All Councilmen were present with (1' the exception of Farrington. 1"".......7- ~.~If C","l The minutes of the previous meeting were read and approved and the meeting ~ herewith called to order. - Mayor Large asked if there was anyone in the council chambers w~o wished to address the counc il and theI'e being no answer, the Mayor called for committee 3 reports. I The Judiciary Committee recommended ,the refund of ~9.27 to Fred Knox on account of payment for sidewalk repairs on property_ which he,~had sold previous $0 the time the sidewalk repairs were m~ade. Mr. .L>.nox had paid this amouI)t before he realized what property is was on, thinging it was his property on "'- another street. A motion by Koppe, seconded by Brownson that the refund be ,made 4 was carried. In the absBnce of Councilman Farrington, Councilman Hawn reported regarding the property offers. The offer of Mrs. Grace Alford, of $185.00, '$37.00 cash and the balance , at $5.00 or more per month plus interest at 6% for Lot 3, Block 2, Shelton's 2nd Additio~ was held for the appraisal price of $200.00, by,the Finance Committee 5 ~ and the Council. Councilman Barette, report-ing for the Street Committee said they were using 6 every effort to get the sewers and catch basins in good shape for the winter rains 7-. The Fire and Water Committee reported that the hydrant at 15th and Poll Streets had been installed. The Health Committee had no report. Councilman Hawn said the only report he had was they were compelled to I install a switch amounting to $12.75 which was to take care of the Park lights 8.... in case of a blackout~ , Sewer Committee and Police Committee had no reports. An ordinance changing ,from a single family residence district to a multiple family residence district, Lot 2, Block 15, College Hill Park Addition, having had its first reading December 8th, was read for the second time. Mayor Large called for obj$ctions ~nd there being none, under suspension of the rules the ordinance was read for the third time. Roll wascalled with all councilmen present voting 9 ,aye. Farrington absent. Ordinance 8707 was declared passed. An ordinance adopting the 1940 edition of the Pacific Coast Conference Building Code for the City of Eugene was read for the first time and under , suspension of the rules had its second xeading. The Mayor called for objections and there being none, the ordinance was read for the third time. Roll was called with all councilmen present voting aye. Farrington absent. Ordinance 8708 was 10 declared passed. "- An ordinance providing for uncompensated special emergency police officers other than the regular police force, waiving civil service, and declaring an emergency was read for the first time and under suspension of the rules had its second reading at this time. The Mayor called for objections and there being none, the ordinance had its third reading. Roll was called with all councilmen I 11 present voting aye. Farrington absent. Ordinance 8709 was declared passed. A letter from W. T. Bridges, District Manager of the Northern Life Insuranc Company, asking that the City make deductions from city employees for insurance policies they might sell, was read. Counciilnan Hawn said Mr. Bridges had talked to him and he said the only tLing he wished to bring up regarding the situation was that while the city was on a cash basis at the present time, that in five or six years there might be a depression and the insurance company would have to accept warrants which might have to be registered.' Councilman Stewart said that I this was not exactly like the plan that the city was carrying with the Aetna Insurance Company but more like a salary saving policy. After some discussion ,regarding the advisibility'of this move, the matter was referred to the Judiciary 12 Committee to report back at the next meeting. ' Councilman Barette reported that the new International truck recently ordered by the Street Department was ready for delivery and the bill should be paid. The purchase price of the truck was $1474.50 less allowance for 1930 model A Ford truck of $174.50, making a net of $1300.00. A I motion was made by Bond and seconded by .L~oppe, that these lights be ordered. 14~ Motion was car-ried. ~ ...;J The matter of amending the bicycle ordinance was up for discussion. :"0 },. The matter of bicycles on .thes,idewalk was brought up and councilmen Bond, Stewart, '..... and"lBrownson stated they thought it w:-.s much better to have the bicycles on the ~..,,, " , sidewalks rather than to force ~he boys out in the street with the automobile '~_~i traffic. Councilman Hawn and Barette favored the idea of keeping the bicycles off , the sidewalks. Attorney Calkins stated the llilgislature had changed the bicycle I law iri regard to lights and the city's ordinance would have to be changed to comply with the state law. After some discussion this matter was laid over until 15-"'::" the next council meeting. The Recor~er reported that a cont~act with the Bethel Rural Fire Protection District for the first six months of 1942 had been signed by the President and Secretary of the Fire Protection District and on motion made and seconded the Mayor andT'Recorder were authorized to enter into this agreement with ) the Bethel Rural Fire ~rotection District. The Recorder also reported the same kind of.a contract had been signed by the president and secretary of the River Road Water District, and on motion made and seconded the Mayor and Recorder were 16 ~ authorized to enter in this contract with the River "',Road Water District. , Three curt>' cuts numbers 929 at 195 East Broadway, 930 at 1800 Columbia and 931 at 1061 West lOth Avenue, were granted by the Council as recommended by l'r'ifEngineer Clubb. ' , A request from J. F. Cramer, Superintendent of School District #4, that th~ following officials be deputized as police officers at their respective shhools was read. Robertson----Principal Washington School Mayor Large stated he would like to appoint these people as police officers for this work and on motion by Bond and seconded by Hawn, Mayor Large's appointments 18 ':i.. were convfirmed. A letter from M. E. Moore requesting a refund of $30.00, which had been made as down payment of the North 40 feet of Lots 2 and 3, Block 1, Rees Addition, was read. Mr. ~oore stated that he was arranging to go into the army and could not complete bis agreement to purchase the lot. This letter was dated December 9th and had been o.k'd. by Chairman Farrington of the Finance Committee for refund and the money had been refunded to Mr. Moore. On motion made and seconded the action 19 ~of Co'uncilman Farrington was confirmed by the council. . A request for a refund of $2.00 on account of meter violations by J. T. Lorang was read, also, a request for a refund of $1.00 on account of an overtime parking violation for mrs. Hazel Adams was read. These two requests were 20,~referred to the Police Co~nittee to report back at the next council meeting. The report of the Water Board for Sewerage Charges for the month of I 21~November was read and ordered placed on file. Mayor Large at this time, stated there wes one party, E. O. Humphrey who had never paid his 25~ charge per month for sewage disposal on account of a well that he had on his property. There was about $9.00 due. Mayor Large suggested that the Council should authorize theCity Attorney. to l?roceed to collect the bill. Motion by Bond and seconded by Barette that the City Attorney proceed 22 t to collect th~s' bill was carried. I 23 r The Recorder reported that eleven more beer licenses had been granted. The Recorder reported the names of 19 people hhat different organizations had asked to be deputized for watchmen. Mayor Large asked that these names be turned over to the Chief of Police to be checked and a report to be made at the 24 next council meeting. The recorder reported that the Fred Lengacher Saw lliill had agreed to make delivery of 15 cords of dry slab wood at $4.00 per cord and 15 cords of green slab wood at $2.50 per cord to the Eugene Fire Department between now and April 15, 1942. This woold to be paid ~or out of the funds in the Fire Department' of the year 1941. Attorney Calkins said this money could be transferred to a special fund to be paid out after the wood was delivered. It was suggested that as the three bids were the same amount, the business be divided equally between these ~hree firms. A motion by Bond and seconded by Barette that the contract be awarded to Standard, Gilmore and Associat d 21 Oil IJompahies, to be divided equally between them was carried.
