I. NOTICE OF SPECIAL COUNCIL MEETING i:
To the M.embers of the Common Council of the City of Eugene:
NOTICE IS HEREBY GIVEN., That on this 7th day of September" 1938, the Mayor of the
City of Eugene hereby calls a meeting to be held at ten o'clock A. M. in the
Council Chambers in the City Hall in the City of Eugene for the consideration of
I the following matters:
(a) Appointment of members of the Budget Committee for preparation
of the annual budget for the city.
(b) The submission to the electors by resolution of charter amend-
men t s .
(1) Changing the term of the Recorder and Treasurer. to
four years.
(2) A self-liquidating sewage disposal proposal.
(3) A proposal for contribution by the Eugene Water
Board to the city's current expenses in a form
to be proposed at the meeting.
(4) Any other charter amendments or proposals to be
submitted to the electorate, all of the fore-
going having to do with the general election
held in the state November 8, 1938.
(5) Passage of ordinance calling a Special Election ~
for. submitting to the electors of the City of
I Eugene the above proposed charter amendments.

The council met in special meeting pursuant to the call of Mayor Large
with all councilmen present except Messrs. Page and Hanns.
Mayor Elisha Large named the following individuals to comprise the
budget committee for the year 1939: Messrs. Fred Stickles, A. C. Dixon, Con Dillon
Robert Lemon, Robert Hall, Jack Luckey, James Rodman, and Nathan Rubenstein. Upon
j motion made and seconded, the appointments werB duly confirmed.
Resolution submitting to the electors of the city the proposal of a self-
liquidating sewage disposal, was presented and upon motion made and seconded,
J unanimously adopted:

BE IT RESOLVED by the Mayor and Common Council of the C~ty
of Eugene, Oregon, that there be submitted to the electors
of said city for their approval or rejection, at the general
State and National election held on Tuesday, November 8, 1938,
the annexed Charter amendment, being, :
I~ AN ACT to amend the Charter of the City of Eugene, Oregon,
by adding a new chapter thereto, authorizing the Common Council
to own, acquire, construct, equip, operate and maintain within
and without the city limits of Eugene sewage disposal plant
or plants, sewers, equipment and appurtenances necessary, useful
or convenient for. a complete sewer system and disposal plant~
to acquire any property, rights of way, or easements; to establish
just and equitable charges for service upon all water users; to
require the Water Board, without charge, to collect such charges
from water users and pay the same to the city; to issue self-
liquidating bonds in a sum not exceeding $85,000.00; to accept

and apply any Government aid available; and to use the funds
collected first. for the retirement of the bonds and interest,
.~ and second, for the extension of the system.

amending the Charter of the City of Eugene making the term of office of City Re-
corder and Treasurer, each four years, was presented and upon motion made, seconde ,

BE IT RESOLVED by the Mayor and Common Council of the City of I
Eugene, Oregon, that there be submitted to the electors of
said city for their approval or rejection, at the general State
and National election held on Tuesday, November 8, 1938, the
anneted Charter Amendment, being .,
AN ACT to amend the charter of the City of Eugene, Oregon
by amending Section 8 of Chapter 2 of the Charter of the
City of Eugene making the term of office of the Recorder
and Treasurer, each, four years and providing that it shall
take effect as to the candidates elected november 8, 1938.
Resolution submitting to the electors of the city the proposal for
contribution by the Eugene Water Board to the City's current expenses in a form to

unanimously adopted:

BE IT RESOLVED BY THE MAYOR and Common Council of the City of
Eugene, Oregon, that there be submitted to the electors of said
city for their approval or rejection, at the general State and
National election held on Tuesday, November 8, 1938, the annexed
Charter amendment, being,
AN ACT to amend the charter of the City of Eugene, Oregon I
by adding a new chapter thereto turning over the cost and
control of all public service of electricity, and water
facilities in the city of Eugene to the Eugene ~ater Board.
On the proposed transfer of light and water service installation, place
ment and service from the Common Council to the Eugene Water Board, it was under-
stood and agreed that in case a bill were introduced to the state legislature, whic
would return to the city money in any other form than provided in this bill, that
the State action would automatically void this special act.

An ordinance calling a special election for submitting to the electors,
etc., was read the first time and passed to its second and third readings by
unanimous consent of the council by title under suspension of the rule, was placed
for final passage. The ayes and nays were called; councilmen voting aye: Lamb,
Hendershott, Reid, Farrington, Bond and Carlson; nay, none; absent, Page and Hanns.
The ordinance was declared passed and numbered 8554.
