Councilman Fred lamb. president of the Council. presided over the .meeting :J in the absence of Mayor Elisha large. Councilmen present were: Messrs. A. A. Reid. ~~Sam. C. Bond. Fred Carlson. P. J. Hanna. and Louis Koppe; absent: A. C. - Farrington and C. C. Page. The minutes of the previous meeting. July 24. were presented and ordered placed. on file. The opening of Fuel Oil bids was had at this time with preserrtat ion of bids from the following: J .H. Beck. Union Oil Comp=my, Central Heating Company and General Petroleum C orp o rat ion. I each company bidding $1.20 a barrel for W16dium Oil No. 300 and $1.10 a barrel fur Light Oil No. 400. Prices f.o.b. Portland. Upon motion made and seconded the City Recorder was instructed to sign / contracts with the above four named companies and to ap portion the city's requirements among them 3 and it was so ordered. The Recorder opened the bids for the construction of the airport hangar to be completed ~ as per specifications in the Engineer's Office. Bids were)?resentedfrom the followi~: I. T. Loom s. 4 ~ ($1.690.00); A. A. Reeves;-($1.555.50); Blair T. Alderman. ($1.493.84); and Arnt Ree. ($1.335.00). Upon motion made and seconded the contract was awarded to Arnt Ree at $1.335.00 and it was so ordere . The only bid received for the cleaning of down sp outs and eave troughs on the City Hall Building was from A. Klasnic. Upon motion made and seconded the bid was awarded to K. Klasnic for 51 $20.00 and it was so ordered. Communication was presented by the City Recorder from the Police Committee on the parking meter situation stating. that the Recorder had vvritten numerous parking meter companies for inforrrati n on their respective machines and reported that interviews and demonstrations had been offered on the Dual, Miller, Karpark. Mark.- Time and Darling Meters. As proposals were ~ceived by the Police Committee up to five o'clock p.m. August 14, the connnittee requested until August 28, to make a % study of said proposals and report its recommendation to the Council at that time. Upon motion made 6 and seconded the request was unanimously granted. Communication from the E. H. Peterson Company with attached petitions signed by a consider ble number of people opposing the installation of parking meters was presented. at the conclusion of I which 1~. Peterson briefly addressej the council on the question. The City Recorder at this time II pointed out that one of the paragraphs of the petition was not in line with the facts because no tax payer's money would be used either in the installation or maintenance of parking meters. R. W. Prescott addressed the council stating that from public statements it would appear that the Real tyBoard was promoting -the petitions in opposition to parking meters but explained that this was not a fact because many of the local realtors were in favor of a fair trial of the meters and further. it was the opinion that if enough money was derived from the meters to help in the natter of policing traffic and thus relieve the tax payers in the property tax for that purpose that the meters should be given a trial. Mr. Prescott closed. his remarks with a statement that many of the realtors had all the confidence in thew-orld inthe actions of the Common Council and that lhe wanted them to know that he personally favored a trial of the parking meters. The City Recorder also presented communication from Charles Sterling highly approving the installation of parking 7/ meters in the City of Eugene. Councilman Carlson, acting as chairman of the Finance Committee in the absence of A. C. Farrington. reported the recommendation of the offer of Mrs. R. A. Babb. $100.00 cash. for ~hat part of Lots 2 and 3. Block 28, Fairmount Addition that lies bebveen her present home and the home I of Mahlan Sweet. Upon motion made and secorrled the reconnnendat ion of the Finance Committee was 8~ unanimously approved. Councilman Carlson also reported the recommendation of the offer of J. F. Berger for client, J. G. Grimes. $820.00. $164.00 cash and the balance at $10.00 per month plus 6% interest for Lot 4. Block 6. Cheshire's Addition. known as 142 Jefferson Street. Upon motion made and 91/ seconded the recommendation of the Finance was unanimously approved. The offer of E. H. Peterson Company for client. Austin Dodds, $500.00. $100.00 cash and I the balance at $20.00 a month including interest at 6% for Lot 11, Block 11, Hendrick's Addition (240 feet north from the northwest corner of 17th Avenue and Charnelton Street) was presented to the council with the recommendation of the Finance Committee. Upon motion made and seconded the 10 U recommendation of the Finance Committee was unanimously approved. The offer of Edith F. Gardiner for client. Ed Walder. $200.00 cash for Lot 4. Block 3, Whitney Addition (66.8 feet east of the southeast corner of 16th Avenue and Olive Street-\vas presented to the council with the recommendation that the offer be rejected. Upon motion made I 117. and seconded the recommendation of the Finance Commttee was unanimously approved. The offer of C. F. Hyde Realty Company for client Dewey Campbell, $550.00 cash for Lot 4 Block 8. Hollenbeck Addition, (113 feet south of southeast conner of 16ht Avenue and Washington Street was presented. The Finance Committee recOInmemed tha. t a price of $650.00, and if Mr. Campbel begins building a house on the property within thirty days, he would receive a crdit of $100.00 12\ on the property. Upon motion made and seconded the recorn:rrendation of the Finance Committee was unanimously approved. The offer of C. F. The Finance Committee recommended the acceptance of.the offer with the understanding that the client I pay an additional $100.00 on the offer within ninety days. Upon. motion made and seconded the ~ recommendation of the Finance COmrrQttee was approved. f~ ~ .Communication was presented in behalf.of Robert C. Hall in which he stated he was willing ',...~ to accept the city's counter offer of $600.00 made on February 26, 1938 for the following described property,: Beginning at a point 150 feet South-of the northwest corner of Lot I, Block 22, Fairmount, running thence south 55 feet, thence east at right angles to the westerly line of Fairmount Boulevard,-thence northerly along the West line of fairmount Boulevard to a point due East and at right angles to the place of I beginning, thence West to the place of beginning. 141 Upon- motion made and seconded, it was recomroonded that Wir. Hall's offer be accepted and it 1I\IaS so ordered. - Councilman Carlson, presented the July, 1939 bills to the council with a recommendation that they be allowed and motion was mde, seconded and carried that warrants be drawn for the SDJme. Co. e 16.35 Councilman Carlson in behalf of the Street Committe~ stated that it would be impossible for the Street Department to purchase from their funQ. s the recommended traffic signs for traffic /i regulations. It was agreed that the authorization for the purchase of these signs will be made at 16 the next meeting of the Common Coun~il. Councilman Reid, Chairman of the Sewer Committee, reported that, .rith the council's V approval, his committee would present the description of the contemplated purchase, of property . 17 for sevmge disposal purposes at the next council meeting, August 28. , , A circular letter from the IVPA Nursery School, ( a school for children from low income families,) asking for assistance in the care and training of unfortunate children.was presented. -""' to the council. It was agreed that no definite acti on would be taken at the present time and e 18 the letter was ordered placed on file. - A letter was presented from S. M. Mosher, Building Inspector, to C, M.Bryan, Recorder stating that the Eugene Plumbing and Heating Company while digging up the parking in front:m of 1944 Kincaid street to make a sewer connection had accidentally severed two principal roots of j an English Walnut tree, with the possibilty of having permanently dronaged the tree. The Building 19 Inspector requested that the letter be flIed for futur~reference and it v~s so ordered. Communication was presented qy the Board of Appeals presenting the request of Horac~ I Burnett, representing the Trustees of the Presbyterian Church askinO' for a special permit to be allOlled to reshingle a portion of the church with cedar shingles. ~t was the recommendation of j the Board of Appeals that this requeat be granted and upon motion made and seconded the recommendat' on 20 was, unanimously approved. e Communication was also presented by the Board, of Appeals in behalf of LeRoy D. Peterson asking for a permit to convert the old residence building at 1992 Po~ter Street into an apartment 2lJ house. It was the recommendation of the Board of Appeals that this request be denied and upon motion made and seconded the recommendation was unanimously appro ved. Furtger communication was, presented by the Boord of Appeals in behalf of Hart Larsen requesting permission to continue the us e of the sign at his place of business which was hung _ ), and,doew not conform to the permit issued. - As the Boor.d of Appeals examined the application the. sign and the location, it recommended that the sign be removed and upon moti on made and 23 seconded the recommendation of the Board of Appeals was, unanimously approved. Further communication was presented by the Boord of appeals in behalf of Richard Foote, asking for a special permit to erect two small duplex residences on the lot at the southwest corner of the intersection of Columbia Street and Fifteenth Avenue. The Board recommended that ~ this request be denied and upon motion made and seconded the recommendation of the Board of Appea&s 22 was unanimously approved. 0 Communication was presented from the Active CJub of the City of Eugene in i'hich they requested the opinion of the Council as to :1JImether or not they could obtain a location for a Boy I 241 Scout Cabin in the Spencer Butte Park. The matter was ,referred to the Printin& & Parks Committee I for study with a request that they report a t the next counci 1 meeting. " COJJl.'llunication was presented to the council from the Associated Flyers of Eugene Airport, in which the organization thanked the Council members, _city Engineer Clubb, Chief Bergman and 25Uf Chief Nusbaum for the fine assistance in the recent Oregon Air Tour held in the City of Eugene. The communication was ordered placed on file. Communication was presented from V. H. It was agreed that no action be taken on the scheduled hearing for application of license of Saul Paul as 2nd Hand ,Dealer, at this time, and the matter was held for two weeks. The following curb cuts were presented, and-upon motion made and seconded the recommenda~- ~tion of the City Engineer approved: Maurice Moore, 1379 Washington Street, No. 670, (approved); I 31 Scherer Motor Company, 960 Olive Street, No. 671, (denied) A report of sevmge disposal charges presented and collected by the Eugene Water Board 32 up to July 31, was presented and ordered placed on file.
