I Reese Wingard, attorney representing Mrs. Emma Mills, asked that assess- ments against 1006: Taylor Street, which heretofore was declared paid in full, as can be' substantiated by the receipts received from the office of the City TreaSlrer. The /3 matter' was referred to the Judiciary Commi tt,ee and City Attorney for consideration. Prank Kinney, member of the Eugene Realty Board, stated that they had, no~ as yet received their listing on prices of city property and are anxious to g~t to work on it. Councilman Hendershott stated that there would be a list of one hund'red pieces turned over to the Board sometime this week. Mr. Kinney asked if the valuations of the properties were being based on what the city had in it or as to the. present market value. To this, Councilman Hendershott responded t'hat prices (4 axe what the city feels the. property is actually worth. . Mrs. H. E. Slattery, representing the G.A.R., requested special per- mission for removal of the St. Maryis Episcopal parsonage, now located at Seventh and eilive Streets,.to a site 68 x 5510n the south side of Eighth between Lincoln and Lawrence Streets. She stated that the moving was' to be done' by George Lammers" bonded house and building mover. Upon motion made and seconded, the request for /5 special permission was unanimously granted. Request of Marvin T. Warlick, Chairman of the Lane County Democratic Central Committee, to suspend-a banner across willamette Street in front of their 6 campaign headquarters, was denied by the council. 1 / Petition presented by Paul Kiepe declaring that there is need for an authority to function in Eugene because unsanitary and unsafe inhabited dwelling ac- commodations exist and a shortage of safe or sanitary dwelling accommodations to persons of low income at rentals they can afford, exists, was referred to the Judici ry (1 Committee for study. - R. L. Jonea made a request for special permission to install a two thousand gallon fuel oil storage tank at 195 Van Buren Street for the Hancock Oil Company. Councilman Hanns having made previous investigation, recommended that this 8 request be granted and it was so ordered, upon motion duly made and seconded. ) The $450.00 offer of, C. D. Quinn for a site 60 x 133.68' on the North side of the alley and west side of Van Buren street between Broadway and Tenth, was .' . ; denied 'by the Finance Oommittee and a counter-offer of $500.00 extended. Upon 9 motion made and seconded, this recommendation was duly approved. ) The $625.00 offer of Clyde Yarbrough for property located at 131 Washington Street, was accepted by the F.1nance Committee and the Treasurer's Office was instructed by the council to proceed with the preparation of the necessary /10 papers in consummation of the sale and it was s 0 ordered. The $600.00 offer of Mrs. Dorothy Weeks for Lot 9, Block 3, Shelton's First Addit~on, more commonly known as 131 Washington Street, Was denied by the /11 council and the offer of Clyde Yarbrough for said property was accepted. I The $1200.00 offer of M. Peterson for the North 1/2 of Lots 1 and 2", Block 5, Elias Stewart's Addition, was denied by the Finance Committee and a counter offer or $1550.00 extended. It was pointed out that in the event the counter-offer is accepted by the prospective purchaser, that the commission is to be payable to /12 P. Aug. Peterson. - The $1600..00 offer of W. C. Greenup (with the Oregon Settlement Associa tion) bidding on behalf of a client for Lot 6 and the West 1/2 of Lot 7, Block 2, I" Harris Addition to the City of Eugene, was denied by the Finance Committee and a counter'-of'fer' of $2250.00 -extended. Upon motion made and' seconded, this recommendat on (13 was unanimously approved. . . The $350,.00 offer of Mrs. -Mary H. Wentwo~th, Treasurer 248.15 Lovinger' Disinfectant Co. 37.05 Councilman Hanns, Chairman of the Fire and Water Committee, recommended that a street light be placed at Pearl Street and the RR crossing on the pole next t the train signal system and the light to be placed as high as possible on that pole. Upon motion made and seconded, the recommendation of the Committee was unajmously 19 approved. J Councilman Farrington, Chairman of the Health Committee, reporting on "Joe's Placeu recommended, on behalf of his committee, that the building be not vacated and torn down until October 1, 1939, but that in order to continue its use between now and that date, alterations and repairs have to be made according to specifications of the Building Inspector. It was further stipulated that the one room subdivided and used as sleeping quarters was to be locked and not to be oc- cupied in the meantime. Mayor Large asked if there were any remonstrances or ob- jections to be made at this time; there being no Objections, the demolition proceed- /20 ings are to be instituted at the proper time and it was so ordered. Councilman Bond, Chairrr.an of the Police Committee, recommended the in- stallation of stop signs at all four corners at 19th and University and it was so ~ ;21 approved. Police Chairman Bond served formal notice that all punchboards in I operation in the city must be removed and out of circulation within a week from (22 date and it was so ordered by the council. It was further declared by the Police Committee that all tobacco vending machines were to be considered as any other dispenser of cigarettes and if it were found that vending machines were being operated by minors, the place of business would be subjected to a penalty. All living organizations on the campus, operating commissaries, were asked to secure licenses if they had tobacco in any form for sale f23 and it was so ordered. Mayor Large questioned the continued use of the building occupied by the Pacific Truck Express across from the Frances Willard grade School. Mr. Page stated that the firm was planning on moving into other quarters very shortly. The matter ,24 was herewith dropped. Letter from Mrs. Ida Peltier reporting injury sustained by her as a resul of a sidewalk fall in front of the Oregon Settlement Association on 8th Avenue West, was presented and referred to the Judidiary Committee and City Attorney. She asks (25 that some consideration be shown for her doctor's expenses and loss of time. Request of W. B. Wing asking for a permit to erect a two stall garage on the west end of his premises-at 63& Olive Street, said structure to be constructed of one-hour fire resistive materials only. The board recommends that this permit be granted with a limit of one year. Upon motion made and seconded, the council 26 adopted the recommendation of the Board of Appeals and it was so ordered. Berreman for a reclassification of the north one hundred feet of Lot 6, Block 3, Huddleston's Amended Addition to allow the epeetion of modern two-story brick apartment house, 45 reet by 90 feet, facing west. The Board would recommend that this request be referred to the Planning Commission and I 27 it was so ordered by the Council. An ordinance granting to Postal Telegraph-Cable Company, its, successors an ~ assigns, a franchise to place, erect, lay, maintain and operate 1n, upon and under ~ the streets, alleys, avenues and public highways of the City of Eugene, poles, wire f~ , and other appliances for the transmission of telegram messages, was read for the second. time and held for third and final reading until the meeting.of October 24" 54 1938. . l .
