'v. The minutes of the regular meeting of the COllrrrron Council held in the
Council Qhambers on November 12, 1940 at 7:30 o'clock p.m. Mayor Elisha Large
presided over the meeting. Councilmen present were: A. A. Reid, Sam C. Bond,
A. C. Farrington, Louis Koppe, E. A. Barette, Ira O. Stewart and Orren Brownson;

Mrl A. L. Williamson addressed the council asking for a special permit
to complete the building started on the property locate.d on Lawrence between 11th
and 12th. Iv1r. \iilliamson had secured a permit for building a 4&car garage and
has built the buildine; larGe enough to take care of his plumbing shop work and
inasmuchas the stop order had been placed by the ,council, he was appealing to the
council for. permission to complete the 'work and carryon his business. City
Engineer Clubb informed councilman Reid upon questioning that Mr. Williams'
business was being located in a multiple family zone and further reported that
the Board of Appeals had taken no action upon this mat.ter because the council had
placed a stop order on it and thereby removed it from jurdistiction of the Board
of Appeals. Mr. \lilliamson had never filed an application for a special re-zoning
permit. After a lengthy discussion, Councilman Reid made a motion, seconded by
Ko p p e , to refer this matter back to the Board of Appeals, said motion to include
3' authority for the Board of Appeals to act upon the application and it was
unanimously approved.
Mayor Large accepted the preliminalY report from the special airport
conmittee, which he had appointed for the purpose of negotiating best possible
prices on airport sites. Ivlr . V' IV' Tugman pointed out briefly that there were

three possible sites to date:
(1) Section 6; (2) Section 31; and ( 3) Section 30;
all base sections of land, adgbin~ng and running south to north approximately one
m,ile east of the Pacific Highvmy and six to eight mi12:s north from Eugene. All I
three sections received tentative approval of both the United States Army and the
civil aeronautics authority. Mr. Paul Morris district en[ineer for the CM
and two Gther engineers visited Eugene on November 10, and definitely desibnated
Section 6 as the first choice, Section 31 as second choice and any combination of
the two with additions out of Sectillon 5 to the east, as entirely satisfactory.
Mr. Tugman further pointed out that in the purchase of Section 6, with additional
land in Section 5 there would be sufficient land to provide an army cantonment
site and it would save about ~10,000 of the original request so the total net
cost to the city was $67,450 for 868.95 acres of land. Mr. Tugman stated that
Captain E. G. Herb of the U. S. Engineers and his entire staff had been instructed
to assist the City of Eugene to secure the necessary details and surveys to submit
to the government and Captain Herb must know imnlediately the tract the city was
going to purchase. City Attorney S. M. Calkins stated that the options which had
been presented to him for checking ~\ere satisfactory. At this time Mr. E. Boehnke,
member of the com~ittee, turned over to the city options on Section 6 stating to the
council that the committee felt it had completed its task and it was up to the
council to proceed from there on. It was pointed out by both Mr. Tugman and Mr.
Boehnke that there were two pieces of property which the people were asking too
much for and that the city should issue condemnation proceedings and there were
two other pieces of land just slightly in excess of that paid and the balance of
the tracts were satisfactory. City Attorney Calkins reported that he had talked
with Richard Shore Smith, President of the First ~&tional Bank and E. R. Bryson,
attorney, and they stood r"eady to assist the City of Eugene in financing the rJUrchas
of the proposed airport. Communication had also been made with the Eugene branch
of the United States National Bank of Portland, Oregon, and they offered their I
cooperation and willingness to advance funds for the purchase of the land as-soon
as legal details could be arranged. The following people expressed their recownenda
tions to approve the purchase of Section 6,: William Tugman, Ed Boehnke, Robert
Prescott, Ray A. McInnis, Earl McNutt, Mahlon Sweet, and Louis Koppe. Councilman
Sam C. Bond stated he was very well acquainted with the land out there and felt
it was a proper site. Councilman Farrington made a motion to exercise options for
the purchase of Section 6 as an airport site and as to the selection of the army
cantoninent site this be deferred until the army indicates its choice; also, the
airport committee's report be accepted in the matter of condemn~tion an~ handling I
of the balance of the owners. Councilman Bond seconded the motlon and lt was
unanimously approved. A resolution in which the Common Council, acting upon the
authority of the eleectors expressed in the election of November 5th, select~d
Section 6, 'TownShip 17, South of Range 4 lifest as the site for the proposed alrpor~
was presented and upon motion made and second~d ~nan~mously approved by th~ councl1.
At this time Councilman Reid expressed appreclatlon ln behalf of the coun?ll.for
the work of the special committee and the IVlayor expressed the same appreclatlon
~ and thanked them very sincerely for their work.

WHEREAS , heretofore the City of Eugene at a general ,",."

election held on November 5, 1940, authorized, empowered and ~
directed the Common Council to include in its general tax levy "''''1

for two years next succeeding the authorization a special levy
of three, Inills upon the dollar valuation of all taxable property
within the City of Eugene for the purpose of purchasing land for
an ~irport for the City of Eugene,
WHEREAS, a committee has been selected of members of the
Council and of citizen members to select and recommend an
I airport site and the committee so selected have filed their
recommendation vvith the Common Council together with options for
all of Section 6, Township 17 South of Range 4 West, said
recommendation endorsing certain of the prices na.med in the
options and withholding endorsement from others.
Now, Therefore, the Common Council of the City of Eugene
acting upon authority of the electors as expressed in the election
of November 5, 1940, hereby select Section 6, 'I'ownship 17 South
of Range 4 West as the site for the proposed airport to be pur-
chased at prices named in the option where those prices are
deemed reasonable by the Common Council and to be secured by
the exercise of eminent domain in cases where the prices are
deemed unsatisfactory and exorbitant.

Mr. E. F. McBee addressed the council in be~alf of his request fo~ q '.

line. The Board of Appeals had denied the request.. The matter was thrown open for
discussion. r~. McBee presented a petition containing names of adjacent property
owners approving the erection of the additional building. City Engineer Clubb, .

Councilman Farrington, Chairman of the Finance Committee presented the
propert;r offers beginning wit,p. the offer of Rugh Realty Company for client, Felix
auer; $125 cash, for Lot 1, Block 7, Rivenvood Addition (Northeast corner of Clark
!Avenue and Ash Street). The }!'inance Committee recommended that the offer be

Councilman Bond, acting as Chairman of the Fire and Water Committee stated
that a petition had been received requesting the installation of a street light at
24th and Charnelton Streets and he would recommend approval of the same. Upon
motion made and seconded it was approved and the City Recorder instructed to
171 notify the Eugene Water Board to install the same.
Councilman Band, further requested permission to purchase two Corey hydrant
and valves for the Fire Department. It was pointed out there were no funds
available in the JJ'ire Department budget as all 'funds had been used. Councilman Rei
made a motion, seconded by Bond, to purchase th~ Corey valves and h~drants from the
18 emergency fund and it was so ordered.
Communication was received from J. L. Harp~am asking the council's
cdnsideration of the following condition: "The 'surface water coming down 24th Avenue I
fr'om the hill is' caught by two manholes at 24th' and Wil'lamette Street. It discharges
into a drainage line that ends at the alley a short d istanc'e from Willamette Street,
and causes an excessiNe amount of water to flood down 24th, an~ over adjacent prope y.
The effect is damaging to everyone concerned and the condition will, of course,
become worse as the rainy season advances." The matter was referred to the Sewer
19- Committee.

Councilman Bond', Chairman of the Police Comrni ttee, 'stated that the request
of the PTA Committee in its traffic s'afety campaign had been considered and a meeti I
had been held with the Chief of Police and a pTA Cownittee. It has their recommenda
tion that safety lanes be painted at 8th and Monroe Streets. As to the parking in
front of school buildings, he felt that a staisfactory arrangement was to be
20' placed in effect, but was not ready at this time to give the details.
Reporting on the request of Mrs. Ermna Moxley which was presented at the
last council meeting, counc ilman Bond asked that this be held for a short t me
and if upon completion of the new Simmons Kendall BuildinG the traffic situation
" didn't improve, he would probably recommend a two-hour parking zone to take care of
21 th.e problems.

Request was received from A. C. Stockstad for a permit to erect a duplex
residence on Lot 12, Block 3D ,Gross Addi tion vvi th the possibility of extending
the building onto Lot 11. This property is located on the southeast corner of the
intersection of Kincaid Street and rnventy-second Avenue. The Board recffimnends
that this request be refused and upon motion made and seconded the recommendation

Communication was presented from L. C. Peterson asking permiss6-on to move

I Communication was presented from W. B. Mikesell asking to use the Southeast
rorner of 13th and Olive Streets for a business place. After considerable discussion
~he City Recorder was instructed to cownunicate with Mr. Mikesell telling him that
~he council would aIDnsider rezoning the corner from a multiple family zone to a
~usiness zone and issue a special permit providing a proper type of buminess

district to a light industrial district.. As there were no objections the ordinance
~,,; was placed for its second reading and passed to its third reading by title under
{~-G suspension of the rules by unanimous consent of the council and put upon roll call.
Councilmen votinb aye: Reid, Bond, Farrington, Koppe, Barette, Stewart and Brownson;
31 nay: none; absent: Carlson. The ordinance was declared passed and numbered 8661.
Curb cut application No. 801 was presented from the Safeway Stores~ The
City Engineer reported that he did ,not see a necessity for an additional cut,
and upon motion made and seconded the request was denied. C~rb cut ~Plications I
were also presented from J. H. Watson; No. 808~ Lois Traxler, No. 80 ; L. G. Hulin,'
No. 810; G. H. Newton,l No. 811, and J. M. Lloyd, No. 812. As the City Engineer
recormnended granting the cuts, motion was made and seconded unanimously approving
3g:.0the recomrnendation of the City Engineer.
J City Recorder C. M. Bryan reported that Joseph Harrell, local manager of
the airport had personally withdrawn his ~equest to construct additional buildings
33 at the airport. '

At this time Councilman Bond recownended passing a resolution authorizing
the City Recorder to approve~ in behalf of the council, all renewal applications
for 1941 liquor licenses for the same classification as held in 1940. The motion
was seconded by Councilman Farrington. Councilman Reid took exception and asked
that the motion include all applications except those called to the Recorder's '
attention by the Council and these would be held for investigation. Councilnmn
Bond and Farrington both favored adoption of the resolution and upon motion made I
and seconded it was unanimously approved.

That the Recorder be and he is hereby authorized and directed to approve,
on behalf of the Corunon Council, all renewal applications for 1941 for
liquor licenses to the same persons and upon the same classifications as
held in 1940, except any applications which the Council may disapprove
and notify the Recorder before the Recorder shall have approved the
application; such applications to be held for further investigation
hy the Oouncil.
