Mayor Large presided over the meeting. Councilmen present.were: Messrs. Lamb, Reid, Bond, Carlson, Farrington, Hanns, Page, and Koppe; absent, none. 'I,;,;.;.l. f;"J . "." "1-- The minutes of the previous meeting, January 23, 1939, were presented and 2 ordered filed. Communication from Or-egon Motor Stages requesting authorization to abandon certain bus operations and commence new operations within the city of Eugene, was .referred to the Police Committee to report at the next meeting. Mr. Anderson of the U.S. Engineer requested the council to designate office space to be used by the U.S. Army Engineer in the event of a flood to this region similar to that of 1861. it was suggested that an ideal location would be in the neighborhood of the University which is free of high waters. The city is,to contact officials of the University and mutually agree upon a headquarter and there ,4 with notify Mr. H. ,M. Rigler, 433 Pittock Block, Portland, Oregon of their findings I (3 The request of Pete's Bakery to erect a neon sign in front of their building /5 located at 1622 Olive Street, was referred to the Board of Appeals for consideratio . Clyde Johnston, attorney, made a plea for special peddling privileges for A. T. Hall, a local man, who had been peddling oranges from door to door in the cit of Eugene. It was pointed out that Mr. Hall had started a peddling trade and due to this occupation had taken himself from the relief roll. If he were forced to pay the high city license, required of all peddlers, he would be unable to meet it and would be back on relief again. The matter was referred to the Judiciary Com f mittee and City Attorney for report at the next meeting. The Judiciary committee recommended that the $108.19 claim of Dr. A. H. Ross, 17 presented by the law firm of Harris and Bryson, be denied and it was so ordered. Relative to the Harlow Hudson p,roperty offer, the Judiciary Committee recom- mended that Lots 4 and 5, Block 25, College Hill Park Addition, be sold at the listed price and that Lots 3 and 6 be withdrawn from the market and reappraised. It was pointed out that the reason for withdrawal is that the city cannot give titl to the same. The recommendation of the committee was duly approved. Quinn for' Lot 6 in BpoklO, section 10 of the unplatted portion of Eugene, the lot being located between Brbadway and 10th and facing Van Buren, was accepted by the Finance Committee and approved by the council upon motion duly made and seconded. ' Offer of F. J. Berger, Realtor, on "behalf of client Cecil 1. Small' in ,the amount of $890.00 for Lot 3, Section 10~ -Book 10 of the unplatted portion bf "Eugene 66 2/3' by 1601 (known as 1144 west Broadway, was accepted by the Finance Committee and upon motion made and seconded, approved by the council. Offer of Edith Gardiner for client William Grossluck in the amount of $550.00 for Lot 8, Block 1, Shelton's Addition (51 Lawrence street) was denied by the ' Finance commi ttee and a counter-offer' of $600.,00 extended. Upon motion made and seconded, the recommendation of the committee was duly approved. Offer of Edith Gardiner for client B. P. Dutke in the amount of $350.00 for Lot 4, Block 2, Shelton's Second Addition (11 Lawrence street), Was accepted by the Finance Committee and duly approved by the council. Communication from Lance W. Hart wherein he states that he is willing to ac- cept the council's counter-offer' of $1400.00 for Lot 12, Block 5, Gross Addition, was presented and approved. The finance committee recommended that Mr. C. P. Wright who had accepted the council's counter-offer of $500.00 for the South 50 feet of Lots 1 and 2, Block 3, Rugh's Addition, be allowed to pay for the same on the following terms, to-wit: $25.00 cash, $75.00 February 1st and the 'balance at $25.00 per month plus 6% intere t on deferred payments, all to be due on o~ before one year. The council approved of this procedure. ' A. C. Farrington, Chairman of the FJnance Committee, reported the following bills to the council with a recommendation that they be allowed and motion was made seconded and Carr ied. that Warrants be drawn for the same. The Fire and Water Committee recommended that a bill in the amount of $19.75 be mailed to Sigman-Fell Insurance Company for the account of Frank Horn, Route 1, 117 for fire services rendered the party on February 9 and it was so ordered. In consideration of an additional premium of $49.79, the Council authorized ~ special endorsement to our 'present fleet coverage policy to cover $10,00 to $20,000 Bodily Injury Insurance and $5,000 property damage insurance on the four Fire Department equipment. It was pointed out tnat this additional insurance was 118 necessary to protect the equipment on out-of-town runs. Mrs. w. H. Maxham, member of the Park Board, requested the Recorder to read that portlon of the Ordinance pertaining to the appointment of Park Board members- and the chairman. It was revealed from tne record of minutes that the chairmanship as held by Mr. F. M. Wilkins was made on the basis of an annual appointment. Mrs. Maxham took exception to naming the Mayor's appointee as chairman as she felt that it was not in accordance to ordinance provisions. The entire matter was referred to 19 ' the Judi clary Committee and City Attorney for report. I Police Chairman ~am Bond stated that the Police Committee had granted C. F. Bergman, Chief of Police, a leave of absence, without pay, for the month of February 20 1939, and this was duly approved by the council. I The Police Committee reported that 938 tickets were handed out in January and 459 of these were paid. The remainder were given to out-of-town autoists and could not be collected. Mr. Bond reported that the additional officer placed on duty for 21 overtime and dOUble-time parking offenses, was working out very satisfactorily. I Mr. Bond requested two w~ekst time to consider tne request of the Bdison ,22 School PTA for traffic control. The council voted to establish stop signs on 13th Avenue east at ~he request of University officials to slow traffic,.near the campus. The signs will be erected at 13th and Kincaid, stopping east bound traffic and at 13th and University, stoppin west bound traffic. I 23 Petition requesting abolishme~t of the I-hour parking limit which is now in effect on 13th between Alder and Kincaid this action to apply to the south side of /24 the street only, was vehemently denied. The Police Committee authorized transfer of Retail Beer Class liB" License from C.C. Campbell, proprietor of theOregana, located at 798 East 11th Street to Kietzh O. Fennell the new owner, and it was so ordered by the council. I The council voted to pay the $100 assessment of the League of Oregon Cities. U8 to the increased activity of the body, it was pointed out that the money would be a good investment. But in case a duplicate license is secure , the council ordered that refund should be made on one. I A. C. Chambers to rebond delin- quent assessments in the amount of $277.36 should be approved by the council, due to the passage of a recent ordinance rejecting any or all applications, was referred to 36 the city attorney for consideration. ,/ An Ordinance adopting the report of the Water Board and the City Recorde " establishing just and equitable rates pursuant to a hearing heretofore held by the Common Council on the 23rd day of January, 1939, had its first reading and passed to its second and third readings by unanimous consent of the council by title under sus pension of the rule and was placed for final passage.
