Fairmount Amended 9 Addition to Eugene, was upon motion made and duly seconded, approved. I RES 0 L UTI 0 N WHEREA S , the City of Eugene has acquired title to the following des- cribed property, to-wit: Lots Five (5) , Six (6) and the North Half of Lot Seven ('Z) , Block Fourteen (14) , Fairmount Amended Addition to Eugene, Lane County, Oregon. and 1 WHEREAS, Jessie L. Marsh have offered to the city the sum of $1200.00 the reasonable value of said lot as determined by the city, , NOVV, THEREFORE, BE IT RESOLVED By the Common Council of the City of Eugene that the 1 Mayor and Recorder be and they are hereby directed to execute and deliver to Jessie L. Streets be discontinued and poles erected and regUlar. street lights installed at I ~{ the se places. The 'recommendat ion was unanimously approved. Councilman Page, Chairman of the Park Committee, presented a letter from the ' Park Commission requesting an observation survey of all roads leading into homes from Hendrick's Park. Upon motion duly made and seconded, the city engineer was requested to make such survey and the Park Commission to make such recommendation 12 as necessary. / ! Second offer of J'ack Luc:key and L.C. I , II Relative to the requests made by the Elks' Traffic Safety Camp~ign, Counci1- ! man Bond, Chairman of the Police Committee, recommended th3 installation of a stop ~ sign at Eighth and High, making High a through street; Ilt~ and Polk, installation I; of sign on the north side of 11 th only. The Commi ttee felt that if the Elks Club i wan~ed skull and crossbones painted on signs placed at various intersections, that 1'1 they would have to furnish it themselve~; the ~ity is willing to provide for "slow signs", if necessary. R. T. Burghardt, of the Elks Commi tt 3e addre ssed the counc i 1 15 concerning th~ir program. / Councilman Bond reported that the city of. B.:ugene had an opportunity to rent the south half of the lot on the east side of the City Maintenance Building for th sum, of ~10. 00 pe r month to E. H. Lorence and a ,Mr. Brown f:)r used car and machin er . 1- 16 Upon motion made and duly seconded, this proposal was accepted. / Concerning beer and wine applications, Councilman Bond,. Chairman of the Poli e Commi t tee, stat ed that it was the Comilli ttee 's r.ecommenda t i :)n that renewals be granted to all dealers having licenses to oper~te for the year 1937 except the New Deal Bowling Alley, which they wished to hold for further consideration. It was pointed out that this place was being potronized by minors. The transfer of a Package Store Class lIBtt License from Beryl Pohll to VI..8. and H.T. Hilton, Drive- Inn Market was approved. And denied was the P&ckage S~re Class "B" License, ori- ginal application, sought by the Lone Star Cafe. The Committee asked for two weeks' additional time to consider the original application of the Oregon Hotel Coffee Shop for a 5estaurant and potel License. Upon motion made and duly seconde , 17 the recommendation of the Committee were duly qpproved. I Councilman Bond pointed out that the Police Department had been given strict ord'ers to enforce to the fullest extent of the)r ability double and overtime parking violations. Considerable discussion on the general traffic situation was 18 held at this time. '" An ordinance amending Ordinance No. 7753 entitled "An ordinance prohibiting the cutting of curbs in the City of Eugene, Oregonl!, was upon motion made and ]9 seconded ordsred tabled. /' It was pointed out that the Scherer Moto~ Company having complied with the requirements of the building code, they had been given perrnisE: ion to suspend their 1 20 marquise over. the front entrance of their place of bU,siness. ../ Request of Kirstine Snow for a street light at the southwest corner of the intersection of Jackson and ~est Second Streets, was denied by the Fire and ~ster 21 Committee and it was so ordered. /' Request of Col. James H. Tierney for repeal of Park Ordinances No. 478 and 22 511, was ordered tabled at this time. t Offer of J. D. Hudspeth in the amount of $100.00 cash for the l,r.,Test 85 feet of 1- 23 Lot 4~ Block 30. Gross Addition, was ordered tabled. ( Request of C. A. Carlson to connect with ~he city sewer to serve Lots 5~6~ 7, 24 and Block 1, Edblom's Addition, was ordered tabled. / Request of Katherine H. Hacker and Carmelita A. Hall" owners of Lot 1, Bk g, University Addition, located at the southwest corner of the intersection of 14th and Onyx Streets, asking for a permit to erect an apsrtment court on this property, was granted by the Beard of APpeals and this recommendation was sustained by the 25 common council. J 23~ -, Letter from Frederick Stricker, State Health Officer, notifying the council that the State Board will commence November 30 to complete a survey of the milk Z6 supply of the city, was read and ordered filed. I f'~, I Resolution from Santa Clara Grange #746 opposing licensing of pinball machine ~ '5-( (27 was read and ordered tabled. Resolution from the Parent-Teacher Association voicing disapproval of further I 28 licensing of pinball machines was read and ordered filed. Reports'from the Police, Fire and City Engineer Departments for the month of 29 November, 1937r were presented and orderea fil~d. 1 Letter from the City Lien Department requesting authorization to accept a check tendered to the city by W. J; Lichty in the sum of $122.77 in payment of liens on the West 80 feet of Lot 7, Block 4, Christian's Addition, was referred to the City Attorney and Judiciary Committee with power to act. It was pointed out that the city foreclosed this property under the name of Alice Lynn, mother of Mrs. Lichty. Mrs. Lynn has since passed away and Mr. Lichty bas a deed to ,the property ! 30 but as yet unfiled. Application for Second-Hand Dealers license to Herman Halfs at 628 ~'illamette Street was approved by the Chief of Police and this recommendation sustained by 31 the council. ,."... I' " The City Recorder stated that gasoline contracts with the city expire January II, 1938, and asked that he be authorized to secure bids for the year 193 . The Recorder was instructed to contact gasoline companies and ask them to submit 132 bids to be opened at the meeting of the coUncil on January 10, 1938. Councilman Hanns, chairman of the Fire and Water Committee, requested with- drawal from the emergency fund money for 1000 feet of 2i" hose and 400 feet of Ii" hose and the motion was seconded that orders be placed. The ayes and,nays were called; councilmen voting aye; Reid, Page, Hanns, Farrington; nay, Lamb, Hendershot , /33 Bond; absent, Carlson. The motion was carried. Relative to Coupon #13 on Bond #118 of City of Eugene, Power and Light Bonds, I dated April 1, 1931, claimed lost, it was agreed that the matter be referred to the 34 Judiciary Committee and City Attorney with power to act.
