December ll~ 1939. Mayor Elisha Large presided over the meetin . Councilmen present were; Messrs. Fred E. Lamb, A. A. Reid, P. J. Hann s , C. C. Page, 1- Sam G. Bond, A. G. Farrington and Louis Koppe; absent: Fred Carlson. ~ yl The minutes of the previous meeting, November 27, were presented and J!,..'''' ....... 2~ ordered placed on file. Mr. Roy Morse representing the Merchants Division of the Eugene Chamber of I Commerce addressed the council and presented a number of petitions asking the counci to change the starting time of the operations of the parking meters ~rom eight otclo A.M. to ten o'clock A.M. DarIe A. Seymour and Ralph Newman spoke in favbr of the change after which a gBneral discussion was had by all members of the Council and t Mayor. Councilman Page made a motion to grant the request for a trial period betwe now and Christmas without amending the ordinance and the Merchants Division of the Chamber of Commerce requested to make a careful check on the street use and make a report to the council at their meeting to be held on December 26. Counc ilman Lamb seconded the motion and upon calling the ayes and nays the following councilmen voted aye: Lamb, Reid, Hanns, Page, Bond, Farrington and Koppe; nay: none; absent: Carlson. The motion was declared unanimously carried and the meters are to be given 3 --- a trJal at the se hours. Mr. Bert Reeves, local building contractor, addressed the council ~oncerning. ,the use of the streets abutting a bUilding within which or upon which local ~~~ ~ontractors are making repairs and for which a building permit has beenropinion of the local contractors that they be permitted the use of the streets to park their trucks containing supplies for the length of time required to make the r~pairs and under the new set up this was not being allowed. At the request of Councilman Bond 4--- the matter was referred to the Police Committee to report at the next council meetin . Mr". J. W. McCracken of McCracken Bros. Motor Freight Company addressed the council concerning the use of the streets for trucking firms now that parking meters ,are being used as a means of regulation. He stated that the business companies have I n~ objections to the payment of parking privileges but they feel that if the council would issue meter bags upon an annual charge that it would f~c~litate matters for everybody and he thought that it should be done. He also stated that because the streets are being very (:;. arefully checked the alleys were being used by cars for other purposes than previously had been done and felt that the alleys should be thoroughly checked. Further, he fel t that the loading zones should be l' estricted to "G ruck use in the afternoon because of the large amount of buying in the morning by surrounding communities and the same being picked up and shipped in the afternoon. The matter 5--' as referred to the Police Committee to report at the next meeting of the oouncil. At this time there was presented to the council a petition on behalf of the arent Teachers Association of Eugene and the local service clubs asking the council to call a special election for the proposed swimming pool project. Councilman Hanns said that this matter should be referred to the people for a vote and Councilman I arrington felt that the opposition should be heard before the council takes action. Mr. A. E. Barrette stated that before the matter was referred to the people that ~here should be a detailed outline of the cost of the construction of the pro ject nd the actual mffintenance cost after it is in service. Mayor Large referred the atter to the council as a committee of the whole and set the meeting of January 8 6- ts a meeting to hold arguments pro and con. Reverend E. J. Fulton, minister of the Lighthouse Temple addressed the counci 'n behalf of the Ministerial Association of Eugene and the Salvation Army making a I lea for the city to set aside $1500.00 out of this year's emergency fund for taking ~are of transients and for relief purposes. Councilman Hanns asked where the money I was to come from and Councilman Farrington stated that no money had been budgeted nd was at a loss to know where they could get the money. Mayor Large referred the atter to the council as a committee of the whole to be brought up again at the meeti g 7- f December 26. The Finance Committee recommended the acceptance of the property offer of dith Gardiner for client, Kenneth Blais, $500.00 cash for the north 106 feet of Lot ~O, Block 6, Huddlestons Amended Addition. He intends to build, if allowed to build, duplex. Motion was made and seconded approving the recommendation of the committee, I ut it was reported that the Board of Appeals recommended the denial of the request 8-- [0 build a duplex on this property and this recommendation was unanimously approved. o Because of a better offer the Finance Committee recommended the denial of the ffer of F. L. Larsen, $50.00 cash, for lot on the north side of 8th Avenue West ~eginning 39.4 feet east of Almaden and running east 50 feet and north 125 feet. 9 - pon motion made and seconded the recommendation was unanimously approved. [ The Finance Committee recommended a down payment of 20% and a counter offer f $500.00 on the offer of George H. Newton, $400.00, $40.00 cash and the balance at ~7.00 or more per month plus interest at 6% for the lot at the southwest corner of [6th and Jefferson. Terr $250.00 cash, for Lot 5, Block 2, Reese Addition and upon motion made-and seconded lr'the recommendation was unanimously approved. I .' Pierron, {~,:' ,400.00, $100.00 cash and the balance at $10.00 per month pI us int eres t at 6% for Lot ~ii12, B10ck 8, Fairmount Addi t ion (knovvn as 1395 Orchard Street) motion was made and 2 teconded approving the recommendation of the Finance Committee. The offer of 2.M. Cox, $2000.00, $200.00 down and the balance at $20.00 per onth plus interest at 6% for Lot 6 and the west 1/2 of Lot 7., Block 2, Harris ~ddition was recommended by the Finance Committee with the request that Mr. Cox sub- I bit a down payment of 20% instead of 10%. Upon motion made and seconded the 13' r-ecommendat i on was unanimous ly approved. The offer of R. R. Fenn $60.00 cash for the lot on the north side of 8th ~venue West beginning 39.4 feet east of Almaden and running east 50 feet and north 125 feet, was recommended by the Finance Committee and upon motion made and seconded 141 the recommendation was unanimously approved. Councilman Farrington presented the bills for the month of November, 1939, with the recommendation that warrants be drawn to pay for the .same. The ayes and nays werB called, councilmen voting aye: Lamb, Reid, Hen ns , Page, Bond, Farrington 15"'and Koppe; nay: none; absent: Carlson. The recomrnepdation was declared approved. Godlove 1.80 I The Finance Committee reported that a number of complaints had been received objecting to the Foster & Kleiser sign at the southeast corner of 18th and Willarnett Streets. The committee stated that the present lease expired on March 8, 1940 and because of the complaints vrou1d recommend that upon its termination the lease be not renewed. Upon motion made and seconded the recommendation was unanimously approved and the City Recorder instructed to notify the company to have the sign 16 removed at the expiration of the lease. The Committee further reported that about a year ago when the city mowed an old house from their let on Madison Street between Sixth and Seventh Streets, they' had never cleaned the lot and asked that this be done. Mr. C. A. LeVan, Supt of Str etE 17~ stated that he would see that this was done immediately. , (C ,~~ ,..''t'dairman Farrington reported that about a year ago when the ci ty removed an old house from their lot on Madison Street between StKth and Seventh Streets, they had never cleaned the lot and asked that this be done. Mr. C. A. LeVan, Supt. of 17 Streets, stated that he, would see that this was done immediately. Chairman Farrington reported that the city has approximately one thousand city lots for sale and would recommend granting authority to the Lien Department, un er the supervision of the City Engineer, to secure deeds for some of the property so it would be immediately saleable. Upon motion made and seconded this recommendation was unanimously ~pproved. Councilman Koppe suggested that the city put signs on the city lots for sale to see if it wouldn't help sell the lots and the suggestion was 18 ..-- unani~ously approved. I Councilman Farrington recommended that the Treasurer's Surety Bond for the 19- year 1940 be supplied by Bryant G. DeBar and it was so ordered. \ Councilman Hanns, Chairman of the Fire and Water Committee recommended the installation of a street light at the intersection of 24th and Alder Streets,the light to be the same size as other lights in that vicinity. Upon motion made and seconded the recommendation was unanimously approved and the City Recorder 20:- instructed to notify the Eugene Water Board of the installation. I Councilman Page, Chairman of the Printing and Parks Committee, recommended t e approval of the proposed WPA projects in the parks the same coming within their regular budget and the proper officers instructed to sign the necesary papers. Upon 21-- motion made and seconded the recommendation was unani$ously approved. Councilman Bond, Chairman of the Police Committee stated that the College Side Inn (Newton S. Smith) and the Taylor's Confectionery (Herschel Taylor) had rBquested a change of their license from Retail Beer Class "B" License to a Retail Beer Class "Cn License, and it was the recommendation of the Police Committee that the request be granted. The request was unanimously approved. Z~ . C(!J)mmunication was presented signed by S. M. Mosher, Building Inspector, Fire Chief Nusbaum and Patrolman James S. Willcox stating'that a large two story barn I t 620t East Eighth Avenue is no fit place for human habitation and is a menace to I the health of the neighborhood and a fire menace and therefor recommended that I~t be condemned. The recommendation was approved and the City Attorney instructed ~6 "tilo prepare the necessary papers for condemantion. ~Q.."';""" t<~ A communication was presented from th~Board of Appeals revealing the request from Edith Gardiner, in behalf of a clien~asking for a permit to build a duplex residence on the north 106 feet of Lot 10, Block 6, Huddleston's Amended Addition. This lot is located on the west side of Madi.son Street just north of 13th Avenue and is across the street from the Woodrow Wilson Junior High School and in the Single-Family residence Zone. As a similar request on property in this same block has been denied, the Board recommends that this request be denied and upon motion ~7- ade and seconded the recommendation was unanimously approved. The communication also presented a request from Basil T. Williams for a ermi t to move the Kaarhus Craft ,Shop from i-ts present location at 1796 13th Avenue !ast to the north ~ide of Lot 4, Blook 5~ Fairmount Addition, located on Moss treet between 13th and 14th Avenues, for tae purpose of aiding in the architectural ppearance of his contemplated new bakery bu,ilding. The Board recommends that this ~equest be granted on condition that the consent of John Winstead, owner of the bext lot to the south be obtained, that the Bet back in that block be observed and ~he exterior appearance of the building be improved. Upon motion made and duly 28- econded the recommendation was unanimously approved. The Board of Appeals also received a reQuest Trom L. C. Scharpf for a permit I o erect a residence on the lot at the southwest corner of the intersection of ~potter Street and Twenty-second Avenue with a set back of thirty feet on Twenty- . econd Avenue and a set back of twenty-four feet on Potter Street. The Board, ,onsidering the reading of the deed restriction on this lot, would recommend that ~he City Council establish a set back of twenty-four feet on the west side of totter Street from Twenty-second Avenue to Twenty-third Avenue. Upon motion made 29/~nd seconded the recommendation was unanimously approved. I Monthly reports rrom the Police Matron, Police Department, Firernpartment~ ~nd the Engineer's Office were presented and ordered placed on file. The monthly Ileport on Sewage Disposal collections was presented from the Eugene Water Board j howing a collection for the month of November to be $1606.67, bringing the total 30 'ollections as of November 30, to $15,840.59. The report was ordered placed on file. Eugene Register Guard in Eugene, Oregon, a notice of a hearing to b e held at the regular Council meeting on Tuesday, December 2~, 1939 at 7:'30 o'clock P.M.., said notices to be published within the week commencing December 18, 1939. '''"<.,,0) , .~! '~"" At this time the City Recorder presented communication from C. C. Page wherein Mr. Page submitted his resignation from the Common Council effective as of January 1, 1940. The council very reluctantly accepted the resignation and I expressed the hope that Councilman Page would see his way clear to change his mind between now and the next meeting of the council on December 26. The Recorder also presented communication from Councilman Lamb wherein Mr. Lamb submitted his resignation from the Common Council effective as of December 31. The council again and very reluctantly accepted the resignation and hoped that it might be possible for a change of mind before the next council meeting. Mr. A. A. Barrett addressed the council extending praises for the fine services rendered by th~,wo councilmen 3q~ust resigned. Councilman Hanns raised the question as to the ways and means of handling accounts in the Engineering and Street Departments in which these departments do outside work returning a profit to the city and yet the wear and tear of the achinery is charged against their current budgets causing the supplies, expense and equipment account to be in the red.
