Mayor Elisha Large presided over the meeting. Councilmen present were: Messrs. A. A. Reid, P. J. Hanns, Sam C. Bond, 1, A. C. Farrington, Fred Carlson, Louis Koppe, E. A. Barette and Herbert J. Cox. The minutes of the previous meeting, December 26, 1939 were presented and 2, ordered placed on file. The following sealed bids for gasoline supplies to the City of Eugene for the year 1940 were presented: Gilmore Oil Company, Associated Oil Company, Signal Oil Company, standard Oil Company,8.Uliion Oil Company and Richfield Oil Company. II Upon motion made and seconded the five companies with the lowest bids were awarded 3 the bids for the year 1940 on a share and share alike basis, which were as follows: " I Gilmore Signal Genera:J. L. Scroggs, $650.00 cash, for Lot 9, Block 19, COllege Hill Park Addition, stating that the committee recommended that this offer be rejected. Upon motion made and seconded the recommendation was ~unanimously approved. The Finance Committee recommended the acceptance of the offer of E. G. Brown to trade a 13.33 foot strip of land lying on the west side of Tyler street between 8th and 9th for the tract of land owned by tp.e city at the northwest corner of 9th and Tyler Streets. Upon motion made and seconded the recommendation was 5~unanimously approved. The Finance Committee recommended the rejection of the offer of Blayne M. Brewer, $400.00, $200.00 within 30 days and the balance within 60 days for lot 9, Block 1, Hendricks Amended Addition {150 feet north of the northwest corner of 15th and Lawrence Streets. Intends to start construction of home within 90 days after receipt of title and request $100.00 refund upon completing the home. 6~Upon motion made and seconded the recommendation was unanimously approved. A $750.00 cash counter offer, with refund of $50.00 if construction is started within ninety days was recommended on the offer of Edith F. Gardiner for client, Kenneth Blais, $600.00 cash for Lot 7, Block 6, Lizzie Lucky Addition (northwest corner of 16th and Olive Streets). Upon motion made and seconded the ~recommendation was unanimously approved. A $300 counter offer was recommended on the offer of Ray Jacobs, $250.09, $50.00 cash and the balance at $5.00 per month plus interest at 6% for the East 40 Ifeet of Lot 5, Block 6, Sladdens 3rd Addition and motion was made and seconded ~unanimously approving the recommendation. I ~-" .' The Finance Committee recommended the rejection of the offer of Glen D. Boli $75.00, payable within one year for Lot 6, Block 3, Blair Street Addition, and upon ~motion made and seconded the recommendation was unanimously approved. The offer of E. H. Peterson for client, M. J. Dapper, $650.00 cash for Lot 8, Block 10, Driverton Addition (4th lot east of the northeast corner of 19th and Hilyard Streets); Intends to build a home, was recommended by the Finance Committee, and upon motion made and seconded the recommendation was unanimously 1 approved. I Councilman Farrington, Chairman of the Finance Committee, recommended the acceptance of the following property exchange plan offered by the School District, #4, sometime ago. He stated that three appraisals had been made on all property involved, both the city property and the school district property, appraisals having been made by the city, the school board and a third appraisal by an uninterested party. The method of reaching a price was to add the three appraisal prices and div.de the total by three, thus securing an appraised price on the properties which were: $16,729.97 appraisal price for the city property and $16,179.00 appraisal for the school district property, entailing a $550.~7difference, which the school district will pay to the city. The school board stated they would pay $300.00 cash with interest at 6% on unpaiQ balance until its date of payment on July 1, 1940. The committee further recommended it be understood between the school board and the city, that in the event it becomes necessary in the future to quiet the title to the prope ty the city is trading, that the City Attorney will proceed with the same at the expens of the city. Upon motion made and seconded the recommendation of the committee was l~ unanimou~ly approved. P. Lindsay to the Eugene Police Department @ ~100.00 - per, month, all three salaries being taken from the Parking Meter Fund. The Mayor also recommended the appointment of Cleo Flint,/stenographer to work in the offices of the City Engineer1. Milk &: Meat Inspector, and the Lien DepaTtme-nt-~-- at the : . budgetory amount of $100.00 per month. Attention was called to the appointment of L. w. Carlisle~s Electrical Inspector at the budgetory amount of $150.00 per' month. All appointments effective January 1, 1940 with the exception of Mr. . Carlisle and this appointment to become effective February 1, 1940. All the 14- recommended appointments were unanimously approved. ~ Ii I 27~ --.--------- ._---- --------- - - ---------- _._, ~- -~------~-~-~ -- I Councilman Bond, Chairman ~f the PoliQe Committee, reported that the Police Department was putting a stop to the practice or the boys and girls park- ing their bicycles against parking meter stands. The Police Committee further recommended the approval of the liquor license applications of: ~. J. Chiaramonte for a transfer of PaCkage Store Class "B" license from the Eugene Stage Depot to the Oregon Hotel Cafe; a renewal application of the retail Beer Class "B" license for the White Palace; the renewal of the Restaurant and Hotel and Package Store Class "Btt license for Seymour's Cafe and the renewal of the Restaurant & Hotel License and a transfer of Package Store Class "B" license to a Package Store Class "A" license for the Del Ray Cafe. I The City Attorney reported that the City of Eugene is filing a list of all saleable properties upon which the city has municipal liens, which property is 16' in?luded in the deed issued to Lane County by the Sher~ff. Mayor Large at this time made a suggestion that if people who receive parking violation tickets reported within twenty four hours that maybe the penalty should be placed at fifty cents. This was referred to the consideration of the Police Committee. The Mayor further reported on an article appearing in the New York Times showing the favorable public acceptance of the meters in the eastern 17' cities. Communication was presented from the Board of Appeals presenting the request from H. L. Edmunds asking for perm}ssion to make use of the property at the north- west corner ot the intersection of East 13th and Oak Streets, for parking lo~nd/or used car lot purposes. As similar requests on this same property have been refused, the Board recommends that this request be denied. After considerable discussion by KmE members of the council, and strenous objection by Councilman Hanns that the request be granted, Councilman Reid made a motion, seconded by Councilman Bond, to grant a special permit'to H.L. Edmund for parking lot purposes only, the permit is -/ revocable at the will of the council. The councilmen all voted aye and the motion Ie was carried. . I The Board of Appeals also.presented the request of Guy Bailey for a reclassi i- cation of certain property on the East side of Chambers Street between Broadway and Tenth--referred to the Board by the Council--the Board recommends that this request be denied and upon motion made and seconded the recommendation was unanimous y 19.... approved. I The following officer's reports were presented: Police Department for the month of December, Fire-Department for December and the year of 1939, Milk & Meat~ Inspector for the year 1939, Police Matron report for the year 1939 and for the month of December 1939 and the City Engineer's report for the month of December, 193 / The report of the Sewage Disposal collections by the Eugene Water Board was presented 'showing a December collection of $1470.55, making the total 1939 20- collections at $17,311.14. The reports were ordered placed on file. At this time Mayor Large called for objections and remonstrances to the vacation of Baker Boulevard. As there were no objections, the ordinance vacating IBaker Boulevard in Onyx Plat was presented for its first reading, passed to its second and third readings under suspension of the rules and placed for its final read~ng, councilmen voting aye: A. A. Reid, P. J. Hanns, Sam C. Bond, Fred C. Carlson, A. C. Farrington, Louis Koppe, E. A. Barette, and Herbert J. Cox; nay: 21~ one; absent: none. The ordinance was declared passed and numbered 8630. An ordinance prohibiting the driving of any vehicle upon any of the streets or alleys of the City of Eugene or by any person who is a habitual user of narcotic drugs, or any person who is intoxicated or under the influence of intoxi- Icating liquor or narcotic drugs was presented to the council for its first reading, ~assed to its second and third readings by title under suspension of the rules and placed for its final reading. As the City Engineer recommended that the permit be grante , 2~otion was made and seconded that a permit be granted. 26~ Paragraph 26 included immediately after paragraph 14 and was numbered 14-A I Councilman Bond, Chairman of the Police Committee stated that the Merchant' Division of the Chamber of Comnlerce was not prepared to make a formal report of the parking meter area and recommended that the present starting time of 10:00 o'clock 2~a.m. be held until the next meeting of the council. The recommendation was approved At this time Mayor Large called for the election of President of the.Counci to serve for the year 1940. Ballots were distributed and seven votes cast for A. A. Reid and one vote cast for Councilman Bond. Councilman Reid was unanimously elected 28/.president of the Common Council for the year 1940. < Councilman Koppe reported receiving numerous complaints with regard to persons going around the city with earts and wagons and picking up bottles, trash and other materials that had been placed out for garbage collectors.
