J~ The minutes of the regular meeting of the Common Council held at the hour 'i,,~\-:!,. t\) of 7:30 otclock P.M., August 8, 1938. Mayor Elisha Large presided over the meeting Councilmen present were: Messrs. Lamb, Hendershott, Reid, Page, Hanns, Farrington, 1 Bond and Carlson; absent, none. The minutes of the previous meeting, July 25, 1938, were presented and 2 ordered filed. Due to the failure of the New Service Laundry smoke stack to retain the I soot let ofr by burning sawdust, E. R. Frank reported that a very deplorable con- dition existed. Mr. Frank stated that residents in that neighborhood could not allow their doors or windows open by reason of this condition. Several members or the council had already looked into the matter. It was decided that it be referred :3 to the Health Committee to confer with the management of the Laundry. I The Judiciary Committee was granted another two weeks to report on the 4 R~ey Rugh matter'. I The $450.00 offer of Lols McHoes for Lot 22, Block 1, Hendrick's Amended Add! t ion, was denie d by the Finance Commi t.tee and a counter -offer of $525.00 exten- ded. Upon motion made and seconded, this recommendation was duly approved by the 5 council. I The $700.00 offer of Marvin L. Strout for Lot 4, Block 8, Hollenbeck Ad- dition, was accepted by the Finance Committee and upon motion made and duly seconde , the recommendation of the Committee was unanimously approved and the Treasurer's Office herewith instructed to proceed with the execution of the necessary papers in confirmation of the sale as" directed by the general resolution adopted by the Commo 6 Council on June 13, 1938, authorizing such action and it was so ordered. I The $575.00 offer of ~homas D. McHoes for Lot 8, Block 5, .Hollenbeck Ad-. dition, was denied by the Finance Committee and a counter-offer of $659.02 extended Upon motion m~de and seconded, the recommendation of the Finance Committee was duly I 7 approved. / The $1200.00 cash offer of B. Rosenberg for the South 100 feet of Lot la, Block 3, Whiteaker"s Addition, was denied by the Finance Committee and a counter- offer of $1800.00 extended. Upon motion made and seconded, the recommendation of 8 the Committee was duly approved. / The $460.00 offer of V. W. Gowdy for the East 75 feet of Lots 11 and 12, Block 15, College Hill Park Addition, was denied by the Finance Committee and a counter-offer of $600.00 for a tract 60 x 120 feet, extended. Upon motion made and 9 seconded, the recommendation of the Committee was approved. I' Notice from W. B. Dillard, Lane County Clerk, notifying the council that they have an offer on the West 60 feet of Lot 6, Block 4, Maplecroft Addition, was presented. The Finance Committee recommended that the city pay the taxes to protec its liens and set a sale price of $125.00 on the property. Upon motion made and \ 11 seconded, the recommendation of the Committee was duly approved. / The $800.00 offer of Mrs.. Robert E. Toner for Lots 9 and 10, Block 4, Gross Addition, was denied by the Finance Committee and a counter-offer of $1250.00 I extended. Upon motion made and seconded, the recommendation of the Committee was 12 duly approved. I The $800.00 offer of Tpomas E. CaijY for Lots 11 and 12, Block 4, Gross Addition, was denied by the Finance Committee and a counter-offer of $1250.00 ex- tended. Upon motion made and seconded, the recommendation of the Committee was dul 13 approved. n ) The $1000 cash offer of Dr. R. C. Faust for Lot 12, Block 5, Gross Ad- I dition, was denied by the Finance Committee and a counter-offer of $1500.00 extende. .. 14 This recommendation was duly approved by members of the council. I The $125.00 offer of A. G. Enright for Lot 16, Block 2, Agate Plat, was approved by the Finance Committee if Mr. Enright will accept a bargain and sale 15/ deed. Upon motion made and seconded, this recommendation was duly approved. The $600.00 cash offer of E. H. Lamb; Chairman of the Judiciary Committee, re- commending the adoption of plan outlined by the Lane County Abstract Company relative to furnishing title evidence on the property acquired by the City through lien fore- 119 c~osure sales, was upon ,motion made and "duly seconded, approved by the council. . The 'Mayor and Recorder were authorized to execute a warrant in the amount of $115.00 on behalf of Lane County Abstract Company for quieting title reports 20 issued with a lapse of 60 days or more before issuing the title insurance policies. Wentworth, Treasurer 186'.72 The Fire and Water Committee recommended the issuance of bills to the following parties to whom ,services had been rendered by the Fire Department on out- of-town calls: Buster Love RFD #1, Eugene, $6.00; Dunn Water District, 28th and Willamette, $3.00; Clem Howell, Willagillespie, RFD #2, $14.00; Herb Owen, $12.00; 22 Upon motion made and seconded, the recommendation of the Committee was duly approve . / At this.time a lengthy discussion was had by the Mayor and Council concerni~g the Fire Department making out-of-town calls. The Recorder read a statement from a Portland newspaper concerning the situation as it existed there. Some d~uncilmen expressed the opinion that the city should not make any more calls beyong the city limits. Councilman Hanns ,. Chairman of the Fire and Water Committee stated that there is an attempt being made to formulate fire districts to which the Fire Department could make calls upon their request by reason of the fact that there would be a small millage to compensate the department for that service." The matter was left in the hands of the Committee and they are to complete their re- commendation as to how the matter should be handled within a sixty day period of 23 time. / Councilman Page, Chairman ofothe Park Committee, stated that the I large maple tree located on the parking immediately in front of the buildingat 1139 Willamette Street is ready for removal and asked council, authorization to pra- ceed with the same. City Attorney Calkins stated that regular condemnation proceed ings had been taken by the Park Board and there being no appeals or remonstrances, and the Park Board agreeing that it should'be removed, it was all within the power 24 of the Board to remove the same without any action on the part of the council. / Councilman Bond, Chairman of the Police Committee, recommended the transfer of a retail beer Class C License from W R Wallace, former owner of Rainbow I Restaurant, to George F. Schaefers, to operate the Eugene Recreation at 10th and Willamette Streets. Upon motion made and seconded, this recommendation was duly I approved. Another complaint of a hobo camp at the end of East Eighth was re- 26 ferred to the police. . . / . Councilman Hanns pointed out the deplorable truck traffic situation 27 in Eugene and the Chief of Police was instructed to bear down on truck drivers. I ;A Chief of Police Bergm~n stated that he had appointed P. A. Pruitt, ~ J15~ --.... -- - - ... - ------..,.,. --- as special officer, without pay~ to look after the city's right at Spencer Butte 28 Park. - ( ...... I Request from Harry Gordon for a permit to construct a temporary shed at the ~' rear of his store at 1056 Wil~amette for the purpose of keeping out southwest storm i; house trash for pick-up, storIng heavy wrapping supplies and car parking space, -', '9 was refused by the Board of Appeals and action sustained by the Council. Request from Mr~ and Mrs. J. M. Pownall for reclassification of the lot on the north side of Sixth Avenue West, just inside of the City Limits for business purpos was denied by the Board of Appeals, but does recommend that the Council inspect Sixth Avenue West, especially that portion of the street beyond the city limits, 1 with the view of rezon.ing this portion of the city. This recommendation was approv 30 by the council. I Request from E. E. Hartung for reclassification of his property at 11th and Charnelton, the west 93 1/3 feet of Lot 2, Block 8, MUlligan's West Addition, for t purpose of erecting a service station in the future, was presented by the Board of Appeals. It is the recommendation of the Board that Lots 2 and 3, of Block 8, MUlligan's West Addition be reclassified as business property, and the Council 31 sustained this action. ( ~ Communication from Percy W.. Brown announcing completion of audit of,' the city ?2 books from April 1 to June 30, 1938, was presented and ordered filed. Report of the Police Department, Engineer and Fire Chief for the month of July, 33 1938, were presented and ordered filed. Annual financial report from the Eugene Water Board for the year ending December /34 31, 1937, was presented and ordered filed. Clarance A. parmenter's application for a skating rink license to be conducted at West 7th Street near Willamette Street, was approved by the Chief of Police and p5 action sustained by the council. An ordinance declaring a preference in the employment of women by.the city for - those having no other means of support, had its first reading and passed to its 1 second and third readings by unanimous consent of the council by title under suspension of the rule and was placed for final passage. The ayes and nays were called, councilmen voting aye: Lamb, Hendershott, Reid, Page, Hanns, Farrington, Bond and Carlson.; nay,. none; absent, none; The ordinance was declared passed and 36 numbered 8550. Upon motion made, seconded and duly carried, it was ordered that Mrs. J. C. Knigh be granted a special permit to allow her to reconstruct her hou~e at 1445 East 14th \ 37 Avenue as requested by her at the meeting of July 25. Resolution recommending that a group be formed to promote civic projects in order ,38 to provide jobs, was adopted by the Common Council: RES 0 L UTI 0 N WHEREAS, There now exist in the City of Eugene and the State of Oregon~ between eighty thousand and ninety thousand unemployed workers, a large portion of these being skilled mechanics, who in the majority of cases, are tax-paying citizens of their respective counties, and WHEREAS, The Building Trades Council has made a survey of some of the building needs of the City and part of their survey, which taken to- gether with other surveys mad~ by other groups, shows that Eugene and vicinity are in need of a sewage disposal plant, combined city and county 1 jail, park improvement, sidewalk and sewage improvement, civic auditorium and numerous other projects and improvements, too numerous to mention, for which funds could be made available through 't he PWA and WHEREAS, In the City of Eugene and the State of Oregon there is a condition of labor unrest caused, in our opinion, by outside subversive forces along with a lack of cooperation between established business and established labor in this city and state; 1- THEREFORE BE IT RESOLVED That representatives of business, labor,civic organization~, state institutions, together with members of the lumbeF , industry, contractors association, architectural association and other associa tions interested in the promdrt-ion of employment for the unemployed and industrial peace between business and labor in this city and state establish a committee, and this committee shall consist of six members, three to be selected from Organized Labor, affiliated with the American Federation of Labor, as follows: One member from the Central Labor Council, Dne member- from the Willamette Valley District Council of Lumber and Sawmill Workers Unions and one from the Building Trades Council and three citizens t~ be selected who will be truly representative of the citizens of Eugene and Lane County. This committee shall be non-political. ~ r1l6 ~ -- -- -~ -_. n' - .- - "-. --.... --...-" - - - BE IT FURTHER RESOLVED, That for the purposes of organization there be called through the cooperation of the Mayor and Common Council of the City of Eugene, the Eugene Chamber of Commerce -~ and the Central Labor Council a general public meeting, inviting I all intere~ted persons, organizations and business establishments -= to attend, together with the local governmental authorities. BE IT FURTHER RESOLVED, That this committee be known as the Labor Relations Committee, whose objectives will be to alleviate, if possible, the unemployment condition now existing rind endeavor to create industrial peace, in order that business as well as labor I may have a breathing spell which will enable both to work to~ards this common objective to relieve- the unemployment situation now existing in this city and state. . BE IT FINALLY RESOLVED', That a coordinating committee be set-up whose duty it shall be to make a survey of building needs in our city and county in order that the City of Eugene and the County' of Lane may be in a position to file application immediately with the PWA and other governmental lending agencies if it so recommends. W. C. Clubb, City Engineer, stated that he had been holding up a permit to move the old parish house of St. Mary's Episcopal Church from 7th and Olive to the southwest corner of 11th and Lawrence by reason of its size and condi- tion. Upon much discussion, it was agreed that a permit be granted on two condition . . that they obtain the written consent of property owners within two blocks of the new site and the splitting of the building, which is 44 x 60 feet, into parts so that there will be no damage to streets or posts in moving this building, and it was so 39 ordered. ~ I The City Recorder requested that all budgets now being'prepared by department heads and committees be turned into -his office by 5:00 o'clock P.M. 40 August 10th.
