The taxpayer-s I meeting was called tp order by Mayor Large with tthe state-
ment that the first part of the meeting would be open for comments and recommenda-
/ 1 tions from the taxpayers on the proposed budget for 1939.
First to appear was citizen F.G. Reese. He opposed the salary increase
as they are affected in" the u~per brackets conceding the point that the lower
brackets are deserving of the increase. He thought this was very unfair legislatio
1 in that it was taking from those who had little in order to give to those who were
receiving a substantial income. He stated that the large group of small home
owners were the ones who were vitally interested in matters such as this and re-
12 quested that his recommendation be seriously considered.

Colonel James H. Tierney, also being present, pointed out that he was a
taxpayer paying approximately $300.00 a year and he was convinced that the taxes
paid for the benefit of the city of Eugene were being spent very wfsely and to the
best interest of the city. It was his opinion that there.~,h"o.uld be no ciriticism in
the increase of wages because he sincerely fel t that thEf"ci ty employees were not
receiving fair salaries. He further stated that it was his belief that the Mayor
I 3 and other city officials should also receive remuneration.
Mayor Large called for further comments and there being none, he closed
the taxpayers' hearing and opened the meeting to the budget committee.
The Recorder presented a communication from Councilman Fred C. Oarlson,
Chairman of the Street Committe!?, wherein he requested that the funds allotted for
the purchase of a new tractor be stricken out and extend in its stead the previously
removed Street Maintenance and Gasoline and Oil Funds in the budget of tha Street
Department. Upon motion made and duly seconded, this request was unanimously ap-
/4 proved.
Concerning the recommendations in the proposed budget, it was the unanimou
opinion that they be approved as advertised and it was so ordered. The budget was
1 5 herewith referred to the Common Council.

At this time Mayor Large ,expressed his appreciation to the members of the
~ 6 Budget Committee fo~ their interest and diligence.
The special meeting of the council was called to order. Councilmen presen
were: Lam b , Hendershott, Reid, Farrington, Bond .and Hanns; absent, Page and Oarlson;
9 the latter being absent from the city.

An ordinance levying the annual tax levy for the city of Eugene for the
fiscal year 1939 had its first reading and passed to its second and third readings
by title under suspension of the rule by unanimous consent of the council and was
placed for final passage. The ayes and nays were called, councilmen voting aye:
10 Lamb, Hendershott, Reid, Farrington, Bond and Hanns; abf':ent, Page, and Oarlson. The
J ordinance was decl~red passed and numbered 8561~
