The minutes of the regular meeting of the common council held at the hour
of 7:30 o'clock P. M., January 10, 1938. M~yor Large called the meeting to order.
All councilmen were present except Mr. C. C. Page. The minutes of the previous
meeting were presented and ordered filed.
Mr. C. A. Huntington, speaking on behalf of a Special Committee appointed
by the Chamber of Commerce to establish an athletic field in the city of Eugene,
re~uested the Mayor to appoint a Committee to meet with the School Board for such
a proposed program. It being understood that the School Board was willing to con-
tribute $6000 and the Committee of the Chamber of Commerce a like sum. It was the
belief of the Committee that the property consisting of 17 acres locsted at 19th
and ~illaffiette Streets in which the city has $6000 should be the city's share.
Further, that they needed action iID.I::'.ediately in order that they could file appli-
ca t ion wi th ,the F1J'\lA author it ies for the pro j ec t. Mayor Large appo inted the Finance
Committee and the City Attorney to meet with the Committee of the School Board and
other Comlliittees in order to work out a program and report at the next meeting of
the council.
Ordinance providing for a contract with United Air Lines fo~ rental of
airport property for the year 1938 had its first reading and passed to its second
and third readings by unanimous consent of the council under suspension of the
rules and was placed for final'passage. The ayes and nays were called, councilmen
voting aye: Lamb, Hendershott, Reid, Hanns, Farrington, Bond and Carlson; nay,
none; absent, Page. The ordinance was declared passed and numbered 8528.
. The $130.00 offer of E. B. Rife for Lots 7 and 8, ~lock 2, Blair Street
Addition, was denied by the Finance Committee and a counter-offer of $185.00 cash
or $25.00 down and $10.00 per month on a principal amount of $200.00 plus interest
was extended. Upon motion made and duly seconded, the recommendation of the Financ
(4 Committee was unaniliously approved.
The $300.00 off?r of Robert Walden for Lot 10, Block 12, Gross Addition
was denied by the Finance Committee and a counter-offer of ,$450.00 extended with
the further condi tlon that the purchaser must' build his residence on said property
within a period, of twelve months. Upon motion made and duly seconded, recommenda-
tion of the Committee was accepted.

Mr. S. L. Smith's $5.00 offer to the city for the garage located at 16th
,6 a~d Ch~rnelton Streets was upon motion made and seconded, accepted.
Ralph W. Nissen's offer of ~300.00 for Lot 2, Block 1, Cherry Grove Ad-
dition, was rejected by the Finance Committee and this recommendation was duly ac-
/7 cepted.
The $80.00 offer of Claude G. Erwin for the ~est 130 feet of Lot 59,
Foster's Addition, was rejected by the Finance Committee and a counter-offer of
$100.00 cash or $25.00 down Qnd $10.00 per month plus interest on a principal sum
of $120.00 extended to the purchaser. Upon motion made and duly seconded, the

the residence at 974 Taylor Street, wishes permission to purchase paint and calso-

approved by the council.
It'was reported by the Finance Committee that on February 23, 1937,
James A. Rodman purChased frolli the city lots 1,2,3,4,5,6, 15, and 16, Block 30,
Driverton's Lddition for $5,977.12, having paid on this amount $977..13. Now, Mr.
Rodman has entered into a contract for the sale of Lots 3 and 4 and the residence
thereon ~nd it is his desire to have said lots 3 and 4 senaruted from the balance
of the property and to pay a proportionate share of the b~lance which is $5000.00
for the separation. The request of Mr. Rodman was rejected and he is to be in-
fbrmed that it is thedesire of the council that he continue in accordance with the
prOVisions of his original contract.
The Finance Committee reported the following bills to the council with a
recommendation that they be allowed and motion was made, seconded and carried that
warrants be drawn for the same. The ayes and nays were called, councilmen voting
aye: Lamb, Hendershott, Reid, Hanhs, Farrington, Bond and Carlson; nay, none;
absent, Page.

At this time Mayor Large opened for discussion the ouestion of the
pinball problem. Leading the opposition for further licensing of the devices were
Rev. Norman K. Tully, representing the Eugene Ministerial Association, C. Madison
Landaker, on behalf of the Presbyterian Fairmount Sunday School, and Harry Johnson.
In ravor of continued operations of the machines were Elmer Roberts, L. C. DeBurgh
and Mr. Hawley, representing the Culinary Alliance. Mr. Hawley pointed out that
in a number of restaurants, help was being paid union wages by reason of the revenu
derived from the pinball machines and asked that the same be continued. At this
time the City Recorder presented for first reading an ordinance repealing Ord. No.
8425 and 8480 and declaring an emergency. The Recorder further reported that he ha
been asked by the local WCTU and the East Side Neighbors Club to register prot8sts
on their behalf for the continuation of pinball machines. He also presented a

Upon motion, the ordinance passed to its second and third readings by unanimous
consent of the council by suspension of the rules and was placed for, final passage.
Councilmen voting aye: Lamb, Hanns, Bond and Carlson; nay, Hendershott, Reid and
Farrington; absent, Page. Due to the fact that there was not a two-thirds majority
voting in the affirmative, the Recorder stated that the ordinance could not become
effective for a period of thirty days as provided by charter and asked the council
regarding the status of the machines during that period of time. Councilman Carlson
asked that an ordinance be prepared for passage at this time to license pinball
machines until the Ordinance just passed (No.. 8529) went into eff'ect. It was de-
cided that each distributor shall pay a license fee of twenty dollars for each
machine for a period terminating February 11, 1938, after which no licenses shall
be granted, provided, however, that in case the operation of pinball machines shall
be declared illegal by the Supreme'Court between the time of the passage of this
proposed ordinance and February 11, 1938 that no refund shall be allowed for the
$20.00 license fee per machine paid in at this time. Harry Johnson raised the ques-
tion as to whether the councilman who was indirectly interested in pinball machines
should be allowed to participate in the voting. Mayor Large stated that the pro-
posed ordinance had been approved by the majority of the council and that there was
no further question for discussion.. An ordinance to license, tax and regulate cer-
tain games and me~hanical devices used therein and declaring an, emergency had its
first reading and passed to its second and third readings by unanimous consent of
the coumcil by suspension of the rules and was placed for final passage. The ayes
and nays were called, councilmen voting aye: Lamb, Hendershott, Reid, Hanns, Far-
rington, Bond and Carlson; nay, none; absent, Page. The ordinance was declared
passed and numbered 8530.

Sam Bond, chairman of the Police Cowmittee, asked that the Street Department
be requested to purchase eight stop buttons for installation at various intersection

Communication from the Salvation Army requesting allocation for relief be
made on a monthly basis covering the amount of $3500.00 for transient relief, as
follows: January $880.00, February, $490.00, March $390.00, April $370.00, May,
$260.00, June $90.00, July $60.00, August $50.00, September $40.00, October $60.00,
November $260.00, December $450.00 and spec ial reI ief 4~100. 00, was referred to the
Finance Committee for consideration.
C. A. Huntington, stated that it would be appreciated if the Finance Com-
mittee, appointed earlier in the evening to assist in the purchase of an athletic
field for the city of Eugene, could be given power to act in the matter. Mayor
Large felt that the Committee should first report to the council and the Chairman
of the Finance Committee felt the same way.
The Fire Chief's report for the month of November, 1937 and a detailed re-
port of buildings and basements inspected during the year 1937 were presented and or
dered filed. Report of the Engineer for the month of December, 1937, was presented
and ordered filed. Report of the Police Department for the month of December and
detailed report for the year 1937 was presented and ordered filed. Report of the
Health Department for the month of December and annual report of the department were
17 presented and ordered filed. '
The Gilmore Oil Company having submitted the lowest bid on the gasoline
needs of the city of Eugene for the year 1938 was awarded the contract to supply the
city with its requirements commencing January 1, 1938 to December 31, 1938. COID-
petitive bids from the other companies were as follows: Associated .1644, Associate
Flying A; General PetroleuID, regular grade, Mobilgas Gasoline .17~; Gilmore, 1639,
Gilmore Red Lion; Richfield .1644, Hi-Octane Gasoline; Shell Oil Company l7~ Super
Shell; Signal Oil Company 17i, Signal; Standard Oil Company .17~ Standard; The Texas
Company ,.1693, Texaco Fire Chief, Union Oil l7i "76" Gasoline.
The following bids for a one and one-half ton truck for the Street Departmen ,
w.ere presented by the City Recorder: Simmons Company $1,234.50; Silva Chevrolet Co.
~1140.00; Lane Implement and Truck Company $1254.12; Sigloh-Sawyer Co. $1179.00.
The Street Committee was given power to act in the selection of the truck.
Dance Hall licenses for the year 1938 were awarded to the ~intergarden and
Townsend Club #l~ upon the written approval of the Chief of Police.
Upon motion of Councilman Eond and seconded by Mr. Lamb, Councilman Hender-
shott was elected President of the council for the year 1938. This action was un-
animously approved.
Mayor Large named the following appointments of Council Committees, Com-

Relative ~o the appointments of city employees, Mayor Large wished
to appoint John.Quiner, employed in the Engineer's Department, as oftice engineer
at a salary of $130.00 per month and Robert Roe,. also employed by the Engineer
Uerartment as transitman and draftsman at $133.33 and at the same time to appoint
Roy Loomis and Glenn Thorpe to the Street Derartment at $100.00 per month. These
27 appointments were duly confirmed by the council.

On behalf of the council, Mayor Large accep,ted v!ith regret the resigna-
tion of A. A. Reid, councilman of the Second ~ard. the council approved the
28 mayor's action and all expressed regret in Mr. Reid's depE~rture from the council.

Councilman Bond, chairman of the Police Committee, asked that the two-
hour parking lin:it on Park Street be enforced. Mr. Levan:. Street Commissioner, wa
129 instructed to secure and install the signs and it was so ordered.
Mr. C. F. Ford, Salvation Army Major, asked that the council adoot a
definite policy as to the disposition of the $3500:00 for relief purposes ~o that
they would know how to proceed. It was his opinion that this fund was budgeted fo,
Salvation Army purposes.
