M., Uctober 27th, 1941, i81 ,I" ~. in trle Council Chambers. Citizen Budget members present were; Dr. A. E. Caswell, 1c::Jl Robert M.Fischer Jr., C. A. Horton, Geo. H. McMorran, and("Edwar.df~' Bailey. ~ Absent were, Charles L. Sigloh, Herbert J. Cox, and L. C. SCharpf. All councfulmen were present with the exception of Stewart. The Mayor stated that the first part of the meeting would be open for comments and recommendations from the taxpayers, on the proposed buqget for the first six months of the year 1942. The Mayor called for objections or comments from taxP51yers and there was no response. The Mayor then closed the taxj;)8yers meeting and opened the meeting to the budget I committee. It was the unanimous opinion that the budget be approved as adopted and it was so ordered. The Mayor said he wished to thank the bUdget committee on behalf of the Council for the excellent work that had been done on the bddget and that he wa~ sure they had done a good job as there was not one taxp~yer present 1 to make an objection. On motion the meeting adjourned. \ The council immediately convened and an ordinance adopting the budget had its first reading and under suspension of the rules was read for the second time. The Mayor cal1~d for objections and there being none, the ordinance was read for the third time and on roll call all councilmen present voted aye: Stewart 2v- absent. Ordinance 8698 was declared passed. Mr. R. E. Harrell said there had been a mistake in the blue prints as presented to the building inspector. He said the blue prints only showed a set- back of ,15 feet while the intention was to show the regular set-back of 16 ~eet. Mayor Large explained there was a report on this from the Board Of Appeals and the 3 matter would come up later in the meeting. Councilman Koppe r~ported for the Judiciary COrrilllittee and stated it was their recommendation that the increase in rates asked for by the Terminal Taxi Company should be granted and stated he wished to make a motion to this effect. '4f This motion was seconded by Hawn and carried. Councilman Koppe also reported regarding a bill from Arnold Suiker, 2532 Nickson Street for darrlages to a Plymouth automobile in the street at 25th between I Onyx and Emerald Streets. This bill was in the am,mnt of $36.90 and Mr. Koppe s~id at this time he only wished to state that it WLS the opinion of the Judiciary Committee that this bill would have to be paid but it belamd over until the items 5 could be checked and determine the exact amout that should be paid. I' The Finance Cownittee presented the property offers. , The offer of A. H. Auferoth of $480.00, $100.00 cash and the balance at $31.50' per month without interest for Lot 5, Block 5" Cheshire's Addition was accepted by the Finance Committee and the Council on condition that the City reserv seven feet on the west of the lot for an alley and that his payments include intere t at 6%. His offer was conditional on Board of Appeals action to his request to '~ build a store with apartments above. Motion was made, seconded and carried that 6 he be referred to the Planning Comrnission. The offer of Grace Moore of $50.00 cash for the East 49 feet of Lot 1, - Block 4, Travis Addition was held for the $75.00 offer originally made, by thee 7 Finance Committee and the Council. . ,The offer of Harry I. Hamilton of $300.00 cash for Lot 7, Block 2, Zimmer's Addition was held for the appraisal price of $350.00 by both the Finance '8 Committee and the Council. The offer of Harry I. Hamilton of $300.00, $60.00 cash and the balance " at $10.00 or more per month plus interest at 6% for Lot 6, Block 2, Zimmer's I' Addition was also held for the appraisal price of $350.00 by the Finance Committee 9 and the council. 'The offer of Mrs. Wm. Emigh of $100.00, $20.00 cash and the balance at $10.00 or more per month plus interest at 6% for Lot 1, Block 1, Cramer's 10 Addition was accepted by the Finance Cormnittee and the Council. The request of C. R. Lindgren for a refund of $50.00 on part of lots I 4 and 5, Block 2, Fairmount Heights Addition for starting construction within 11 60 days was granted by the Finance Committee and the Council. The offer of J. F. Cramer for School District #4 of $950.00, $250.00 cash and the balance on or before June 30, 1942 plus interest at 6% for the West 100 feet of Lots 7 and 8, Block 34, Gross Addition was held for the appraisal price 12 of $1050.00 by the Finance Comrnittee and the Council. The offer of Ward W. Kocher of $500.00 for Lot 8, Block 9, Hollenbeck .J,4 Addition was accepted by the Finance vormnittee and the Council. .,.,..,.... I ~'~~ 4~ Councilman Farrington reported regarding the hoods'for parking meters which were'~"bed:ng s~pplied to contractors whele bui.1ding construction was going on. He V"l stated the engineer had informed him that the contractorS were not returning these cn ....,... hoods and the engineer had notified the contractors that a charge of ten cents per v. day would be made whenever they were kept out in excess of the time allowed but that this had not brought the hoods in. Councilman Hawn suggested that a deposit should be required at the time the hoods were g~ven out. After some discussion Councilman Hawn_made a motion that a charge of $5.00 be made at the time the hoods were given out and this $5.00 be refunded- if the hoods were re,turned at the time I specified in the permit, and if the hoods were not returned-promptly the $~.OO 15 deposit be forfeited. Motion was seconded by brownson and carried. Councilman Barette reported regarding the vacation of' 24th Avenue between Lawrence and Jefferson. He said it was the opinionof the Street Committee that this request was premature and that it should be denied, and stated he would 16 make a~motion toothis effect. Motion was seconded by Farrington and carried. The Fire and Water Committee, the Parks and Sewer .Commi ttee had no reports. Councilman Bond reported regarding the condition of Harris Street between 25th and 26th which had been up to the council at a previous meeting; and stated that the street department had drained the road and he thought the matter now j 172 would be satisfactory to the parties that made the complaint. Counc ilman Bond stated tha t Nil'. Chiaramonte had applied to him for a change of the D. A. Seymour's restaurant beer licenses, but the proper forms had not been secured and that Mr. Chiaramonte would want to make cherge of the res- taurant on November 1st. Councilman Bond made a motion that the license be transferred from D. A. Seymour to Mr. Chiaramonte and that the Recorder be instruc ted to sign the applications when they were secured. The motion was seconded by 18 Barette and carried. At this time, Councilman Farrington steted that it was the Finance Committe 's I recommendation that the offer of A. H. Auferoth for Lot 5,_Block 5, Cheshire's Addition on WasHington Street be referred to the Planning Commission and- it was 19 so ordered. Councilman Barette stated that he had investigated further regarding a light in the alley back of the Walling and Almack buildings Which had been referre to the Fire and Water Committee at the last meeting. He stated that there was no light at the alley intersection. Councilman Pennington explained that he thought this light which was.asked for was on private property and the council at the last meeting had claimed that it should be furnished by the property owners. Councilma Bond stated he had investigated the situation and there was no light at the alley I intersection between lOth and 11th and Willamette and Olive. After some discussio a motion by Pennington, seconded by Bond that a light be placed at the alley 2W intersection between 10th and 11th and Willamette and Ulive was carraed. Councilman brownson stated there'was a need at the vity Dump for some 2500 or 3000 board feet of 3 x 12 planks for a roadway and explained that this would fix up the raod so that the turkey feathers could be delivered and stated he wished to maRe a motion that the engineer be authorized to purchase this lwnber, 211 to pe-~paid out bfthe Emergency Fund. Motion was seconded by Bond and carried. A petition reqq.esting the City to install a fire hydrant at 24th and Char- 22 nelton Streets was read and ~eferred to the Fire and V'ater Committee. , ( A letter fro~ J. F. Cramer, ~uperintendet of Schools, regarding 13th and I Olive Streets was reed. Mr. C~amer pointed out that trucks were parked so close to the crossing that motorists could not see the school children who were trying to get acrIDSS the street at 13th and asked that safety zones be painted further .. back from the corner of the' intersection. ~his matter was referred to the Police 23 Conwittee to work out a solution. A letter from G. D. MacLaren, chairman of the Board of Education, regarding an old barn hext to the Vocational 3ch001 at 4th and Madison Streets was read. '1'h letter stated that the barn was in the rear of 338 Madison Street and was a fire I hazard to the school-property. A motion by Bond, seconded by Barette that this matter be referred to the proper committee was carried. Mayor Large explaineq that this had previously been in the hands of the Health Committee but this time he would refer it to the ]'ire and Water CO~uittee to report back at the next 24 council meeting. A letter from the Board of Appeals was read. There was some discussion abo t the offer of A. H. Auferoth of 197 Washington Street for Lot 5, bl--ock 5, Cheshire' Addition. A motion was made by Bond and seco~ded by Hawn that the report of the Board of Appeals be adopted as to the last three requests, and the offer of A. Fogelstrom asking for a permit to convert J~ their two story house at 1050 5th Avenue West into two apartments. Mrs. Bondurante came into the council rooms and hJayor Larg€ asked her to address the council. ~he stated that she was appearing in behalf of the Lodise Horne in ~ortland, and they needed funds to remodel their buildings. They were old buildings and were a fire menace. She explain~d that they were carrying on a campaign to remodel and if these funds Rould not be secured, they VJould have to abandon the work. ~he stated that several c6unties had included money in their budget 'for this work. Mayor Large exwlained to her that the budget had already been adopted and at this time could not be changed. She inquired if the ~ity did not have an Emergency Fund and on referring the matter to the City Attorney, he stated he believed money could not be legally taken out of the Emergency Fund for tilis cause. Mrs. Bondurante referred t:J the nwnber of girlis that had been sent to the institution and said that th~ i16.00 per month received from the stat~ did not cover the expenses of the [11'1 for month which amounted to $24.00. Counc~lman :F'arrington stated th(,~ t no doubt this was a good cause and he would like very much to be able to allow something for this work, but under the conditions would have to ! 29 move that the request be denied. This motion was seconded by Hawn and carried. A letter from the Huilding Inspector regarding the plans for a service statio at the Southwest corner of 7th and Washington Street which had been presented by R.F. Harrell was read. There was some discussion regarding this location for a service station and it was pointed out that it had been previously bef!tlre the counci 'I After some cliscussion a motion was made and seconded that this matter be referred 30 to the l')lanning ~omrniss ion to hold a hearing. Motion was carried. Curb cuts nlli11bers 914 at 2193 Willamette; 915 at 1243 West 7th; 916 at 293 West 5th; and 917 at 1977 Willamette; were granted by the council es recommended. 1 ~l by Engineer ~lubb. A paving cut for Jim Brannen 'I'ire Shop at 966 Oak Str.eet had been before the counCil on May 26th with the reco~~endation to hold it up and on July 14th it was requested that it not be granted, but the recommend,::t tion of the Engineeel' at this time W8S that the cut should be allowed for ten feet where previously they had , . asked for sixteen feet. Councilman Barette stated that he wished to make a minority report that the cut be not allowed. ~t was pointed out that the Tire Company had , already had one paving cut for their business but that.'this cut was on a separate \ piece of' property adjod:.ning and by allowing a ten foot cut, it would make a space IWhere six cars could be acco. mmoda, ted and tha t the grant, ing of a ten foot cut:.wouldJ:} only remove the p~rking space of one car. A resolution was read regarding certain assessments on Lots 6 and 7, Block 2, Travis Addition. These assessments had been made on August 1, 1925, and endorsements . on the Lien Register.were thet the assessments had been paid in full but a computatio 1 failed to prove this fact and it now appears under the advise of the City Attorney that the lien of approximately ;;p32.40is uncollectable and that the Lien Department be and they are hereby directed to endorse "Paid in Fulltt upon the lien record and clear Lot 7, Block 2 of this assessment and to cancel the same. Mayor Large stated that there was a vacancy on the playgound commission and he wished to appoint Mrs. Clifford Constance, who was a member of the school board, I and this appointment vvould have to be from the school board. On motion made by 37 Bond and seconded by Farrington this appointment was confirmed. Mayor Large asked Councilman Brownson about the Health Officer. Mr. Brownson stated that Dr. C. H. Lingreri was acting in this capacity and was reorganizing the staff. Brownson understood he was doing an excellent job. Re stated that Dr. , Lindgren had called at his office two or three times but he was not in. Mx-. Brownson said he would investigate further and report back at the next meeting. 38 It was ordered that the Oct<Dber and other salaries be paid to Dr. Lingren. 39 Alanzo Knotts was ordered placed on the payroll of the Police Department.
