Council- ~~~ men present were: Reid, Bond, Carlson, Farrington, Hanns, Koppe, and Barette; absent ,........ "- none. A vacancy existed from the' second ward because of the recent resignation of .A Councilman Cox. The minutes of the previous meeting, June 24, 194~ were presented and ordere ~ placed on file. I Mr. Herman Burmester representing the local Moose Lodge addressed the counci asking permission to decorate the streets and hang banners in the City of Eugene for their area convention on July 25, 26, 27 and 28; including in the decorative scheme, the use of Canadian flags. Upon motion made and seconded the request was approved. Mr. Burmester then asked perm~sion to rope off BroaKdway from Willamette to Olive Streets at the conclusion of their parade, which will probably be about five o'clock for the purpose of holding the competitive drills of the various teams in the area. 3, Again, motion was made and seconded granting the request. Mr. Charles Allen addressed the council protesting a notice to repair the sidewalk located at his property on 15th and Willamette Streets. Mr. Allen felt he should not be required to make the repairs because the damage was caused by the city having granted permission to the Texaco Oil Company to install a gas storage tank in the parking strip which caused the concrete to crack and settle. After considerable discussion by members of the council and the City Attorney, motion was made and seconded to deny the request. All present voting aye except Councilman 4~Reid who voted no. The motion was declared carried. Mr. Noble Crawford asked for a special permit to remodel his building at 7th and Lincoln Streets; the remodeling to provide ~on two apartments upstairs and one apartment with office space for his service station downstairs. After consider- able discussion by members of the council a motion was approved to refer the matter to the Building Inspector with power to issue a permit if, in his judgment, the remodeling and improvement will be a bene~it to the City of Eugene and it was so I 5J ordered. Communication was presented from the Eugene Chamber of Commerce stating that the sponsors of the swimming pool petitions had been conta,cted and compliance secure in withdrawing the swimming pool petitions from the proposed forthcoming special ele to be held sometime within the next sixty days, upon which the proposition of purcha a site for the new airport would be the only measure ccntained on the ballot. On behalf of the sponsors of the swimming pool pro'ject the Chamber of Commerce requeste assurance that such temporary withdrawal will not jeopardize the opportunity to refi e the same initiative petitions for inclusion in the next regular election to be held in Eugene sometime in November. City Attorney S. M. Calkins, addressed the council stating that in all fairness to the proponents of the swimming pool petitioners and in view of the fact that they were willi~g to withdraw the same to give right of way to the proposed airport the council shou~d agree to submit the swimming pool petitions on the November hallot. Upon motion made and seconded the statement of th City Attorney was unanimously approved and as a matter of record it was placed on ro 1 6'call, councilmen voting aye: Reid, Bond, Carlson, Farrington, Hanns, Koppe and Baret e. Communication was presented from W. L. Lyon, District Supervisor of the NYA making a request for the continued improvement and use of the present buildings at Skinner Butte Camp and to construct additional buildings. The City Recorder was 7, instructed to prepare a letter granting the request an~t was so ordered. Councilman Farrington, Chairman of the Finance Committ~e, presented the prop rty I offers beginning with the offer of Robert W. Watson, $200.00, $50.00 cash and the ba - ance on or before 90 days for the lot at the northeast corner of 8th Avenue and Tayl r Street (49x130); offer made on condition of FHA Loan. The Finance Committee recommended that the offer be rejected and motion was made and seconded unanimously 7-A~approving the recommendation of the committee. Upon the recommendation of the Finance. Committee, a counter offer of $450.00 was extended on the offer of Oscar Skjepstad, $425.00 cash, for lot on the south sid of West Broadway and 66.84 feet west of Van Buren Street (66.84 x 101.35). Plans to I 8~build a home if offer is accepted. The offer of O. J. McKeegan, $1000.00, $200.00 down and the balance at $17.0 per month plus interest at 6% (prefer deferred payments to be made quarterly) for Lot 4, Block 5, Blair Street Addition (known as 1683 and l683i West 2nd Avenue) was presented. The Finance Committee recommended that the offer be accepted on the condition that payments are made monthly, and the recommendation was unanimously 9"\ approved by the council. Upon th~ recommendation of the Finance Committee, a counter offer of $250.00 was extended on the o~~er o~ C. D. Reynolds, $150.00 cash, for the South 1/2 of Lot 1, Block 11, Sladdens 3rd Addition (80 feet South of the Southwest corner of 2nd ~~ Kk~x and Van Buren). 0 34~ ./ ,-, -- ._- - ~-- -----. - - ---- -- - .~- -- ~ -, --, .--- -- -- -- - --- , _h ---- -- ~ Request of Mr. and Mrs. H. G. Boykin for a price on the strip of land between Lots 2 and 3,/Bloc~ 8, Croner's Addition and also on the South 50 feet of I _Lot 2, was presented. The Finance Committee recommended a price of $150.00 on the l]entire piece, and the recommendation was approved by the council. C..;; I Councilman Farrington presented the bills for the month of June, 1940, ~ :(~~ 1With a recommendation that they be allowed and warrants be drawn for the same. The ~...:: . lrecammendation was unanimously approved. (see end of minutes for list of bills) .... ,...~ Councilman' Farrington reported that several things needed to be done at the Airport to provide additional classroom space and restroom space because of the I air training school under the National Defense Act. He called upon Mr. Clubb to ~xPlain the program and Mr. Clubb stated that some time ago the city had made applica ~ion for a WPA project to cover additional rooms, restroom facilities and also erecti n for a new hanger. Because of the prolonged time in receiVing approval of the ~pplication, the city had, upon its own init~ative, constructed a hanger. Now, the ~pproval has been received on the project and he would recommend that the grant pe used to improve restroom facilities including four lavatories and wash basins and ~he.project be carried out to the best interests of the city. ,Mahlon Sweet, Chair- man of the Chamber of Commerce Airport Committee addressed the council recommending / ~hat the city proceed with the present VlPA project and to apply as soon as possible for an additional project for the erection of a shoproom which he understood could how probably be built under the ~mergency defense progra~ entirely at the expense pf the Federal Government. Motion was made and seconded instructing the City Engineer to proceed with the present approved project and to make application for a I~hop room if and when the above mentioned new program goes into effect and it was so l~brdered. II. Councilman Hanns, Chairman of the Fire and Water Committee, recommended ~he installation of a street light at 16th and F~irmount Streets, at what would be ~he intersection of 16th and Fairmount if 16th Street was extended east. The recommendation was unanimously approved and the City Recorder instructed to write a 14'letter to the Eugene Water Board notifying them to make the installation. II 'Mayor Large raised the question of the city burning grass from the city' pwned lots. Upon checking the records it was learned that the amount spent last I ~ear for the burning off of lots was just under $400.00, the moneS expended from the tien Rent account. After considerable discussion motion was made and seconded ~nstructing the City Engineer to proceed with the burning of dry grass from city owne l5'rts and other corner lots left to the discretion of the city Engineer. .. Councilman Bond, Chairman of the Police Committee, reported that !Patrolman Lepnard Kearney was leaving for Washington,D. C. to attend the twelve 16'~eek annual training school conducted by the Federal Bureau of Investigation. II" Councilman Reid, Chairman of the Sewer Committee, stated that people ~iving outside the city limits wishing to connect with the city sewer would have ~o comply with the present regulating city ordinance and the request of Marie Dean ~o conn~ct the sewer line from a cabin adjacent to 1702 West 2nd Street to the city 17-~ewer was ordered placed on file. II Communication was presented from Fred E. Smith complaining' of the gas and gas odors from the Northwest Cities Gas Company and the smoke conditions around various industrial plants and respectfully requested the council to ~editate such regulations and instructions as will be likely to bring suitable relief Iff ~he letter was referred to the Health Committee and the City Recorder. Rugh saying she was ready,' ~ble and willing to pay sewer assessments on Lots 4 and 5, Rugh's Second Addition. 19'~he communication was ordered placed on file. I II Communication was presented from Louis W. Waldorf suggesting that the folice Department be instructed to apprehend those responsible for posting "snipe ~igns" or posters tacked to many and various telephone and electric current poles 2Q ~bout the city. The communication was referred to the Police Committee. II c~mmunication was present~d from J. K. Pratt &. Company, Insurance ~ents, quoting a rate of $99.45 for $50,000/$100,000 limits bOdily injury liability ~pd $50.mO for $5,000 property damag~ liabil~ty insurance on the Eugene Airport. 21' fhe communication was referred to the Judiciary Cowmittee and the City Attorney. I I Communication was presented from the Board of Appeals stating that a ~~quest had been received from Har~ld, J. Wel~s asking that all of Lot 3, Block 3, crames Huddleston's Addition located on the south side of Tenth Avenue between ~efferson and Madison Streets be classified in Multiple-family zone. As this lies half in and half out of theR-2 Zone the Board recommends that this request be 2~ granted. The recommendation was unanimOUSly approved by the council. , I A request was received from J. B. Sutton asking for a reclassification pf the property on the southeast corner of the intersection of Eleventh Avenue and ~atterson Street to permit the erection of a steel frame service station. The II Board of Appeals recommends that this request be denied and the council unanimously ..oIIIl 342 -, ._-..... - - 2~ approved the recommendation. ~~ A request was received from L. G. Raish asking for a permit to construct a service station on Lot 6, Block 3, Wallis-Dorris Addition located on the lot at the I northeast corner of'the intersection of Eleventh Avenue and Polk Street. The Board W" of Appeals recommends that this request be denied and the council unanimously approv d ""~, '" 24' the recommendation. A report of cement sidewalk repairs for the months of May and June was 25- presented from City Engineer Clubb and ordered placed on file. Monthly reports were presented from the offices of the City Engineer, Police 26' Department, Police Matron and the'Fire DepartmenVand ordered placed on file. I A petition signed by representatives of the area of 8th and Jefferson Street was presented in the hope of having a stop sign placed on Jefferson Street entering 2'7 ~ 8th Street for the safety of the public. The request was referred to the Police Committee. An application for a Second Hand Delaers License was presented from D. L. Hazelton at '762 Park Street. As the application had the approval of the Chief of 28- Police, motion was made and seconded approving the issuing of a license. Wood, and No. '764 for T. N. Shumway. Motion was made and seconded approving the 29( recommendation of the Engineer. A request was received from the Lane County Health Service for the City of Eugene to sponsor an NYA project to remove the trees from the jungles located at the northwestern part of Eugene. After considerable discussion the matter was 30- referred to the Judiciary Committee and the City Attorney. . I An ordinance creating a $3000 revolving fund for the City Treasurer was presented to the council for its first reading and passed to its second and third readings by title under suspension of the rules by unanimous consent of the council and placed for final passage. Councilmen voting aye: Reid, Bond, Carlson, Farring- 31' ton, Hanns, Koppe and Barette. The ordinance was declared passed and numbered 8650. An ordinance initiating the vacation of West 3rd Avenue from the West line of Jefferson Street to the East line of Madison Street was presented to the ,council. It had its first reading and passed to its second and third readings by title under suspension of the rules by unanimous consent of the council and placed for final passage. Councilmen voting aye: Reid, Bond, Carlson, Farrington, Hanns, Koppe 32' and Barette; nay: none. The ordinance was declared passed and numbered 8651. . Mr. J.,B. Sutton addressed the council asking re-consideration of the reques in re-classifying 11th and Patterson Streets to permit the erection of a service station. Mr. Sutton referred to the property located at 11th and Hilyard which had been owned by Alfred Knowlton and had been rebuilt without being re-zoned and he felt he was entitled to special consideration. After considerable discussion the request was referred to the Mayor and Planning Commission with a request that 33 Mr. Sutton appear before the Commission meeting of July 9, in the Council Chambers.
