/11 o'clock P. M. ~~y 22~ 1939. Mayor Large presided over the meeting. Councilmen present were:
Messrs. Lamb, Reid, Bond, Farrington, Hanns, Page and Koppe; absent, Carlson.

Councilman Farrington, Chairman of the Finance Committee, recommended the offer of
x:,. F. Hyde for client, Earl B. Houston, $125.00 cash for Lot 1, Block 8, Kincaid Park First Attition
3 Upon motion made and seconded the recommendation of the Finance Committee was approved,

It/ The offer of W. J. Burke to wreck the house at 1706 Lav~ence Street was, upon the
~ recownendation of the Finance Committee, rejected by the Council. Upon motion made an d seconded
5 the recornnendation of the Finance Committee was approved.
The acceptance of the offer of Nick M. Derschon to wreck the house at 1706 Lawrence
Street, with a paynent of $20.00 for the house and cl eaning upthe house and c3eaning up the lot,
was recommended by the Finance Committee. Upon motion made and reconded the recommendation of the
. 6 Finance Committee was approved.

The offer of T. H. Garrett to redeem a fifty foot strip cf' property 6n Agate Street
between 14th and 15th Avenues was recommended by the Finance Committee on the condition that
Mr. Garrett pay $452.92 for said property instead of the previous offer of $400.00. The City
will give Mr. Garrett a bargain and sale deed and the property will be clear of all encumbrances
including payment of taxes. Upon motion made and seconded the rccommendati on of the Finance
7 Committee was approved.
The Finance Committee further recommended that the City Recorder be instructed to
notify the lien department to cancel the Onyx Street paving assesslD:mts against 'the North two
feet of Lot 3, Block 4, Mountain View Park Addition. Upon motion made and second ed the recommenda-
tion was unanimously approved.

Councilman Page, Chairman of the Parks Committee, stated that Mr. J. F. Reade, represen-
ting the Eugene Garden Club. requested permission to make further shrubbery and flower plantings
on Skinner Butte Park, stating that the same would be done sometime this fall without expense to
the City of Eugene~ provided the City would agree to furnish suita1,}le care for them after they
are planted. After a short discussion by members of the council, l~. Page was requested to inform
Mr. Reade that the City would be very grateful for the plantings and that they would be given
every care.

Councilman Reid, Chairman of the Sewer Committee stated that the Sewer Committee had
investigated the Sewer conditions at 246 West 2nd Street and. upon finding them inadequate had
ordered sewer connections made.

Mr. Reid further stated that Amon and 1<Tennes Additions had been opened up for settlement
on South Willa.mette Street just beyond the city limits and the sponsors of th e additions were
requesting the city to run the sewer main to the city limits and they would build their own sewer
to connect with the city's sewer main. After considera b]e discussion by the Council, l\1r. Reid
was requested to inform the interested parties that no sewer connections could be nade with the
city's services until the Additions became a part of the City of Eugere. .;

Councilman Bond. Chairman of the Police Committee, recommen:led that stop buttons be
placed in the alley between 5th and 9th Streets bounded by Willamette and Oak Streets. The buttonEK
on the north to be placed about one-half way between the entrance to trB alley and the bus depot.
The button on the south to be placed at vma t 'WOuld be th e Junction 0 f crossing a 11eys. Upon motion
made and s eco:nd.ed the recommendation was unanimous ly approved.

At this time Mayor Large recommended that th e City Recorder be instructed by the
council to write a letter of commendation to'~he Elks BPOE Lodge of Eugene, Oregon complimenting
them in providing such a fine parking lot for their members. Upon motion made and seconded the
recommendation was unanimously approved.

t~yor Large reported the accepted resignation of Arthur Mahany, member of the Police
Department, and recommended the appointment of P. J. Heise to succeed Mr. ~~hany. Upon motion made
and seconded the recommendation of the appointment was unanimously approved.

Mr. Jacob E. Soric addressed the council asking for permission to extend the wrecking
operations of the old Yates Hotel until next spring. After considerable discussion by members
of the council, 1~. ,Soric was granted until Oetoberll. 1939 to remove the building. It .vas also
adjudged that the tenants should be vacated from the building on or before July I, 1939 and it ~ms
so ordered.

The City Recorder at this time presented the annual report of the Eugene Water Board
for the year of 1938. The report was accepted and ordered placed on file.

Communication was presented by the City Recorder from James Peebles, mvner of the Eugene
Mirror and Glass Company" rel!uesting the removal of the weighing scale s located at the side of his
building on Fark Street. Mr. Peebles stated that the scales belonged to another party and as plans
;:~ were being made to remodel the building the scales were in the ....ray and requested their removal.
:,~;'~) After some discussion by the council, the Recorder W'8.S instructed to write Mr. Peebles and inform
"c:':::, him that the s cales could be removed and if the OVVrler 0 f the same refus ed to remove them, then
o Mr. Peebles is to notify the council and the City will remove them and it, was so ordered. ~ HONever,
it is to be understood. that the. owner of the property :we 1,ild be held responsible, for re-placing the
17 street and making the necessary repairs.

Communication was presented from Mrs. H. L. Hilliard .rraking claim to the City 0 f Eugene
) in the sum of $44.50, for damages done 'to her car by a tree which blew over and hit her car while
it was parked in front of a vacant lot, now o,..med by the city, on the Madison Street between
Third and Fourth. The matter was referred to the Judic.iary Committee and City. Attorney for repor,t
18 at the next .council meeting.

Communication was presented from the Board- of Appeals stating that a request had been
recei ved from Blayne M. Brewer asking for a permit to erect an apartment house on the rear of Lot 5,
Block 10, Hendrick's Amended Addition, the building to consist of, four apartmentsfof,"'two r.ooms
each. As the lot is located on the east side of Lincoln Street between 15th and 16th Avenues and
is one and one-half blocks outside the Apartment Zone, the Board recommended that the request be
denied. Upon motion made and seconded the reco~~endation of the Board of Appeals \vas approved.
Y In regard to the Request of Sam Watson, asking for a permit to move his blacksmith shop
from 757 Olive Street to 157 Eleventh Avenue West the Board recommended that he be granted a
I tempora:ty permit for six months. Upon motion made and seconded the recommendation of the Boa..rd of
20 Appeals was approved.

A request from H. C.. Skade, asking for a permit to vre.i ve the Set-Back Ordinance in order
to allow him to erect a triple apartment withiri twelve feet of the property lines on Fourteenth Aven e
and Ferry Street was denied upon the recommendation 0 f the Board of Appeal s. Upon motion made and
seconded the recommendation the Board of Appeals was unanimously approved.

Communication was presented from the Lane County Abstract Compalty requesting a cancellatio
of the City Certificate of foreclosure dated on November 7, 1936 on the east sixty feet of Lot I,
Block 20, Gross Addition. Upon motion made an d seconded the request was granted.

was presented to the council. It had its first reading, and passed to its second and third readings
by title under suspension of the rules by unanimous consent of the council and was placed for final
reading. The ayes and nays were called, Councilmen voting aye: Lamb, Reid, Bond, Farrington, Hanns
Page, and Koppe; nay, none; absent, Carlson. The Ordinance was declared passed and numbered 8600.

An Ordinance amending Section 8 of Ordinance No. 7709 of the City of Eugene, entitled:,
An Ordinance regulating the use, conduct and control of vehicles upon the streets and all~s of the
City of Eugene, and prescribing penalties for the violation thereof, and repealing Ordinances
Numbered:3890, 5695, 5993, 61~8, 6264, 6590 and 7536, and all ordinances or parts of ordinances
in conflict herewith, and declaring an emergency" was presented to the council. It had its first
reading, and was held to the next meeting of the council for its second reading.

An Ordinance adopting the method of foreclosure for delinquent liens and assessments as
provided in Chapter XXII of title LVI as amended by Chapter 282 of the Laws of 1931 was presented to
the council. It had its first reading, and passed to its second and third readings by title under
suspension of the rules by unanimous consent of the council and was placed for final reading. The
ayes and nays were called, councilmen voting aye: Lamb, Reid, Bond, Farrington, Hanns, Page,a nd
Koppe: Na~ nonel absent, Carlson. The @rdinance was declared passed and numbered 8601.

An Ordinance amending Ordinance No. 8413 of the City of Eugene, entitled, "An Ordinance
to cr~ate or divide the City into districts within some of which it shall be lawful, and .nthin
others of which it shall be unlawful to erect, construct, alter or maintain certain b~ildings, or to
.,JV carry on certain trades or callings, or within which the height and bulk 0 f future buildings shall
be limited, and providing for set tack lines, and providing for a penalty for the violation thereofll
\ was presented to the council. It had.its first reading, and passed to its second and third readings
by title under suspension of the rules by unanimous consent of the counc il and was pla ced for final
reading. The ayes and nays were called, councilmen voting aye: Lam9, Reid, Bond, Farrington, Hann ,

An Ordinance fixing office hours of all city offices in the City of Eugene was presented
to the council for its first reading and was held until the next meeting of the council for fur'tiler
discussion.

An Ordinance providing that all new dwellings before being occupied must qualify under a
certificate of occupancy; that existing dwellings and occupancies may be required to similarly
qualify was presented to the council. It had its first reading and passed to its second and third
readings by title under suspension of the rules - by unanimous cons ent of the council and Vias placed
for final reading. The ayes and nays were called, councilmen voting aye: Lamb,. Reid, Bond,
Farrington, Hanns, and Koppe; nay, Page, absent, Carlson. The Ordinance was declared passed and
numbered 8603. '

The following Curb cut application was presented and upon the recommendation of the
City Engineer Clubb was approved: Newton Anderson, 143 Seventh Avenue West, No. 650, (Approved)

The City Reoorder reported that a number of oomplaints had been reoeived objeoting to
the smoke oondition in the neighborhood of Tenth Street between Willamette and Olive as a result
of the operations of the Quality Laundry at 55 West Tenth Street. The matter was referred to the
Health Committee for report'at the next meeting of the counoil.

The City Reoorder recommended that a resolution be presented to the Eugene Gleemen
oommending them for the fine work they have been doing and upon their prospeoti ve trip to the World
Fair at San Francisco to represent Eugene as well as the State of Oregon. Upon motion made and
seoonded the recommendation was unanimously approved. (see bottom of page for resolution)

Mayor Large reported thaYrepresentative of the Federal Housing Program had, called on
him a number of times oonoerning the establishment of government airled nousing projeots in the City
of Eue;ene.

Counoilmah Hanns reported that complaints had been entered against some of the merohants
in Eugene in regard to having the awnings Over their windows the proper heighth from the side,valk.
It was believed that the regulating ordinance was not being striotly adhered to. After a
short disoussion the Chief of Police and the Building Inspeotor were asked to investigate the
matter and report reok at the next meeting.
Councilman Reid asked that a $50.00 oontribution be made to assist in deoorating the
float representing the City of Eugene in the P~se Festival to be held in Portland during the seoond
week of June. After considerable discussion a motion was made and seoonded that this $50.00
be appropriated. On a general vote, the motion was lost.
At this time Mayor Large presented the expiration
appointed on April 10, 1939 which are as follows:
