Page and Koppe; absent, none. l The minutes ~ the previous meeting, March 27, 1939 were presented and I rdere~ filed. The me~ting was herewith called to order. Mr. A.. B. Carley addresse,d the council requesting the recommendation and approval of the counc.il in a campaign tm place house numbers on street curbings.. ifter considerable discussion by the council~ Mr. Carley was granted permission to '[banvass the city on h,isown behalf and ,was not to employ the recommendation of the bouncil in sponsoring the solicitation. 1 Mr. Robert Bertsch of 2223 Alder Street addressed the council asking. or an extension of time until October 1, 1939 to complete the removal of the ~rees in the parking strip from the above numbered property. After a briefdiscussio by the council the request was granted and the matter continued indefinetly. Il - Counci Iman Farr ingto n, Chairman of the Finance Comrni ttee, recommended that U he offer of Nick M.. Derschon to wreck the house ,at 1706 Lawrence Street and the house at 2411 Potter Street, with a payment of l25~00 and $10.00 for each house !hespectively, be rejected. Upon motion made end seconded the recommendation was ~ ' approved. II . The $50.00 cash offer' of Clark C. Dick for a str ip of land 17.' x80 t ~djoining his lot at. 4 Monroe Street was recommended by the Finance Committee. The IDity of Eugene to furnish a merchantable title but not any insurance covering same. Upon motion made and seconded'the recommendation of the committee was approved. II , The acceptance of a $100.00 cash offer of Julius Silva for the North 8.48 ~eet of Lot 9 ahd the South 8.33 feet of Lot 10, Block 24, Gross Addition, was recome _ ~ed by the Finance Committee. The City of Eugene is to furnish a merchantable title ~ut not any insurance covering the offer. Everson for Lots 4,5, and 6, Block 4, ountain View Park Addition was rejected by the Finance Committee and it was so order d ty the Counci 1. ~ 'The acceptance of the $400.00 cash offer of W. Dion for'Lot 7, Block 11, Hollenbeck Addtion was recommended by the Finance Gommlttee on the condition that ~r. Dion begin immediately to construct a residence. Bryan, presented the bill in the mount of $16.50 of Charles Farnham for radio service to the Police Dep:irtment. It tas p6inted out 'that Mr. Farnham had been cautioned to always obtain a requisition ~jor parts and materi8.1sbu~ thi~ time t'ai led to. do so. Councilman Farringto n ~uggested that this bill be paid but that the SItuation be talked over with ~r. Farnham and the ordinance requiring a requisition for each jab be strictly enforc d. The ayes and nay s were calle d, counc i Imen vot ing aye, were:' Lamb, Re id, Bond, Carlso ]arrington, Hanns, Page, Koppe, nay none; absent, none., II Chairman Koppe of the Health Committee reported that two trailer houses located in the alley bounded by Lincoln and Charnelton between '{th and 8th Streets ~ere occupied by two women and tnat the women had access to sanitaryfacilities ]n adjacent homes and it was not considered an ordinance violation~ I Chairman Koppe further reported that State In~pector Dillinger had 'l is i ted the City Dump Grounds and awarded a very fine l' ecornrnenda t ion. However, '1'. Dillinger recommended that Mr. Christofferson use 11me around ~is hog pens.. ~ ""-188 Councilman Kop~ reported that an abutting property owner desired to build a party fence between the two properties as there were cows coming into the city .....,-" property,. The matter was referred to the Heal th Committee for investigation :~~;; wi th a request to secure estimates of the cost of a fence and make a reper t at ~~ the next meeting. I Councilman Page, Chairman of the Parks CoinIDittee, reported that the NYA program had offered the services of one man in the mat'ter of caring for the Skinner Butte Park until the first of June and after the first of June there would /1ibe two men a vailable. Mr. Page requested the council to instruct the recorder to 14 obtain this service. Motion was made, dul~ seconded and unanimously approved. Chairman of' the Police Committee, Councilman Bond wished to recommend that Olive Street from Sixth Steeet to the Alley between 11th and 12th Streets be made aone-hour-parking-zone street." Up'on motion made and seconded the recoIDInendati n 15fi(was unanimously approved. I Chairman Bond reported the request of Miss Ann Whiteaker at 97.4 Charnelto to have painted a four foot ctirbing so she might have ingress and egres~ in this area. The matter was referred to the Police and Street committees for further actio l~nd report and it was so 'ordered by the council. Chairman Hond repor ted that a trucking company located on West, Fourth Street, two houses east of Polk, was using its residence as a loading and unloading place for vegetables and !'ruits. Mr. Bond s'tated that they were 'hauling the commidi ties in large quanti~ieB Bnd were recrating them in smaller crates and making deliveries. Chief of Police, Carl Bergman, was instructed to investigate the situation and report to the City Attorney. If there was a violation of any brdinanc l7..J.Ythe said practice is to be discontinued in the future. It was also reported to the council by Councilman Bond that 609 traffic l~tickets had been issued during the month- of' March, 1939. ' Communication from Roy E. Morse concerning a courtesy traffic ticket for out- of town cans was presented to the council and ~fter a brief discussion sug?ested that this year, during the heavy tourist trat'f'ic which we expect to have, that it ~would certainly be a fine gesture, and a good thing to do. The matter was referred 19 to the Police Committee for consideration and it was so ordered by the council. I The request of J. W. and Lizzie Maltman petitioning the council to pass a resolution dedicating to the pUblic for use as a ~treet the pro~erty owned bY the City lying within the boundaries of 24th artd 25th Avenues ~ast and along extensi n of Harris Street was referred tn the Street Committee for inwestigation and report 2 at the next meeting. Mr'. Percy W. Brown, Certif ied Publ i c Accountant, I' eported that he had audited the books and r~cords of Fred ~ent~orth, former City Treasurer and Treasur~r of the Eugene Water Hoard for the calendar years of 1937 and 1938, and found that they were correct in all respects with all funds and securities properly accounted for. Upon motion made, seconded and approved'the report was accepted and the -rr-recorder instructed to rel'ease the form of surety bond for former City Treasurer, 21 Fred ~entworth. Request of Miss Celia V. Hager for a permit to move the house located at ~52 Beech Street to the rear of the lott and convert it into two apartments was presented. As Miss ~ager can comply with all the requirements of the building code, the Board of Appeals: recommended that she be granted a permit to convert the house ....-ijinto apartments. Motion was made, duly seconded and the I' ecommendation was unanimou ly 22 approved. Communication from the Building Inspector, S. R. Mosher, recommended that the request of Mrs. M. E. Holcomb for a permit to erect a porch and outside steps on the'side of her residence at 1190 Monroe Street for the purpose of making an apa ment of the second story of her house be rejected. Upon motion made and duly second 23 the recommendation of the Building Inspector was sustained. I Communication from Building Inspector S. R. Mosher condemning the prerrnse at the Northwest corner of the intersection of Van Buren Street and Thirteenth Avenu as unsanitary, a fire hazard and a detriment to the adjacent neighborhood was presen Miss ReI, in behalf of her family living at the above premises, addressed the counci with a request fbr a period of six weeks in which to meet the city regulations and }.promised to comply wi t, h such regulat ions as werp required. Upon mot :ion made, second /Iland approved the recommendation of condemnation was indefinitely postponed and the 24 request of Miss ReI granted. I The Clarke Electric Company respectfully requested a refund of $1.00 be for permit No. 12758 taken out on March 22, 1939, inasmuch as the work was not 26 by their company. Request was presented and approved by the council. Horton, Accountant, presented a written report of the audit of the records of the City of Eugene from January 1st to March 28, 1939 and found all funds properly accounted for and the records in excellent condition. A difference of $9.90 between the cash as shown by the Recorder's Ledger and the amount turned over to the present treasurer was discussed with members personally. The Recorder reported the matter cleared on April 1, 1939 and the council ordered the report filed. Communication from Chairman of the Finance Committee, A. G. FarrJngton, with notification that the house known as 1307 Eleventh Avenue West, located on Lot 4, Block 2, Chambers Addition and Lot 5, Block 2, Chambers Addition is this day removed from t_he market. Upon motion made and seconded the notification was duly approved. ~ Monthly reports from the Polrcel"'lre, and Engineer's Departments end also the Building Inspector and Police Met'~n were presented and ordered filed. <-- The City Recorder reported that the contract between the City of Eugene and Joseph Harrell concerning the airport had expired the first of the month. The rent was paid to date and the commissions would be paid to date as soon as possible. The Recorder stated that Mr. Harrell had always taken care of the provisions under the contract in a very fine order. The question concerning a new contract with Mr. Harrell was referred to the Finance Committee with a request to report further at the next council meeting. equest of Williamson & Company for a $5.00 refund on Street Cut No. 177 upon motion made and seconded was unanimously approved. An Ordinance providing for the collection of fees, licenses, and moneys to be paid in to the City, and the segregation thereof amoNng the various office's was presented to the council. It had its first reading, and passed to its second and third readings by title under suspension of the rules by unanimous consent of the council and was placed for final reading. Upon motion made and seconded the license was unanimously approved. An Ordinance adopting Section 55-2004, Oregon Code 1935 supplement as amIDended by Chapter 481 of the Oregon Laws of 1937 relating to traffic control signals and providing against crossing streets between the same declaring an e emergency and providing a penalty was presented to the council for its f~st reading, passed to its second and third readings by title under suspension of the rule by unanimous consent of the council and was placed for final reading. The ayes and nays were called, councilmen voting aye: Lamb, Reid, Bond, Carlson, Farrington, Hanns, Page, and Koppe; nay, none; absent none~ The ordinance was deck'red passed and numbered 859'7. (Recorded on Page 14, Vol 23, Record of Ordinanc s ~ayor Large reported that Mr. Fancett and Mr. Hobson of the University of Oregon expr>essed their apprecistion of the fine reception accorded the basketball team on winning the national title of ameteur basketball. It was rep~ted to the council that lights were being stolen from the picnic. shelter in Hendrick's Park. It was suggested that the Superintendent of Parks contact the contractor that made the installations with the request that the ~ights be raised to prevent people from reauhing and removing them and report at 36-A the next meeting. AT this time City Recorder C. M. Bryan reported that the Eugene Water Board had made a turn ove'r of Sewage disposal charges for the month of March showing a total collection for the three months of $3,365.00. Upon motion made and ~R seconded the City Attorney and Judiciary Committee are to take steps to enforce 37 ~ collection of the delinquent funds and it wn.s soordered by the council. The report of the Special Committee concerning recreation proposals was made by Councilman Farrington and is as foll~! s: First: Recommendation that the new P1a yground commissi on consist of three councilmen and two school board members. ~ "..- 190 ::;;;. Second: That a full time director be hired at a salary not to exceed $200.00 per month ..~: ,. ,""*' ...... ~ / Fourth: That this program be in full force and effect as of June 1, 1939. I ,~ " '" Third: The council is to retain complete control of the Park Department At this time Arthur Hendershott, Chairman of the Playground Commission addressed tje cp*ncil stating that the playground Committee stood ready and willing to confer with the special committee in their deliberations. He stated that they had not been called in but that the committee stood ready and willing to tender theirresignation at any time tnat it was requested by the M~yor and the council. Upon motion made by Councilman Page, seconded by Councilman Lamb, and a call for the question by Councilman Reid, the recommendation of the committee was 39 approved and ord,ered placed in effect.
