COttncilmen present were: Lamb. Hendershott. Reid. Page, Hanns, Farrington, Bond. Carlson; absent. nonEI. I 1 Frank B. Reid addressed the council on behalf of 174 petitj.oners, all residents of 11th Avenue West. requesting 11th Street fram Wil1amette Street west to the city limits be made a throug street. He further presented a letter from the Kiwanis Club endorsing this safety program. He stated that in the year 1937 there were 54 accidents on West 11th Avenue in which seven were injure and sent to the hospital, and 6 fire plugs broken. He further revealed that there are three times as many accidents on 11th Avenue West as there are on West 6th, and strangely enough 6th Avenue West has eight times as much traffic. Mr. Reid felt that the traffic nituation demanded immediate attention and respectfully asked for the council's consideration. Cowlcilman Bond, Chaiman of the Police Committee, made a motion requesting the City Attorney to preparl~ an ordinance creating 11th Avenue West from Willamette Street to the City Limits a through street" Motion was seconded and duly carried. I 2 , Letter from the County Clerk informing the city of a bid rl3ceived for Lots 10. 11 and l~. Block 3. Agate Plat, was presented by the Finance Committee. The Mayo:[' and Recorder were au-thorize~ to execute a warrant in the amount of $22.82 to pay taxes and accept the offer for the property tha the County Clerk has on file. Upon motion made and duly seco:oded, this action was unanimously ap- proved. 1 The Finance Committee offered to take $200.00 for the East 60 feet of Lot 1, Block 6, Ri-.erwood Addition, in which property Neil Bond has signified his interest. with the understanding that Mr. and Mrs. R. G. Richards pay $75.00 for the West 11.69 feet. The council stipulated that both parties must accept. Upon motion made and seconded, the recommendation of the Committee was duly approved. The $520.68 offer of Norman F. Schneider for Lot 2. Block 2. West Sixth Street Addition was approved by the Finance Committee provided a down payment of $106.51, amount of taxes due, is made rather than the $40.00 which the party has offered to pay. Upon motion made and seconded, the recommendation of the Finance Connni ttee was unanimously accepted by the counoil. 4 I 5 I The $450.00 cash offer of Clyde McDougall for the 80 x 80 feet lot on the west side of Madison Street, beginning 81.19 feet south of Ninth Avenue West, was denied by the Finance Committe and a counter-offer of $1000 extended for his consideration. Upon motion made and seconded, the reoommendation of the Committee was duly approved. I 6 I The $500.00 cash offer of Mr. and Mrs. Jack Kesling for the "North 73 feet of Lot 1 and the North 73 feet of the East 6.8 feet of Lot 2, Block 11, James Huddleston's .Amended Addition". was denied by the Finance Committee and a counter-offer of $1510.53 eJ:tended for Lot 1 and the eas 6.8 feet of Lot 2, Block 11, Huddleston's Amended Addition. The coun(}il stipulated that no divisio of the property is to be made. UP9I1 motion made and seoonded, the Coramittee's action on this pro- perty-proposal was duly sustained. 7 / The $450.00 cash offer of W. p. MoLain for Lot 6, Bloak 21, College Hill Park Addition, was denied by -the Finance Connni ttee and a counter-offer of $750.00 ex'l:;ended for the purchaser's oonsideration. Upon motion made seconded and duly carried, the recommendation of the Committee 8 was approved. I The $185.00 cash offer of B.J. Morrow for Lot 10, Block 26. College Hill Park Addition, was denied by the Finance Committee and a counter-offer of $275.00 exl:;ended. Upon motion made and 9 seconded, the Committee's recommendation was approved. / The $500.00 cash offer of Thelmer J. Nelson for Lots 4 and 5, Block 5, Driverton Ad- dition and Lots 8 and 9, Block 6, ,Pearl Addition was, accepted by the Finance Committee on the con- dition that the purchaser build within a period of six months. Upon motion made and secomed, the recommen:lation of the Connnittee was accepted. 10 / The $550.00 cash offer of Anse yornell (By K.K. Folgedalen( for the South 21.47 feet of Lot 2 and all of Lot 3, Block 32, Gross Addition, was rejected by the Finanoe Committee and a counter-offer of $1052.25 extended for the purchaser's consideration. Upon motion duly made and seconded, the recOlIltlElndation of the Committee was approved. I 11 / The $550.00 cash offer of E. H. Thompson for the West 75 feet of Lot 1, Block 7, College Hill Park Addition, was rejected by the Finanoe Committee and a counter-offer of $750.00 extended. Mr. Thompson being present at the meeting, inoreased his former offer of $550.00 to $650.00. Upon motion made and seconded, Mr. Thompson's second offer was accepted by the council on the condition that he build wi thin a period of six months and it was so ordered. Borton for Lot 2, Blook 26, College Hill Park Addition, was ordered acoepted by the counoil on the condition that the purchaner build within a period of six months. 13- / A $200.00 check tendered by Robert W. Prescott for Edith E. Seifert as earnest money and down payment for a contract for repossession of ItLot 13, except ~~he West 10 feet of the Sub- division of Lots 5, 6, 7, and the North i of Lot 8, Block 31 of the Amended Plat of Fairmount Ad- dition to Eugene. He asked that this matter be also referred to the Police Committee by l'eason of the fact that such 17 a light might be of service to them, and it was so ordered. ( Councilman Farrington reported that Rev. D. M. Higby of Albany, Oregon, had called upon him and had agreed to either repair the building in question or have the same removed within a, very 18 reasonable length of time. I The City Recorder presented,a list of, delinquent bills tot~~ling $232.50 for out-of-town 19 calls made by the Fire Department. The entire matter was referred to the Fire and Water Committee. ( Stop signs were ordered placed on Eighth Avenue. making High a through Street; hence the petition requesting that Eighth Avenue be made a through street and st()P signs placed on HighStree , was tabled. Letter from Mrs. Ella S. Richardson, Police Matron, reques-l.:;ing leave of absence lOr a period of one year, effective February 1, 1938, was presented by the C:lty Recorder. The Recorder explained that Mrs. Richardson had been absent frpm her duties since O()tober 21st, but that the city had continue4 to pay her regular salary until December,3l, 1937. He further stated that a warrant had been prepared for January, but before release requested cOlIDcil authorization to do so. After a brief discussion, motion was made by Councilman Reid and seconded by Mr. Hanns to grant the leave of absence and to issue the warrant for January. A1l~ councilmen voted in favor of the motion except Mr. Bond who voted in the negative on payment of the, salary. 20 I 21 / I The request of M.A. Reed, General Manager of Oregon Motor Btages to connnence bus opera- tions on the following streets, namely: "Polk from Fifth Ayenue West 1~0 Second Street; Second Stre to We'st City L1mits;Sixth Street from Polk. to West City Limits; Ninetefmth from Jefferson to . I Friendly Street; Friendly to South City Limits; South Willamette from 19th to South City Limits; and to discontinue operation on "Almaden between 6th and 5th Street We:3t; 5th between Almaden Stree and Blair Street; 19th betWeen Jefferson and South Willamette, was upon motion made and duly second , approved. Mr. Townsend and Dr. Peters requested continuance of bus selrvice on 19th Street between Jefferson and South WillanBtte. Discussion was held at this time. Mr. Reed, Manager of the Compan , asked that the matter be held for further consideration and. he would CI:mtaCt the complaining p:l.rti es and see if a satisfactory solution could be reached. Mr. Graham Smith presented the plans and specifications fo:r the remodeling of the store rooms at 1070 and 1072 Willa.mette Street and the question of the defin:ition of "Mezzanine Floor" was considered and the plans as drawn approved by the Board of Appeals and this action sustained by the council. Peti tion requesting 'that 'the Southern Paci fic Crossing of Pearl Street, both as 'to sidewalks and paving, be placed in a condition similar to the remainde:r of -the street, was presente by the City Recorder. Le'tter from Southern Pacific Company stating -that this is not an appropria'te time of year to make permanent improvements to crossings, but in which they promise to keep it in as good condition as 'practicable with temporary repairs, was also read. Councilman Carlson reques ed that the City Engineer communicate wi th Southern Pacifio Company and secure from them a definite statement as to the time that this repair will be done and it was so ordered. 23 / 24 / I Request of R.S. Shelley petitioning the cOlmcil to authorhe the issuance of a new deed to cover the South 23 feet of the North W3.66 feet of Lot 3, Blook 18, Gross Addition, was upon motion made and duly seconded approved. It was revealed that Mr. Shelley had lost the origina deed issued to him. 25 I I The City Recorder presented a detailed report submitted by the Oregon State Highway Commdssion on a traffic survey of the. City of Eugene. In response 'to 'the Commission's request, Mayor Le.rge, City Engineer Clubb, Sam Bond and Fred Carlson, chairmen :r-espectively of the Police and Street Committees, were delegated. to me et with the Commission in Portland on February 17, 1938 to discuss the matter in full. It was ordered that traveling expenses be paid out of the ci tyfs emergency fund. That the signals oonform to the standard design and installa"bion praotioe adopted by the State Hid1way Commission. This type of installation is illustrated by -the attached sketch and may be desoribed briefly as the three-oolor~ two-way (90 degree)~ far right-hand corner installation. That the hours of fixed time operation be set tentatively~ as from 7:;0 A.M. to 8 P.M., and that at all times when not oper- ating as fixed time signals, a flashing yellow indication be gi ven to the main street and a flashing red indi cation to the cross street. 4. That all stop signs be removed from interseotions oontrolled by signals. 5. Tha. t all regula tory signs be ohanged to conform to standard types.' This may be done as funds permit, but it is urged that it be done as early as possible and that all replacemmts and additions be of standard design. 6. One of two methods of control may be used. The first wwld be to install an in'teroonnected system. This system would require looal controllers at each interseotion, all connected by a super- visory cable and controlled by a master oontroller located in the Cit,y Hall or other oentral looati on. This method of control is the most satisfaotory but is the most expensive. The master oontroller would keep the looal oontrollers in step one with the other. This is, of course, of paramount importanoe in a flexible progressi ve system. The signals oould be turned on and off, to flashing indioation, and to' the all-red indi cation for fire apparatus, from the master oontroller. Also~ the total oycle oould be regulated from the master controller. The other method of oontrol would be to ins tall a non-interoon- neoted system using synchronous motor'oontrollers at each inter- section. This method is less expensive but does not equal the other in performanoe. It would necessitate the installation of a time switoh at eaoh intersection for the purpose of turning the signals on and off and to flashing indication. With this system, it would not be possible to oontrol the signals from a oentral oontrol, to use the all-red indioation~ or to operate them at hours other than those set on the time switches. A flexible progressive system requ:tres that one intersection operate in exact relationship with its neighboring intersections. If the signals at one intersection get out; of step~ the entire flow of traffio will be disrupted. This cannot happen with a propert,y t~ed interoonnected system, but can easily ooour to a nozwinterconneoted sYstem. Further ~ should one oontroller get out of step with the others it is more difficult to adjust. If the non-interconnected type of control is selected, the specifioations should provide that the equipment be of a type that can be ohanged to an inter-conneoted system if deemed ad- visable at a later date. While no recommendations are made as to change in parking res- trictions, occasion is taken to remark that if signals are in- stalled they oannot be expected to operate sucoessful~ if double parking is tolerated to the s lightest degree. It Letter from Albert D. Applegate holding the oi t,y responsible f>r the da.nages incurred to his house at 22nd and Potter Street as a result of exoessive blasting by Chase Plumbing Company in putting through a sewer line at an adjoining house, was referred to the Juiioiary CoIIDDittee and City Attorney for study. Mr. Applegate estina ted -the damage at $74.00. F. Ber~an, Chief of Police, approvE1d by the city council. ( Charles Sullivan, Park Tender, reported that the Eugene Water Boord wanted to remove the pipe leading to and from the reservoir on Skinner's Butte Park. C:olmcilman Page, Chainnan of the Park Connni ttee, moved that the Water Board be gi van right to remove these pipes at their own 35 expense and it was so ordered. ,.. Councilman Hendershott reported that Mrs. C. E. Misfeldt had seen him and is willing J6 to trade her property in the park for other property owned by the oi~r. Conmunication from Rugh Realty Company tendering a check 5m the amount of $523.08 to oover the assessments on the property foreclosed by the City of Eugeno. belonging to Jay W. Carr, 37 was referred to the Finance Comini t tee. I Councilman Boni, Chaiman of the Police Connnittee, reportl~d that the Police Department is now using the Police Matron's car and would like to continue its Ufle until the same is needed. He also stated that the Policeerommittee would like to trade in the tlV'o oldest ca.rs in the Police Department upon the purohase of om new oa.r, thus leaving the police department wi-th three service ca.rs, and asked that the City Recorder be requested to call bids. Upl)n motion made and seoonded, the Police Committee was given full authority to act in the matter and it was so ordered. Clubb was requested to layout ani present the necessary informa- tion for a PWA projeot for building footwalks to Hendrick's Park and one from Skinner's Butte Park to Lawrence Street. 40 ) At this time Mr. 'M.A. Reed, Manager of Oregon Motor Stages, announoed that as a result of a hearing with Mr. Townsend and Dr. Peters, who had protested the discontinuance of city bus service on 19th between Jefferson and South Willwmette. they had agreed to resume service on this street.
