M. June 26, 1939. Mayor Elisha Large presided over the meeting. Councilmep present were= Messrs~ Reid, Bond, Carlson, Farr'ington, 1 Hanns, Page and Koppe, absent~ Lamb. The minutes of the previous meeting, June 12, 1939 were presented and I 2 ordered placed on file. The meeting was herewith c aIled to order. Mr. W. Vi. Miller introduced representatives from various hotels and the two hospitals of the City of Eugene and in their behalf made an urgent plea to the Common Council for an ordinance to enforce a;tion against the terrible noise nuisance caused by the backfiring of cars, shooting of fireworks and the unnecessary tooting of horns. Various councilmen made favorable comment upon tITe request and it was agreed that the present ordinance regulating noise mthin the City was still 3/ in effect and the Chief of Police, C. F. Bergman, was requested to take necessary steps to strictly enforce the ordinance. Upon motion made and seconded the City Attorney was instructed to prepare a new fireworks ordinance to present at the next meeting of the Council; said 4 ......--1 ordinance to reduce the sale of and the firing of fireworks within the City of Eugene to two days, July 3 and 4. Mr. R. S..Bryson, representative of the League of Oregon Cities, presented to the council the codification of the active ordinances of the City of Eugene. An offer was made by Mr~ Bryson in behalf ~f the League of Oregon Cities for the possible mimeographing of the ordinances as a method of compllin~ them to be 5/ distributed to members of the city administration and 'sold to parties interested in purchasing the same.. The matter was held for further consideration of the counci . Mayor Large reque sted the Recorder to II' esent the proposed ordinance and any additional material on the Glenwood annexation to the City of Eugene. The ordin -,I ance was presented after which the Recorder read a comunication from the Glenwood b~slnessmenst Association stating that they opposed the annexation, supporting their opposition with a petition,signed by numerous Glenwood residents. ,Considerabl di~cussion was had by members of the council as well as representatives of Glenwood favoring and opposing the annexation. The pro,posed ordinance was ordered held for its 2nd reading at the next meeting of the council but at the same time the Glenwood district was asked to present to the council at its next meeting a list consisting of chairmen, judges and clerks and the two poling places in the event that 6 the city should decide to proceed with s~id election and it was so ordered. Councilman Farrington, Chairman of the Finance Committee recommended the $.75,.00 offer of Harlow E. Hudson for the 57 x 174 foot strip of ground 100 7/ feet west of and ~rallel to Harris Street and south of 24th Avenue. Upon motion made and seconded the recommendation of the Finance Committee was approved. Chairman Farrington reported the following property offer: The School Board owns one-half block of property located on Hilyard Street between 22nd and 23rd appraised at $4150.,0~HEM. tkE t~m Exmxxa ~luQ,Jl.[iNg f~mmCLots 9,10,,11,12,13 and 14, Block 30, Driverton Addition, and two blocks running from 19th to 21st and west 19th between Lawrence and Washington Street which was appraised at $4335.00 and $6400.00, (~ll Blocks 4 and 10 College Hill Park Addition and all th~ir interest and rights to 20th Avenue between Lawrence and Washington} making a total valuation of $17 ,885.00.'~' The School Board would like to purchase the following described property owned by the City of Eugene: that property SJ uth of 19th and Pearl and I Patterson Streets appraised at $23,123.00(Lots l~East 122 feet of Lots 2 and 3, all of-Lot 4 and the East 122 fe~t of Lots 5 and 6, Block 13, all Block 14 and all Block 15). It is desired that an exchange of property be made and the School Board agrees that if this deal is consumnated it will pay cash for the difference in the in the value of the property, an amount of $5240.00. The Finance Committee recommen ed that the offer be accepted and upon motion made and seconded the recommendation of the Finance Committee was approved and, the Mayor and C1 ty Recorder instructed to prepare and 'execute the necessary deed and to file same upon transfer. The ayes 8/ and nays were called; Councilmen voting aye~ Reid, Bond, Carlson, Farrington, Hanns, Page and Koppe; nay: none; absent: Lamb. -- At this time Councilman Farrington reported that he had contacted Dr. J. A. Flanigan in regard to the old barn located on Dr. Flanigan1s premises 9/ bt 739 High Street and reported that Dr. Flanigan stated to him that he would very gladly remove the old barn in ~uestion and would do so immediately. Councilman Koppe, Chairman of the Health Committee' r-eported ttmt the Health Committee, accompanied, by ~the Fire ~hi ef, W. E. Nusbaum, and City Engineer Clubb had inspected the premises at 1347 V'1111amette Street and the premises at 1253 West 12th Avenue and found the s~me to be unfit for human habitation accord~ng to Ordinance No. 8603. Upon motion made and seconded ~~the City !ttorne~ ~as instructed to prepare necessary papers and proceed with .' 1 condemnation of the property at 1347 W1l1amette Street and it was 60 ordered. I, ~~ Councilman Koppe reported tnat upon investigation of the smoke situation 'lat the Quality Laundry, he would recommend that the City Attorney be instructed to ~, notify the Q~ality Laundry that they must raise their smOKe stack to the height of ~adjacent buildings and must prepare a smoke screen. Upon motion made and seconded 11 the recommendation was unanimously approved. The City Recorder requested that ~. w. Fisher, playground supervisor, , be placed on the regular payroll for 'the City of Eugene, to become effective June 1, I 12n939. Upon motion made and l::leconded the request was approved. , The City Recorder requested the regulating of the t~pe of shows to De xshown in theC i ty Gl.;f Eugene and the matter was referred to the Judiciary Committee, C ty Recorder 13 and City Attorney for I'eport at tne next council meeting~ Upon motion made and seconded the City Recorder was authorized to call for 14 [fUel oil bias for a new contract. -.... ., Mayor Large requested that the Police Department of ~ne ~lty of E~ene , conduct a cheCk of the aperations of the ambulances within the City of Eugene to Iii see that they observe the law. Mayor Large announced the appointment of A, H. Stafford, newly elected member of the School Board, to succeed V. P. Morris on the Playground Commission; the appointment to be for a four year term and effective at once. Upon'IDotion made 16 and seconded the appointment was approved. Councilman Farrington, Chairman of the Finance Committee, presented communication from the Finance Committee to the 'Eugene Real Estate Bc:a rd, stating that the follOWing property had been removed from the market and was not for sale: Lots 1, 2, and 3,. and the North 10 feet of 4, Block 2, Kizerfs Addition. Upon 171 motion made and seconded the communication of the Finance Committee was approved. I ' The following curb cuts were presented and upon motion made and s'econded, Japproved. Mrs. Genevieve Beaman, 1475 Agate, No. 661 (approved); Tidewater Associat d 18 Oil Company, 933 Sixth Avenue West, No. 662, (approved}. >--- Communication was presented. from S. M. Calkins stating that in compliance with the request to instigate condemnation proceedings of the building at 952 West Broadway, the same had been ins~cted by the City Engineer, Chief of Police and the ~ City Attorney and it was determined that said building was in too good condition 19 to be legally condemned. - Communication wes presented from Mrs. Nora Wray asking for $50.00 damages to cover hospital and oth~r expense as a result of a fall on Willamette Street cause ~y a hole in the -sidewalk. The matter was referred to the Judiciary Committee and ~pity Attorney for investigation with a request that they report at the next council 20 meeting. I A The Library report for the month of May, 1939, was presented and ordered 21 placed on file. The traffic Ordinance which had its first reading on May 22, and its second reading on June 12, was presented for its third and final reading. The ayes and nays were called, councilmen vating aye: Reid, Bond, Carlson,Farrington, Hanns, Page, ,./ 'and Koppe, Nay:- none; absent: Lamb. The ordinance was decla red passed and numbered 22 8607. An Ordinance amending Section 19 and Section 18-C of Ordinance No. 8347 -I ~ealing with electrical licenses was presented to the council. It had its first ~eading and passed to its second and third reading by title under suspension of the ~ules by unanimous consent of the council and was placed for final reading. The ~yes and nays were called, councilmen voting aye: Reid, Bond, Carlson, Farr'ington, ~Hanns, Page and Koppe; nay: none; absent: Lamb. The ordinance was declared passed -- 23 bnd numbered 8608. I An ordinance regulating the parking of vehicles and property owned oy the I, pity of Eugene, and also upon parkings was presented to the council. It had its first reading and passed to its second and third readings by title undersuspension pf the rules by unanimous consent of the council and was placed for its final reading. ~ fhe ayes and nays were called; councilmen voting aye: Reid, Bond, Carlson, Farrington, ~~anns, Page and Koppe, nay: none; absent: Lamb. UIDo Upon motion made and seconded the Police Committee was given authority to approve any second-hand deale'rs' applications, which had previously been approved' . by the Chief of P6lice, between June 26 and June 30, inc. 'Further the council ordered all places closed who had not complied with the ~econd hand dea~ rs I 26........ ordinance by July 1, and they rould not be allowed to do business until they had complied wi~h said ordinance and it was so ordered. ' At this time Mr. Page presented communication from G. W. Millican offering ~to sell to the City of Eugene a raccoon. The City Recorder was instructed to inform 27 him that the city would not be interested in purchasing a raccoon. Upon motion made and seconded the meeting of the council was adjourned. C. M.
