The minutes of the previous meeting May 13, were presented and ordered placed

~. A~ this time Mr. T. Q. Green speaking for Mr&. Julia Haldorson, Mr. Plank
and h~mself addressed the council as a committee representing the Pomona Grange and
~r~sented a resolution petitioning tne City Council to remove all meters West of
Ol~v~ Street on. Broadway. and also to, in the formation of future traffic policies,
keep th.e Producer's Fubllc ~rket as a free area. CouncilmanBond Chairman of the
Police Committee stated that the committee had been working with the Market Master
Mr. W. A. Ayres and various meter companies in the matter of removing certain mete~s
and they were not quite ready to report at this time but would be prepared to report
very ~hortly. Mr. Green reported that Mr. Ayres and himself were of the opinion
that If th~ meters were removed from the South side of Broadway from the alley to
~ Charnelton Street that it would be sufficient. The matter was left in the hands
3 of the Police Committee to report back at the next council meeting.
Mrs. George Davis accompanied by Mrs. Lena Keen addressed the council stating
it was their understanding that N~. M. P. Bonnett planned to move an old house at
784 Lincoln Street to their neighborhood, a distance of 20 to 30 feet and if this
was so they respectfully requested the council to not grant such a pe~it. Mr.
Clubb, City Engineer, reported that his office had issued a permit to Mr. Bonnett
to demolish this building but at a later date Bonnett requested a permit to move the
building which permit was denied by the Engineer's office. Upon motion made and
seconded the action of the Engineer's office was unanimously upheld and Mr. Bonnett
is to be denied a moving permit in the future in the event that he applies for the

Mrs. George payis at this time entered a complaint about the excessive noise
from people using the WOW hall at 291 West 8th Street as a meeting place and for
qdances and wondered what could be done. The matter was held in abeyance and Mrs.
5 Davis thanked the oouncil for its action.
Mr. Ford Hand, Chairman of the Merchant's Division of the Chamber of Commerce
addressed the council extending an invitation for all members of the city administra
tion to go with the Chamber of Commerce delegation to Lebanon for the annual straw-
berry festival on May 31, and June 1. Mayor Large assured Mr. Hand that as many
~as possible would attend the festival. .
1~. Hand reported to Councilman Bond that Fred Stickels, President of the
Chamber of Commerce, had appointed a special traffic committee representing business
people, property owners, renters, laborers and farmers to work with the Co~on
Council in SOlving its traffic problems and said the committee stood ready and willi g
to work with the city at any time. Councilman Bond expressed his appreciation of
the assistance and stated he would call a meeting of the Police Committee asking
7 the special traffic committee of th~ Chamber of Commerce to meet with them.
Councilman Farrington, Chairman of the Finance Committee! present~d the offer
of Paul W. Campbell for clients, C. H. and Doris June Cameron, ~200.00, $40.00 down
and the balance at $10.00 per month plus interest at 6% for the South 50 feet of
Lot 2, Block 3, Shelton's Addition (83.6 feet South of the Southwest corner of 1st
Avenue and Lawrence Street). The recommendation of the Finance Committee to accept
~ the offer was unanimously approved.
Offer of Geroge W. Brinn, $125.00, $25.00 cash and the balance in 12 equal
monthly payments plus 6% interest for the West 50 feet of Lot 1 and the West 50
of the North 30 feet of Lot 4, Block 5, Cheshires Addition (110 feet West of the
Southwest corner of 1st Avenue and Washington Street) was presented with the recomme -
9 dation that the offer be accepted and the recommendation was unanimously approved.
It was the recommendation of the Finance Committee that the offer of Augusta
Lindley, $300.00 cash, fo~he North 50 feet of Lot 6, Block 6, Packards Addition
(110 feet North of the Northeast corner of 5th Avenue and Lawrence Street) be
10 accepted and the recommendation was unanimously approved.
A oounter offer of $1275.00, $240~00 down, $20.00 per month plus 6% inte:est
was the recommendation of the Finance Committee on the offer of O. J. Hecketsweller
for client, Walter Coakes, $1200.00, $240.00 cash and the balance at $10.00 or
more per month plus interest at 6% for the South 100 feet of Lot 7, Block 1,
Campbell's Addition (Northeast corner of 6th Avenue and Polk Street). The recommend -
ll'tion was unanimously approved.
Offer of Rugh Realty Company for client, S. A., Johnson, $375.00 cash, for
the North 80 feet of Lot 6, Block 3, Campbell's First Addition (South east corner
of 7th Avenue and Polk Street) Plans to build within 60 days from date of sale,

It was the recommendation of the Finance Committee to accept the offer of
Ramey W. Rugh for client, J. E. Hayward, $750.00, $150.00 cash and the balance withi
Q20 days for the East 100 feet of Lot 6, Block 7, College Hill Park Addition (North-
~est corner of 21st Avenue and Olive Street). Plans to build and subject to FHA
14~oan. The recommendation was approved by the council.
l The Finance Committee recommended the rejection of the offer of J. J. Chiara-
onte, $600.00, for the East 100 feet of Lot 6, Block 7, College Hill Park Aqdition

Hilyard Street) was presented. It was the recommendation of the Finance Committee

WHEREAS, under the provisions of Section 1 of Ordinance
No. 6239, granting to the Southern Pacific Company a franchise for the use.
of the streets of the City, there is a provision to the effect
that the grantee, its successors or assigns, may operate upon or
along, or make use of any other or addi~ional streets, avenues,
thoroughfares and public highways within the present limits of
the City, and
" WHEREAS, it is deemed in the interest of better motor bus
service that the grantee be permitted to proceed with its bus
service from the intersection of 11th Avenue East and Alder
Street to the intersection of 22nd Avenue East and Alder Street,
and thence East on 22nd Avenue to its intersection with University
Street, and the right is hereby granted to the Oregon Motor Stages to
use such streets, and

Therefore
BE IT RESOLVED by the Common Council of the Citynof Eugene
that the Oregon Motor Stages be and it is hereby permitted to make
use of the above described streets or portions thereof.
Fire and Water Committee Chairman Hanns reported that organization of rural
fire districts in the areas of River Road, Glenwood and South Willamette were all
~king progress and he hoped to have a more complete report read~ at the next council
2T meeting.
Councilman Hanns reported that the Fire Department had made two rural calls,
one to a mill at Marcola and one to Hyland's Mill and although the Fire Department
was too late in the matter of servicing the mills, in both instances lumber and
other buildings were saved and services "rendered were very much appreciated. The
j City Recorder was instructed to send bills to those people for whom the ser~ices
22 were rendered and it was so ordered.

Upon the request of Sewer Committee Chairman Reid, the City Recorder read a
communication from Lottie N. Rugh stating that she had sewer assessments on certain
lots that were useless and she wanted this assessment in the amount that she had
paid on them, transferred to other property. The communication was referred to the
23 Sewer Committee to report a recommendation at the next council meeting.
Communication was presented from W. C. Clubb, City Engineer, revealing the
request of the Aberdeen Plywood Company for the extension of the sewer to the site
of their plant. The understanding is that they wish the city to construct this
sewer. The Ci~y Engineer reported the capacity of the sewer between Second and Thir
Avenues is limited to twenty-one cubic feet per minute which would only take care
of the sanitary facilities. The matter was-referred to the Sewer Committee to
J prepare a complete report with their recommendation and the Mayor to call a special I'
24 meeting of the council to act upon the same.
Communication was presented from the Dual Parking Meter Company, the Duncan
Meter Company, and the Oregon Parking Meter Company with all three companies grantin
an extension of the present parking meter contracts for a trial period to and includ ng
December 31, 1940. As there were other details to attend to, the communication was
2~ referred to the Police Committee to report back at the next meeting of the Council.
S. M. Calkins, City Attorney, reported that the proposed extension of lease
of the Southern Pacific Company for certain railroad right-of-ways would have to be
handled as a new franchise as provided by charter and he wished instruction from
the council as the terms and period of time the franchise would cover. Complaint
was made concerning the failure of the Southern Pacific Company to keep up the
street crossings in good condition and repair and the City Recorder was instructed
to communicate with the Southern Pacific Company reporting that consideration in
the new franchise would be held up pending the company's work being done on street
ycrossings satisfactorily to the Street Committee of the City of Eugene and it was

Communication was presented fromW. W. McDonald telli~g the city he would not
be interested in paying $500.00 for the property he offered $300 for and thanked
~them -very much for the trouble in this regard. The communication was ordered placed
27 on file.
Communication was presented from the Board of Appeailis presenting a letter
from George H. Newton aSking for a waiver of "set-back" requirements for a house to
be erected on the lot at the southwest corner.of the intersection of Jefferson
Street and Sixteenth Avenue. The Board recommends that Mr. Newton be granted a "set
backll of ten feet on Sixteenth Avenue but be required to observe the established
w"set-back" on Jefferson Street or not less than eighteen feet. The recommendation
28 of the Board was unanimously approved.
Communication was presented signed by W. E. Nusbaum Fire Chief, C. F. Bergman
Chief of Police, and S. R. Mosher, Building Inspector, recommending the condemnation
of the barn on the north 61.5 feet of Lot 9, Block 2, Chambers Addition, as. the .
barn is in such a condition that it is considered a serious fire 'hazard. Motion
. was made and seoonded unanimously approving the recommendation and the City Attorney
2~ instructed to prepare condemnation proceedings, and it was so ordered.~~~
Communication was presented from James W. Mott,Representative from 1st
District, Oregon, stating that the Work Projects Administration had approved,
May 17 1940, the application of the City of Eugene for an allotment of $1,116.00
to mak~ improvements to the airport building. fhe communication was ordered placed

A monthly report for the month of April was presented from the Eugene
3~ Public.Library and ordered placed on .file.
The Mayor, ,Elisha Large, and Recorder C. M. Bryan, were instructed to
execute the contract of lease regarding the office space in the city hall rented
32 by School District #4 and it was so ordered.

Proposed re-~oning of the property at the four corners of West Eighth
and Polk Streets in the City of Eugene from a spot business district to a single
family residence district was presented at this time. A tentative report of
the Planning Commission, and a re'solution adopting the tentative report as a
pe.rmanent report were approved. An ordinance reclassifying a certain area at
the four conners of West 8th and Polk Streets was presented to the council for
its first reading and held until the next meeting. A resolution was presented
directing the City Recorder to publish a notice of a hearing to be held at the
regular Council meeting on Monday, June 10, 1940 at 7:30 o'clock was presented and
33 unanimously adopted.
TENTATIVE REPORT UPON THE REDISTRICTING OF THE
PROPERTY AT TBEFOUR CORNERS OF WEST EIGHTH AND
POLK STREETS IN EUGENE, LANE COUNTY, OREGON

As a tentative report pursuant ,to Resolution of the
Cowuon Council of the City of Eugene directing the City
Planning Commission to prepare a report upon the redistrict-
ing of the property at the four corners of West Eighth and
Polk Streets in the City of Eugene, the City Planning
Commission hereby adopts as its tentative report to be sub-
mitted at a public hearing to be held in the Council Chambers
in the City Hall of the City of Eugene, at 7:30 o'clock p.m.
of Tuesday, May 21, 1940, the following proposed change:
A proposal to change the classification of the property
at the four- corners of West Eighth and POlk Streets in the
City of Eugene from a spot business district to a single
family residence district.

At this time there came up for pUblic hearing and consideration
by the City Planning Commission a proposal to change the classifica-
tion of the property at the four corners of West Eighth and Polk Streets
in the City of Eugene from a spot business district to a single family
residence district, and there being no objections to the proposed
change and the, City Planning Commission having under consideration
its tentative report thereon, the said tentative report is hereby
adopted and made the permanent report of the Planning Commission,
and the Secretary is directed to transmit the same to the Common
Council of the City of Eugene to hold further.hearings thereon.

Planning Commission certain changes in the classification of the
property at the four corners of West Eighth and Polk Streets in the
City of Eugene, Lane County, Oregon, and the Planning Commission has held
a hearing, adopted a tentative report, and converted the same into a permane t
and final report and resubmitted it to the Common Council-~w:tth the
recommendation that the same be enacted into an ordinance, and
the Council has prepared and given its first reading of an ordinance
enacting said permanent report;
Now, Therefore, the City Recorder be and he is hereby
directed to prepare and cause to be published not less than
three times in the Eugene Register Guard in Eugene, Oregon, a
notice of a hearing to be held at the regular Council meeting
on Monday, June 10, 1940, at 7:30 o'clock p.m., said notices to be
published within the week commencing June 3, 1940.

~(v Request was received from H. Gl!, Johnson asking for a cancellation of his
~, property offer and a return of the $100.00 deposit which he made due to the fact
that he will not be able to cont-mnue with the terms of the contract. The request
35 was granted and the council ordered the sale cancelled and a refund of the money.
Request was received from C. E. Christens~n asking for the cancellation
of his contract and a refund of $50.00 which he had deposited on a property offer.
The request was submitted because it will be impossible for him to go ahead with the
building he had planned. The Council ordered the sale cancelled and refund of the
money to C. E. Christensen, and it was so ordered.

Communication was presented from R. R. Fenn asking the .city to make side-
walk repairs on a piece of property he had recently purchased from the city and it
37 was the general opinion that the request be denied and it was so ordered.
Councilman Cox questioned the advisability of making refunds of deposits
38 when the city accepts an offer for a piece of property. No action was taken.
The City Recorder requested the authority to refund $1.00 to W. Waning whic
was a double payment upon a traffic fine. Motion was made and seconded unanimously
39 approving the request.
An ordinance declaring the intention of the Common Council of the City of
Eugene to make a reassessment of the cost of paving Monroe Street from the
South line of the Southern Pacific Railroad right-of-way to the North line of
Seventh Avenue West in the city of Eugene as the same abuts upon the property
hereinafter descXibed, and fixing a time and place for holding a meeting of the
Common Council at which all protests against such reassessment shall be heard and
directing the giving of notices was presented to the council for its first reading,
and under suspension of the rules passed to its second and third readings by title
by unanimous consent of the council and placed for final passage. Councilmen voting
aye: Reid, Bond, Carlson, Farrington, Hanns, Koppe, and Cox; nay: none; absent:
4dBarette. The ordinance was declared passed and numbered 8644. -
An ordinance initiating the vacation of Indiana Street (26th Avenue East)
from the east margin of Columbia Street to the West margin of Central Boulevard,
Was presented to the council for its first reading and under suspension of the rules
passed to its second and third readings by title by unanimous consent of the council
and placed for final passage. Councilmen voting aye: Reid, Bond, Carlson, Farringt n,
Hanns, Koppe, and Cox; nay: none; absent: Barette. The ordinance was declared
41 passed and numbered 8645.
The City Recorder presented a request from the Civil Aeronautics Authority
in Seattle asking for the renewal of the lease for the Beacon Site and Eugene
antenna pole at the Eugene Airport. It was the recommendation that the request
be granted and the lease renewed at $1.00 each for a period of one year beginning
JIJuly 1, 1940 and ending June 30, 1941. The Recorder was instructed to notify
42the Civil Aeronautics Authority of the council's favorable actio~,,~
The City Recorder reported that Carroll C. RObert~igning his liquor
license had not signed as administrator of the estate and therefore the Liquor
Control Commission was requesting new papers correctly signed. It was the
~ecommendation of the Police Committee that the license be allowed and it was so

I Request was received from Foster & Kleiser for a refund of $1.00 for
/~uilding permit No. 14707 which permit was issued on May 9, but never used. The
44 Tequest was unanimously granted.
I Councilman Reid expressed appreciation from the Cemetery Association Committee
45 for the city's co-operation and assistance in cleaning the old I.O.O.F. cemetery.
