M. in the Council Chambers of theCity of Eugene for the following purposes. For the purpose of leasing the New Municipal Airport ,to the United Air Lines. 1 Also, such other business as may come up. , September 19, 1941 ~sl ELI$HA LARGE Eugene, Oregon j lisha Large, Mayor * * * * * * * * Council Chambers, Eugene, Oregon September 19. 1941 , A special meeting of the Common Council held on September 19, 1941, called by Mayor Large. Councilmen present were Bond, Barette, Koppe, Stewart, 1 and Hawn. Absent, Pennington, Farrington and Brownson. Harvey Hancock and E. S. Moroeny were present representing the United Air Lines. Mr. Hanoock had with him a sample form of contract which the United Air Lines were using at other places. He explained that this contract was subject to such changes as the City of Eugene might desire. He read the contract paragraph by paragraph and asked the councilmen present to aroke any suggestions and ask any questions they desired. After Mr. Hancock had finished reading the contract there was some discussion. A motion was made by Bond and seconded by Hawn that the Mayor and Recorder be authorizied to enter into a contract with the United Air 2 Lines after a contract had been drawn up and approved by the City Attorney. The minutes of the regular meeting of the Common Council held Monday 1 evening, September 22, 1941 at 7:30. . All councilmen were present. The minutes of the previous meeting were read and approved and the meeting 2 herewith called to order by Mayor Large. The Mayor called for anyone present wi~ling to address the Council and there being none, he asked for committee reports. Judiciary Committee had no 3 .report. ' Councilman Farrington, chairman of the Finance Committee, upon presentation of the property offers, stated they were making one refund at this time, qut that in the future no refudns would be made on property offers unless the parties 4 were going into some branch of the army. 1 A request for an adjustment by M. Schroeder on purchase of Lot 4, Block 3, Rees Addition was denied by the Finance Committee. The purchase price was $275.00 , for 66.8 feet and measurement showed the property to be 60 feet. The Finance Committee recommended the present ~ot be held for the original figure. Upon motion 5 made and seconded this recommendation was adopted by the council. The offer of B. R. Andrus of $300.00, $60.00 cash and the balance at $8.00 or mOre per month plus interest at 6% for Lot 4, Block 1, Zimmer's Addition, was accepted by the Finance Committee and the Council if construction is started within I' 6 ninety day s. The request of H. E. Cully for client, for refund of $50.00 deposit, made for the teact of land 50' x 155', 50 feet East of the Southeast corner of Broadway and Taylor, was reduced to $35.00 by the Finance Committee beoause of the e7pense the City had already gone to toward the purchase of this property. Scott of $500.00 cash for Lot 5, Block 9, Hollenbec 11 Addition was accepted by the Finance Committee and the council. , A counter offer of $500.00 was recommended by the Finance Committee on the I offer of the L. L. Miller Realty Company for elient of $450.00 cash for Lot 1, BloCk 12, Hollenbeck Addition. Upon motion made and seconded this recommendation 12 of theFinance Committee was adopted by the council. The offer of Nora J. Weaver of $160.00 cash for West i of Lot 1, \Block 15, 13 COllege Hill Park Addition was accepted by the Finance Committee and the counci.~. The offer of L. G. Engwall of $600.00 cash for the West 95 feet of Lot 12, Block 7, COllege Hill Park Addition was accepted by the Finance Committee and the 14 council providing Construction is started within ninety days. . A counter offer of $950.00 was recommended by the Finance Committee on the . offer of W. R. Robertson for R. L. Robertson of $600.00 cash for Lot 3, Block 2, Maplecroft Addition. Upon motion made and seconded the Finance Committee's 1'e- 15 commendation was adopted by the council. 0 A counter offer of $500.00 was recommended by the Finance Committee on the offer of H. W. Bernard of $450.00 cash, for Lot 10, Block 23, Gross Addition. Upon motion made and seconded this recommendation of the Finance Committee was 16 adopted by the council. Councilman Barette reporting for the Street Department thought the streets were being kept in. very good condition but thclt Monday morning, he had been up at 6:00 o'clock and had gone out to see how the work was being performed. On .1 going to the Street Department barn, he discovered the sweepf)r had not been out all night and was laid up for repairs. He also stated that the sewer at 24th and 17 Onyx was nearing completion and would be in service in a day or two. Councilman Brownson reporting for the Health Committee, said they had checke the delivery of turkey feathers at the City Dump and it would be necessary to build a gravel road or some planking for a distance of. 100 yards. He said after looking into the matter it was the committee's recommendation that the City accept the responsibility of taking care of these feathers and that no extra charge be made for taking care of them. Mr. Brownson said the Engineer was being asked to check with Mr. nughes regarding a road to deiliiver these feathers. A motion was made by Hawn and seconded by Koppe that this matter be left in the hands of the Health Committee together with the Engineer's office with the power to act. J.'i.lotion 18 was carried. Councilman Hawn. 'reported for the Parks that the ground had been prepared and they had bought one hundred pounds of grass seed and there would.soon be Some 19 more new lawn at the Butte. Councilman Bond reported regarding the recent Saul Paul convection and stated that this was the second time Saul Paul had been in trouble of this kind ~ and he moved that Saul Paul's license be revoked, to take effect November 1, 1941. 20 Motion was secunded by Hawn and carried. On motion made, seconded and carried the Mayor and Recorder were instructed I to enter into a contract with the Standard Oil Company for a sixteen foot set-back 21 at the Northwest corner of 6th and Blair. A letter from the Oregon Motor Stages requesting certain re-rout-ing of buses was read, as follows: West 11th Street Line: discontinue operation on Almaden . between Broadway and 11th and On Broadway between Almaden and Polk. Establish operation on Chambers between 8th and 11th and on 8th between Chambers and Polk. 19th and Jefferson Line: Discontinue operation on 17th between Willamette and I Jefferson. Estaplish operation on 13th between Willamette and.Jefferson, on Lin- coln between 13th and 19th and on Jefferson between 13th and 17th. On motion by 22 Hawn and seconded by Stewart this request was granted. A letter from Martin P. Simon regarding sewer connections for certain residences just Qutside the City limits on South Willamette was read..Attached to the letter was a petition to the council signed by fifteen residents of that neighborhood. Inasmuch as. this was outside the City limits, the letter was ordered 23 placed on file. .No action was taken. ... At this time,. He. said the price asked by the State Highway Commission was $50.00. He stated that this was cheaper than the City could go into any , liquidation to secure this property. A motion was made by Hawn and seconded by I 24 Stewart that this $50.00 be paid to the State Highway Commission. Motion was carrie. A letter from the Lane County Health Departmsnt regarding the trailer i~ situation was read. The Council had discussed this matter at a previous meeting and ~ the letter was ordered placed on file. At this time, Engineer Clubb said his iY'l department wanted some information regarding. permits that had already been secured by these t-railer users. He said there were a number of them that could not comply with the interpetation the council had put on the Ordinance and their money should be refunded. A motion was made, seconded and carried that when it was necessary to I make refunds for these trailers permits, the money be taken out of the Emergency 25 Fund and paid throu[h the Revolving Fund. A letter from Attorney H. V. Johnson with a petition attached regarding the sanitary conditions at 879 West Second Street was read. Councilman Brownson reported that only recently Dr. Anderson of the Lane County Health Depe.rtment had made an investigation of this and reported that under the existing conditions the matter'was in about the best possible shape until the Estate was settled so that someone would have authority to connect with the sewer. It was Dr. Anderson's opinion. that the couditions were not a health hazard. The let~er was ordered placed 26 on file. Curb cuts numbers 907 at 793 East 11th Avenue and 908 'at 886 Polk Street 27 were granted by the council as recommended by Engineer Clubb. The statement of bills for the Eugene Public Library for the month of August and the statement of sewerage charges billed and collected for the month of . 28 August were read and ordered placed on file. The Recorder presented to the Council a list of unpaid tobacco licenses and meat and milk licenses and asked for instructions regarding the collection of these. There was some discussion regarding this and it was the opinion of the counc 'I that drastic measures should be taken and warrants issued if necessary to make these collections. The matter was left'Lin the handS of the City Attorney and 29 Recorder to use whatever means seemed best in order to force these collections. I A motion by Hawn and seconded by Stewart that the council pass resolutions regarding the recent death of Mr. F. M. Wilkins and Mr. O. ~. Stafford and that 30 the fatnilies be mailed a copy of these resolutions, was carried. On behalf of the citizenry of Eugene we bid our fellow I citizen, the Honorable F. M. Wilkins, farewell and God Speed. RES 0 LU T ION The Mayor and Common Council of the City of Eugene acting on behalf of the people of the city note with profound , sorrow the passing of one of its most brilliant and capable adopted sons. I Mr. O. F. Stafford for many ,.ears has brought this city to the attention of the .nationby a combination of un~lagging industry and acute intelligence. We ask Mrs. Stafford amd her children the privilege of being admitted to the inner circle of those who grieve his passing.and we extend to her and hers our profoundest sympathy. Councilman Barette reported regarding the vacat.ion of Indiana Avenue or 26th Avenue which had been requested at the last council meeting. He said the .- reco~nendation of the Street Committee was that nothing be done at this time regarding this vacation but that at some future time after more development had been made there, this matter could be taken up again. The recommendation of the ...4 , 546 -- - -- - - - . - --- - -- "-- -_. ---- --- -- - - - -.. - 31 Street Committee was adopted by the council. ~,. ~ At this time, Mayor Large brought up the matter of a new contract which I '-' J;;'-' should be entered into regarding the old airport. He said he had been'approached ~, ;.c by Mr. Harrell and that Mr. Harrell was agreeable to terminate his present contr8c ,-y... and enter into a new contract with the city. Mayor Large stated this wa's somethin '-' . t,hat should be looked after at an early date and said he would like to refer it to a special committee for consideration. A motion was made, seconded and carried- that this be done. Mayor Large appointed Councilman Farrington of the Finance Committee, Koppe of the Judiciary Committee, and Barette of the Street Committee and asked that they give this an early consideration and let him know just as soon as the report was ready so that he could call a special meeting of the counCil to I 32 consider the matter. Councilman Hawn brought up the question of the stop lights at Willamette Street and stated that in the evening When the traffic was heavy, the way they were timed now seemed to hinder the traffic rather than help it. Mr. Hawn and some of the other councilmen seemed to think it was the left hand turns that were causi the trouble, expecially the left hand turn on Broadway. Mr. Bond pointed out it was the recommendation of 'the State highway Commission that the lights be timed as they were but he stated he-would take the matter up with them and see what could 33 be done. Councilman Farrington reported the dangerous conditiop. for school ch'ildren at the intersection of Franklin Blvd., 13th Avenue and Villard'Street. He said he considered this a much worse situation than the one at Broadway and H~gh which had previouslY heen reported on. Couhcilman Barette stated that he and Mr. Clubb had watched this situation for about one-half an hour one day and the coddition there was very bad on acc0unt of the excessive speed on Franklin Blvd. Councilman Stewart said he was very much in favor of signs being painted to warn motorists of this crossing, and Councilman Bond said he thought the City was very short of signs of this kind. After some discussion Councilman Bond said he would have some signs painted to post along the side of the highway warning of the school crossing-and that as soon as he could get these done, he would have cross walks painted on ' Franklin Blvd. The I~tter of speed on Franklin Blvd.-and 6th Streets was referred to and a moti9n was made by Hawn and seconded by Koppe and carried to the effect I that the pOlice department should slow the speed on all streets in Eugene down to 34 thir~y miles per hour.
