Mayor Elisha Large presided over the meeting. Councilmen present were: Messrs: A. A.Reid, Sam C. Bond, A. C. Farring- ton, Fred Carlson, Louis Koppe, E. A. Barette and Herbert J.Cox. I ~; ~} 1 The minutes of the previous meeting, January 22, 1940, were presented 2JVand ordered placed on file. Councilman Farrington, Chairman of the Finance Committee, presented the property offers beginning with the offer of L. J. PI ovv.man, $50.00 cash, for the West 46 feet of the east 160 feet of Lot 9, N~thews Park Addition. The Finance Comraittee recommended that the offer be accepted and upon motion made and seconded 3 the recommendation was unanimously approved. The Finance Committee recommended a counter offer of $450.00, and the buyer to assume delinquent taxes on the offer of Byron D. Agerter $400.00 for Lot 7, Block 7, Huddleston's Amended Addition. T4is offer is made on condition that a loan is obtained to build a home. Upon motion made and seconded the recomDlenda- 4 % tion was unanimously approved. I The Finance Committee also recommended the r~jection of the offer of C. M. Hall, $800.00, $200.00 cash and the balance at $200.00 or more per year plus interes at 6% for Lots 7 and 8, Block 23, Gross Addition. Upon motiQn made and seconded 5 the recommendation was unanimously approved. The offer of Mrs. Marvin Jackson, $1250.00, $100.00 down and the balance at $15.00 per month including interest at 6% f~r Lot 6, Block 5, Purkerson and Quimby Addition was presented. The Finance Committee recommended a counter offer of $250.00 down, and $15.00 per month plus interest. Motion was made and seconded 6 unanimously approving the committee's recommendation. The offer of Montie Lesley, $2000.00, $500.00 "cash and the balance at $25.00 or more per month pJus interest at 6% for the East 50 feet of Lots 1 and 2, Block 8, College Hill Park was presented with a recommendation from the Finance Committeethattthe .offer be accepted. Motion was made and seconded approving the 7 recommendation of the Finance Committee. The Finance Qommittee recomnended a counter offer of $550.00 on the offer of W. L. Seward, $500.00, $120.00 down, $10.00 per month plus interest at 6% for Lot 1, Block 9, Hollenbeck Addition qnd motion was made and seconded unanimously 8 approving the committee's recomDlendation. \ , . . The Finance COmDlittee recommended the acceptance of the offer of Melvin Short, $500.00, $100.00 down and balance at $100.00 per year pl~s interest at 6% for the West 70 feet of Lots 24 and 25, Block 1, Hendrick's Amended Addition. gV Motion was made and seconded unanimously approving the committee's recommendation. I The offer of Edith Gardiner for clients, Mr. and Mrs. J. H. Rogers, $1000.00 no down payment and $15.00 per month for Lot 4, Block 5, Blair Street Addition, known as 1683 and 1683t West 2nd Avenue was presented. As the Finance Committee reco~nended the rejection of this offer, motion was made and seconded unanimously l~ approving the recolIDnendation of the committee. The offer of C. F. Hyde for client, E. J. Eberdt, $550.00, $100.00 cash and the balance upon receipt of deed for Lot 4, Block 4, Hollenbeck Addition was presented. As the Finance Conwittee recommended a counter offer of $650.00; $100.00 returnable when the building is started~ motion was made and seconded unanimously 11 approving the recomnendation of the cOmDlittee. At this time Councilman Hanns arrived. Councilman Farrington presented' the bills for the month of January, 1940, with a recommendation that warrants be drawn to pay for the same. The ayes and nays were called, councilmen voting aye: A. A. Reid, P. J. Hanns, Sam C. Bond, A. C. Farrington, Fred Carlson, Louis Koppe, E. A. Barette and Herbert J. Councilman Bond, Chairman of the Police Conwittee reported that his committee had received a number of complaints apout motorists speeding in the neigh- borhood of 22nd and Agate Streets and reported that his committee was making a study of the same. :' I }'3' ,;$..,,. t\.? Peti tions, with the ir required number of 1100 signatures, calling for a Cb special election to levy a tax for the proposed city swimming pool were presented ~ t9 the city' council together with a ~et~er from, the Eugene Youth Council highly endorsing the project. Because of the legal ho~iday ruling of transacting no ~ business, no action was taken upon the petitions except the placing of them on l4v file for checking of the signatures by the county court. Councilman Farrington suggested to the 90uncil that the following descFib~d property: I owned "Commencing at the intersection of the East line of Chambers Street with the South line of Twelfph Avenue West ~nning thence east along the south line of Twelfth Avenue West 900 feet; thence South 334 feet to the North iine of Thirteenth Avenue West, thence West along the North line of said Thirteenth Avenue 900 feet to the east line of Chambers street; thence north 334 feet to the place of begipning. by the city ~ be set aside by resolution of the council'to be held intact for future use as a playground and recreation area. After a short discussion by mocm ErEX~~ 15 members of the council the proposal was set aside for future action. o Communication from the Board of Appeals, was presented, revealing the request from Irish and Swartz ask~ng for a modification of the Building Code regarding the amount of reinforcing in their concrete walls. The Board recommends that their request be granted providing they place three-eights inch reinforcing rods perpend- JVicularly three feet centers the full height of the wall. Motion was made and sec- 16 o;nded approving the r~commendat ion of the board,. . Another request was received from Irish~Swartz asking for a modification of the code to permit them to use plywood on the exterior of their proposed service station to be built on the northwest corner of the intersection of I~dison Street and Sixth Avenue. The Board recorr~ends that th~ requ~st be granted providing the specifications on this t~pe of construction to pe received, from Tacoma are satis- f~ctory to the Board. Motion was mad~ apd secopded unanimously approving the 17 r~cownendation of the Bo~r~. - . < A request was received from D: L. Freel: asking for a permit to complete ap outside stairway at the rear of his house at. 2113 Kincaid Street that he might. utilize the second floor as an apartment. The Board reco~aends that this r~quest be granted providing he ,till enclose th~ stairway, and motion ~as made and s~conded approving the recomrnendation of the co~ittee. I IS.... 19 A request was received from Mrs. Grimes: Perin asking for a pe~it to wfeck a garage on the r~ar of, her property at 2~5 Eleventh Avenue East and to e~ect an apartment twenty by twenty-four feet, ~aiving the requirements of a. stucco exterior as required in Fire Z9ne,No. 2., The building to conform in all lother respects to the Code. The Board recommen~s that this request be granted and upon motion made and seconded the recom~endatiop was unani~ously approved. '" I The resignation of H. L. EdmUnds from_the Civil Service Commission was read and a'ccept~d byth~ council. Mayor Large recommended the appointment of William W., Bartle, la~er, to succeed Mr. Edmvnds and the recommendation was unanimously approved by the council. The City Recorder was instructed to send a letter of appreciation to Mr. EdmUnds for the fine servic~s he has rendered to 2& the city and the Civil Service Commission, and it was so ordered.
