July 11, 1938. Mayor Elisha Large presided over the meeting. Councilmen present were: Messrs. Lamb, Hendershott, Reid, Page, Hanns 1 Farrington and Bond; absent, Carlson. The minutes of the previous meeting, June 27, 1938, were presented and 2 ordered filed. Fred Lamb, Chairman of the Judiciary Committee, asked for a period of I two weeks' time to consider the request of HildoO. Rogers and upon motion made /3 and seconded, it was granted. The Judiciary Committee was likewise granted an additional two weeks (~ to study the sidewalk injury claim submitted by Mrs. A. B. Norris. Councilman Lamb reported that City Attorney Calkins would be prepared to report on the Ramey Rugh" et ale contract as soon as the matter had been tm en (5 to court. Upon motion made and dul~ seconded, the recommendation of the Judiciary Committee that the proposed amendment, as submitted by C. Madison Landaker, to 6 the ordinance regulating the s~e of salacious magazines, be denied, was approved I The $500.00 cash offer of F. Hastings for Lot 1, Block 7, Fairmount: Addition, was denied by the Finance Committee and a counter-offer of $1000 exten- ded. Upon motion made and duly seconded, the recommendation of the Committee was 7- duly approved. I The $600.00 cash offer of George Myrmo for Lot 10, Block 7, Fa1rmount Addition, was accepted 'by the Finance committee and upon motion made and duly seconded, the recommendation of the Committee was unanimously approved and the Treasurer's Office herewith instructed to proceed with the execution of the neces sary pa~ers in confirmation of the sale as directed by the general resolution ada ted I by the -ommon Council on June 13, 1938 authorizing such action and it was so or- 8 dered. , The $300.00 offer of C. Hanns, Chairman of the Fire and Water Committee~ recommended the issuance of bills to the following parties to whom services had been rendered by the Eugene Fire Department: Charles Baker, Elmira, Oregon, $15; Dewey McAlpine, River Road, $12.50; Dewey McAlpine, $5.00; Rex Knight, Springfiel , $7.50; R. H. Burch, Burch Shoe Store, $9..00; City of Coburg, $43.00. Upon motion 16 made and duly seconded, this recommendation was unanimously approved. I Councilman Farr ington, Chairman of the Heal th Committee, stated tha Frank Chambers, had requested additional time for demolition of the Yates Hotel by reason of the fact that the tenants had not been able to find other living quarters. Mr. Lamb reported that Mr. Chambers in talking to him, had requested a 17 extension of one year. The matter was referred to the Health Committee. I Councilman Page, Chairman of the Park Committee, made the following I recommendations relative to the proposed WPA project: (1) That the request for a wading pool be stricken out; (2)- That the lumber salvage from the CCC buildings b not returned to the WPA but retained for the city's use; (3) That steps be taken to remove the old wire fence used for the deer and elk pens in Hendrick's Park.. I was pointed out that any or all materials needed for such projects would be paid out of the 1939 Park Budget to be provided by the Budget Committee this year. Up n motion made and seconded, .the Mayor and Recorder were authorized to execute the 18 necessary papers, allowing the project and it was so ordered. / Mayor' Large remarked that he had rece i ved a communi cat ion from E. J. Griffith wherein he stated that the city would have to make a formal request to the WPA for the purpose of removing the old.CCC buildings in Skinner's Butte Park and retaining the materials therefrom. Upon motion made and seconded, resolution 19 authorizing the Mayor and Recorder to make wch a request, was unanimously adopte by members of the council. tResolution on page 108) * ! Communication from Dr. E. L. Gardner, Health Officer, requesting ~he city's health and sanitary measu~es be ~nforced on circus and carnival ground, and granting him authority of a police officer in matters pertaining to sanitatio 20 ~nd the health of the gen~ral public, was upon motion made and duly seconded,.ap- proved. I Request of Charles C. Davis for a permit to operate a broiler plant at 1609 Villard Street, was denied by the Board of Appeals and action sustained 21 by the council. . I I . . Request from Glenn O. Graham to convert the upstairs of his house at 2190 Willamette Street into living quarters, was presented. The Board of Ap- peals recommended that Mr. Graham be granted a permit to make only interior changes and the building of a dormer window. Upon motion made and seconded, the 22 recommendation of the Board was duly sustained. / , Request from Dr. W. E. Moxley asking for a permit to remodel the hous,e at 1393 Beech Str~et into Apartments, was granted by the Board of Appeal s- I 23 and recommendation sustained by the council. I Communication fro,m Herschel R. Taylor complaining about traffic: conditions on East 13th from Alder on past University, was presented. In his communication Mr. Taylor further commented that the city's edict prohibiting ~rucks from this area we.s being ignored ~l togeth~r. To solve the confronting problems, it was Mr. Taylor's suggestion that th~ city install troughs or dips in the street to prevent cars traveling at a high rate of speed and likewise miriimize the truck traffic. The matter was referred to the Police and Street Com 24 mittees. ) ! ~ ~ l(J~:;- .- - Application from the Disabled American Veterans of Eugene to operate a carnival in the city during the year 1939 for the purpose of raising funds to bring the State Convention of Disabled American Veterans to Eugene that year, was ordered' 'i:.-.. An ordinance making it unlawful to posaess~ to sell or give away matter which is non-mailable under the Federal Code, had its third reading and was placed for final passage. Councilmen voting aye: Lamb, Hendershott, Reid, Page, Hanns, Farrington and Bond; nay. none; absent, Carlson. The ordinance was declared passe I 2~ and numbered 8544. An ordinance to prohibit the sale and use of fire crackers, sky rockets, torpedos, bombs, cap pistols and other similar explosives, or the sale or use of confetti, and providing a penalty for the violation thereof, had its third reading and was placed for final passage. Prior to calling roll, communication from Donald Erb, Bresident of the University of Oregon, wherein he strongly endorsed the passag of such an ordinance, was presented. There was considerable sentiment to prohibit fireworks entirely. An ordinance providing for the appointment of special officers and pro- hibiting disoiderly conduct, the defacing or injuring of property, the possession of firearms and the killing or injuring of wild life in any areas belonging to the city of Eugene and lying outside of its municipal boundaries, had its second and third readings and was placed for final passage. An ordinance fixing a license tax upon every dealer who shall sell tobac 0 in any form in the City of Eugene, had its third reading and was placed for final passage. Jack Luckey, presiden~'9f the Chamber of Commerce, addressed the council presenting the possibility of a joint city-county-state law enforcement headquarter and jail facilities. Therefore, the City Recorder be and he is hereby directed upon receipt of the title to the buildings to file application to raise them, viz, and the Mayor and the City Recorder be and they are hereby authorized to enter into a contract with the Works Progress Adciinistration that one of the three buildings may be continued on said site for :use for warehouse purposes for Camp Lane;; and. that upon the completion of the use of the Works' Progress Administration that the third building may be torn down without any further authorization from the Works Progress Adminis- tration.
