The minutes of the adjourned meeting of the Common Council held on June 24, U:Z 1940 at 7:30 o'clock p.m. Mayor Elisha Large presided over the meeting. Councilmen present were: A. A. Reid, .Sam C. Bond, A. C. Farrington, P. J. Hanns, Louis Koppe, 11' E. A. Barette and H. J. Cox; absent: Fred C. Carlson. The minutes of the previous meeting June 10, 1940, were presented and ordere 2{ placed on file. Mrs. Lottie N. Rugh addressed the council on behalf of her previous request I re~erred to the Sewer Committee concerning the transfer of payments on certain sewer assessments to payments that were due on assessments on other lots. Councilman Reid Chairman of the Sewer Committee, reported that Mrs. Rugh's request had been very completely studied but it was the reco~nendation of the committee that the request be denied and called upon City Engineer Clubb to explain the details. City Engineer Clubb stated it was true that the sewer in Question woudl not serve a basement "'- but that it would serve.the first floor and the sewers in the City of Eugene were required only to serve the first floor, hence this sewer which is at least 18 inches deep would be in accordance with normal procedure. It was further pointed out by Mr Clubb that there was a sewer district formed in that section of the city for the purpose of defraying part of the cost of said sewer because the sewer line is adjac nt to the city-county line.. After a briel Jiscussion by members of the council, Counci man Cox made a recommendation to disapprove the committee's action and grant the re- quest. However, motion was made and seconded that the committee's action be upheld, 3/ which motion was approved .by all councilmen present ~xcept Councilman Cox. 'Dr. George I. Hurley addressed the council in behalf of several other proper y owners and himself asking that the alley extending north from 11th Street between Mill and Ferry Street be opened to its platted width. In the discussion that follow d it was learned that one of the abutting property owners had constructed a garage extending into the alley. The City Attorney was instructed to serve notice to all 4v property owners abutting said alley that the city was proceeding to ~en said alley to its full width and it was so ordered. . Councilman Farrington, Chairman of .the Finance Committee, presented the I property offers beginning with the request of George H. Newton to transfer his offer on lot at southwest corner of 16th and Jefferson Streets tu Lot 22, Block 1, Hendricks Addition; $500.00, $100.00 cash and the balance at $8.00 or more per month plus interest at 6% (180 feet North of the Northwest corner of 17th and Lawrence). 5J The Finance Committee recommended granting the transfer of contracts and the reco~nendation was unanimously approved by the Council. The offer of H. E. Cully for client, Elsie G. Tatro, $550.00 cash, for Lot 7 ( Block 7, Huddlestons Amended Addition (66.8 feet East of the Northeast corner of 12th Avenue and Monroe Street). Offer made contingent upon provision that the city granth~ermission to build a duplex. The Finance Committee made a recomrrlendation that property offermtseilif be accepted which recommendation was approved by the Council. However, the committee was unable to grant permission to build a duplex, 6-' as such permission must be given by the Board of Appeals. The offer of Otto M. Mennes for client, L. G. Raish, $1150.00, $230.00 cash and the balance each six months in equal payments plus interest at 6% for Lot 6 and the West 24.8 feet of Lot 7) Block 3, Wallis Dorris Addition (North east corner of 11th Avenue and Polk Street. Offer contingent on condition that the City will re-zone this lot for a service station. The Finance Committee recommended the acceptance of the property offer which was approved by the Council. However, the the committee was unable to promise that this area would be re-zoned as such permiss on 7J must be granted by the Board of Appeals. The offer of McCully Realty Company, for clients J. S. and Emma E. Horstrup, I $175.00, $35.00 cash and the balance at $10.00 per month plus interest at 6% for Lot Block 9, Hollenbeck Addition (100 feet East of the Northeast corner of 18th Avenue and Washington Street was presented with the recommendation that the offer be 8- accepted. The offer of George Lammers, ~~150 .00, $30.00 cash and the balance at $5.00 per month plus interest at 6% for Lots 1 and 2, Block 4, Blair Street Addition (136.8 feet North of 2nd and E Streets), was presented with the recon@endation that I the offer be accepted and motion was made and seconded unanimously approving the 9\. recolmnendation of the committee. J Request from'F. R. Barnes for a $50.00 refund on his property offer for 10 completion of building within the limited tinle was presented and unanimously granted. J Request from T. S. Peterson for a $100.00 refund on his property offer for 11 completion of building within the limited time was presented and unanimously granted The o~~er o~ Benjamin S. The recommendation ~).p I l~was unanimously approved. .,. ," 0 ).oo"~ Councilman Hanns, Chairman of the Fire and Water Committee" recommended ~J the installation of a street light on the northeast corner of the city owned building known as 101 West 5th Street. This is on an alley at the back end of , the building. Councilman Hanns also recommended the denial of a request for a street light on the alley between 16th and 17th and between Alder and Hilyard treets. The reco~nendations were unanimously approved. Councilman Hanns reported ~hat his committee had investigated the fire hazard conditions surrounding Schulz I !Motor Company paint shop and it was found that any insurance rate increases b.djacent thereto were not caused by location of the paint shop because the same 13~conforms to the building and fire zone specifications. The report was accepted. Councilman Hanns reported that considerable time had been spent on securing ~stimates regarding installation of a new furnace in the Fire Department. The best offer so far for complete installation and piping would cost about $600.00 and ~t was the recommendation of the Fire and Water Committee that money be expended ~rom the Emergency Fund to provide for the change. Upon motion made and seconded FheoCity Recorder was instructed to call for bids, specifications to be submitted ~y the committee, for the installation of a nevI! furnace ,in the Fire Department and l't was so ordered. Mr. Banns further reported that remodeling the present furnace room into a room for th~ fire eq~ipment and the storage of three city cars would cost an the neighborhood of $1300 to $1400 but he felt that this work could be delayed ~ntil the city was more certain of funds available and until the installation of ~he furnace in order to give a better picture as to the exact work needed to be done 14tnd the space it would require. . I Councilman Barette brought up the proposition of submitting a~ application ror a WPA project for the improvement of the walls in the Skinner Butte Park. After t short discussion the Mayor and City Engineer were instructed to execute necessary 15~papers in making out the application and it was so ordered. II Councilman Barette reported that the caretakerts residence at Skinner Butte I Fark needed to be re-roofed and would recommend that it be done before the' rainy ~eason sets in, funds for the same to be taken from the regular park funds. Motion l~ ~as made and seconded unanimously approving the recommendation. l Request was presented from Marie Dean asking permission to connect the I,ewer line from a cabin adjacent to 1702 West 2nd Street to the City sewer. The 17~equest was referred to the Sewer Committee. II Police Co~ittee Chairman Bond s~ated that the Police Committee had held t meeting and it was their recommendation that meters in the following area be removed: All meters on West 8th Street from the alley to Olive Street; all meters ~n West 10th Street from the alley to Olive; all meters located on Olive Street ~nd all meters located on West Broadway between Olive and Charnelton. Also, the ~ity Recorder be instructed to inform the meter companies that only the meter heads ~ill be removed and placed in storage in Eugene in the event a re-installation is " ' 18v~esired. The recommendation was unanimously approved. c II An application for a transfer of Class nBn Liquor license from Albert E. and Angie R. Green to Joe D. Hale and ~erle Short at East Side Tavern, 47 East 7th ttreet was recommended by the Police Committee and approved by the Council. A ~ew application for a Class "cn liquor license was presented fram E. T. and Alice I. Stewart at the Boulevard Cafe, 1927 Franklin Blvd. " In view of the resolution previously made that not any new licenses are to be granted, and strictly adhered to by th~ counci~, it was the recommendation of the committee that,the application 1 :fue denied. The council approved the recommendation. :Mr. Stewart addressed the counc I 19C~s~ing that his request be granted but the committeets recommendation was upheld. \ Mayor Large reported that Mrs. Ben Russ~ll had complained abou~ the exc~ssive smoke and soot coming from Wyattts Service Stat10n and wanted to ~now 1f someth1ng 2if60uld be done to check it. The request was referred to the Fire and Water Committee. I Request was received from E. J. Smith, manager of the Coos Bay Rodeo asking vermission to parade saddle-horses, banners, and public address system through ~illamette Street on June 29th at about 2:00 otclock p.m. The Recorder was instructe I 21~to inform Mr. Smith that permission was granted as per his request. Communication was presented from the Pacifid Coast Building Officials Conference no,tifying the City of the increase in price for.an act~ve Class "A" ~embership from $10.00 per year to $40.00 per year. The C1ty Eng1neer recommended I~hat the City retain its membership on the new basis and the council approved 221the recommendation. Communicatio~ was presented from Karl L. Shirey stating that he would not Fe able to accept the city~s counter offer.on the property for which he had made an 231offer. The communication was ordered placed on file. Communication was presented from the Board of Appeals stating that a ~equest was received from H. E. Cully on behalf of Mrs. Elsie C. Boyd {Elsie C. TatrO I ' ~ ",.. 3 3 8 ............ .- -- ,... -- --- and Mrs. Rhea M. Larwood asking for a special permit to erect a duplex residence on Lot 7, Block 7, James Huddleston's Amended Addition. This lot is located on the North side of ~velfth Avenue West and the second lot east of Monroe Street. The ';" ''\... Board recommends t. hat this" request be denied and the recommendation was approved by I 24 the council. . ..r..~', ....,,"'" ~,f' A letter addressed to the council signed by S. R. Mosher, Bldg. Inspector, v) W. E. Nusbaum, Fire Chief and C. 'F. Bergman, Chief of Police, stating that there is n ':"'; old barn located on the rear of the property at 1010 Sixth Avenlle West owned by Fran oc Olsen, Springfield which is in a dilapidated condition and has some baled shavings stored in it. The building is unsafe and is a serious fire hazard and it is recomme ded that it be condemned and torn down. The letter also stated that there is an'old barn located in Elk Drive a short distance east of Fairmount Boulevard. It is not I in use and is a source of annoyance to the residents of that locality. As it stands in a public street it is recomraended that it be torn down and removed. Both ' recommendations were approved by the council and the City Attorney instructed to 25 initiate condemnation proceedings. Eugene Public Library presented its report for theHmonth of May, 1940, 26v and the <report was ordered placed on file. An application for a curb cut was presented from I~s. Eva M. Scharff, No. 76 v and as the City Engineer recommended granting the request, the council approved the 27 application. Request was received from C. R. Rees for a refund of fifty cents for electrical permit No. 13294 issued on May 7, for a water heater connection at 1240 Beach Street. As this is a duplicate of one issued April 15, 1940, the City Engineer recommended that the refund be granted. The counc'il approved the , 28.1 recommendation. " The City Recorder reported that after an investigation he discovered that the county was not noting the recent street vacations on the county map because the city had failed,to remit the necessary $2.50 fee for each vacation. It was his request that the obligation to the county for the six recent street vacations --A be taken care of in order to have proper notation made on the county map and it was 29"11 so ordered. An ordinance levying assessments for the paving of Monroe Street from the I South line of the Southern Pacific Railroad right of way to the North line of Seventh Avenue West in the City of Eugene, Lane County, Oregon was presented to the council for its first reading. Objections were called for. There being no objectio s the~rdinance passed to its second and third readings by title by unanimous consent of the council and placed for final passage. The ayes and nays were called, council men voting aye: Reid, Bond, Farrington, Hanns, Koppe, Barette and Cox; nay: none; 30v absent: Carlson. ~he ordinance was declared passed and numbered 8649. Communication was presented from Councilman H. J. Cox tendering his resigna- tion from the city council because he is moving out of Ward 2, into Ward 4. The cou cil reluctantly accepted the resignation and Mayor Large on behalf of the council ..; members expressed ~incere appreciation for the fine work and co-operation submitted 31 by Mr. Cox. ~;"'l, ~VJL,1..e,-;t,,~....; (I,--f-' ~~...,....~~~-, o fir c I~yor Large brought up the question of conducting a survey to locate a prope site for the proposed new airport, in the hope of securin.g federal assistance for the construction and the City Engineer was given authority to conduct a survey and prepare proper plats for the site, the total cost of survey and plats not to exceed 3~ $300.00, and it was so ordered. An offer was received from H. A. White offering the city $60.00, $10.00 down and $10.00 per month plus 6% interest for a 10 foot strip inrrnediately adjoining his property located at the north 90 feet of Lot 6, Block 2, R. F. Scott~ Addition. The Finance Committee recommended a counter offer to sell five feet for $60.00; I j $12.00 down and the balance at ~~10.00 per mont~ plus interest. The council approved 33 the reconmlendation. Mayor Large told the council members that as long as he had served on the council, the city had never displayeg an American flag in the council chambers and recommended that a flag be displayed in the council room. The City Recorder was instructed to secure a flag and standard for use in the council chambers and it was 3~ so ordered. . Councilman Koppe, Chairman of the Judiciary Committee stated that he would I personally appreciate the council's instructing the City Recorder to procure a statement of cost of re-printing the city charter to include itsocomplete present form and the printing of the city ordinances in a book to make it more convenient for the council members and other interested parties. Council Chambers Eugene, Oregon July 1, 1940 The council met in special meeting pursuant to the call of h~yor Large with all councilmen present except Messr. Carlson. A vacancy existed from the Second Ward because of the recent resignation of Councilman Cox. Mayor Large announced that he had met vdth the Chamber of Commerce Airport Committee at which time the committee recorrunended to tthe Mayor and the City Council that site #1, approximately seven miles northwest of the city, be surveyed and platted according to the master plan as prepared by the Civil Aeronautics Authority. Mr. Clubb stated that options had been received for Site #1 at a total cost of $63,000.00. Councilman Koppe expressed the opinion that this was a matter for the county as a whole and not just for the City of Eugene and wanted to know if I something could be done along these lines. Councilman Barette stated if the city buys this property, he wanted to know if that was all the city would put into an airport, being understood that if it was constructed as suggested the total cost would be in the neighborhood of one-half million dollars. After full and complete discussion by the Council, motion was made by Councilman Bond, seconded by Councilman Reid, and unanimously approved by the council, instructing the City Engineer to draw a master plan and survey of site #1, cost of the same not to exceed thbee or four hundred dollars.
