NOTICE IS HEREBY GIVEN, that on this 16th day of June, 1941, the Mayor of Eugene
hereby calls a meeging to be held at 5: 00 0 t clock P. M. in the C'ounc il Chambers
of the City of Eugene for the following reason:

The council met in special meeting pursuant to the call of Mayor Elisha
Large. All councilmen were present with the exception of A. L. Hawn and John
W. Pennington. ..

The meeting was called to order by Mayor Large who reported that a
proposal from the Works Project Administration had been received last Friday
offering to spend $292,211.00 for the Airport. He stated that he called Paul
Morris in Seattle and that Mr. Morris had informed him that their intentions were
to go ahead and finish up the Airport including th~s work that the W. P. A. was
offering to do. Mr. Morris could not promise anything definite but he could not
see anything in the way of finishing the project. Councilman Bond asked Mayor A.
Large if it was not a ~act that had it not been for the C. A. A. there would
have Been 'no Airport and Mayor Large replied there was no doubt that it had been
'through+,their efforts that the project had been carried through. Councilman
Brownson said he could see no reason why ,the City should consider the W. P. A.
project. Councilman Farrington said that he believed that the only 'reason the
W. PI A. was so anxious for the work was in order to perpet~ate their organization
and that he would much rather see the C. A. A. get the work as letting a contract
for jobs of this kind was more of the American idea. A motion made by Councilman
Bond that we should leave the project in the hands of the C. A. A. was seconded
by Councilman Farrington and carried.
Mayor Large reported that the Army would be moving troops through Eugene
sometime between the 3rd and 9th of JUly, and they had asked for accommodations
for 2000 men and 400 trucks. The question was what could the City do toward
fixing up the North end of the old airport for them to use. This matter had been
in the hands of Councilman Stewart and he had nothing. definite to recommend at
this time as it ha~ been undecided as to just what the City could afford to
spend. He said the original idea of .I(utting in lights, water and showers would
would cost anywhere from $2600.00 to $3000.00. . He stated that owing to the
uncertainty of how much the field would be used it made it hard to decide what
should be done. He stated that Colonel Waller said ther should be lights and
water and showers. Councilman Farrington stated that he did not think it was prac-
tical to put in o~ly cold showe~s. It was ~eported that the Water Board had agreed
to put in li"ghts and water free of charge if the City would go ahead with the
other improvements, but it was not certain whether they would be willing to put
in lights and water free of charge if the City did not make the other improvements.
Councilman Brownson stated that he thought they should offer to furnish the part
of the airport with lights and water and reimburse the Water Board for some of
the cost if necessary. It was brought out that there was only some 30 acres
available at the airport while the Army had asked for two 50 acre tracts. A motion
was made by Councilman Brownson and seconded by Bond that the City offer the Army
what ground was available at the airport and that the City would also furnish them
lights and water. This motion was carried. Mayor Large asked that Councilman
Stewart contact Colonel Waller and make him this offer.

At this time,R. A. McGinnis, business agent for the Building Laborers
Union, was present and said that he wished to thank the Council for their action
in regard to the Airport this evening.
